Reference metadata describe statistical concepts and methodologies used for the collection and generation of data. They provide information on data quality and, since they are strongly content-oriented, assist users in interpreting the data. Reference metadata, unlike structural metadata, can be decoupled from the data.
Data collection on Single Permits statistics based on Article 15 of Directive 2011/98/EU on a single application procedure for a single permit for third-country nationals to reside and work in the territory of a Member State.
The following dataset is collected under this framework:

6.1. Institutional Mandate - legal acts and other agreements
The Commitee for official statistics of STATEC* coordinates the statistical programs of the different national authorities, Ministries, public institutions and observatories. The General Department of immigration, being in possession of the data, is directly providing the data.
*STATEC is the national statistical authority that coordinates the national statistical system, and represents it on the international level.
6.2. Institutional Mandate - data sharing
On national level, data concerning residence permits is shared with STATEC, the national statistical authority that coordinates the national statistical system, and represents it on the international level.
On international level, data concerning residence permits is shared with OECD (within specific data collections carried out by this organization).
7.1. Confidentiality - policy
The legal framework and the conceptual framework for confidentiality is the Regulation 223/2009 on European statistics is applied.
7.2. Confidentiality - data treatment
In order to guarantee confidentiality and to protect residence permit holders, when publishing press releases on national level, the General department of immigration applies the rule to not share details when the number of persons of a specific nationality is below 5.
8.1. Release calendar
No specific release calendar. At national level, statistics are published on an annual basis (a few weeks after the end of the reference period).
8.2. Release calendar access
Not applicable.
8.3. Release policy - user access
As long as data is not released officially, it should not be publicly shared.
