However, the article describing the 'Dublin' statistics (Art.4.4) refers to statistics based on the number of requests.
Commission services recommend that Art.4.4 (more precisely 4.4.a, 4.4.c and 4.4.d) is interpreted as referring to the number of persons concerned by each request, decision and transfer.

6.1. Institutional Mandate - legal acts and other agreements
The new Agency for Integration, Migration and Asylum in Portugal, also known as AIMA,I.P., came into action on October, the 29th, 2023.
This new Agency faced the challenge of integrating the functions previously carried out by SEF, maintaining the regionalised service structure and introducing new digital strategies to facilitate and improve the processe of Residence.
The launch of AIMA embodies the separation of policial and administrative functions, allowing the initiation of a series of new measures, functionalities and policies that will expand and improve the quality of access to services, reinforcing the security of processes and procedures and the trust and
credibility of users and society in general.
With regard to the DUBLIN data, AIMA must report to EUROSTAT, through as required by Article 9 of the Regulation 862/2007, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of
the statistics. Member States shall provide Eurostat with all the information necessary to evaluate the quality, comparability and completeness of the statistical information.
6.2. Institutional Mandate - data sharing
With the reallocation of SEF's attributions and responsibilities to Agency for Integration, Migration and Asylum, IP (AIMA) and the restructuring of the Portuguese system for managing border control, international protection and the documentation of foreign citizens, the following steps were taken, with close cooperation is ensured between allthe institutions:

Public Security Police (PSP);
Internal Security System - Border and Foreigners Coordination Unit (SSI/UCFE).
Supervision and control of the stay of foreign citizens:

Responsibility for coordinating the work of the security forces and services among themselves and between them and the Institute of Registries and Notaries, I.P., and the AIMA.:

In practice, AIMA is responsible for assessment and decision of return cases.

Regulation (EC) No 223/2009 on European statistics (recital 24 and Article 20(4)), stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society.

The Statistics Department, in accordance with the GDPR, and the department responsible for data protection at AIMA,IP, regulate the necessary confidentiality of the data extracted.

In line with the Community legal framework and the European Statistics Code of Practice Eurostat disseminates European statistics on Eurostatʼs website respecting professional independence and in an objective, professional and transparent manner in which all users are treated equitably.
Member States have the responsibility of providing “Dublin” statistics to Eurostat in accordance with the Article 4.4. of the Regulation (EC) 862/2007 as amended by the Regulation (EU) 2020/851.
Eurostat provides Technical Guidelines to the countries describing the procedures and the quality requirements for the statistics collected (see Annexes). All the Dublin statistics are compiled according technical quidelines.

As stated in the Article 9 of the Regulation (EC) 862/2007, Member States must report to Eurostat the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics.
Member States compile the requested data following the guidelines and instructions provided by Eurostat. Before data publication, consistency validation checks are performed by Eurostat.

For Dublin templates and A16 template the data is manually entered in the Excel on the templates provided by Eurostat and transformed into csv.

Special care is made to ensure data consistency and to count individuals only once. The results are also validated by an automatic process available as a part of Eurostat’s data submission portal (EDAMIS).
When the results have been analyzed they are compared to results from previous years to ensure quality, so the visual confirmation of data by the expert.

The reported statistics do not cover accurately the target population and a very large part of the targeted population is missing, or a very large part of non-targeted (erroneous) population is included in the reported statistics; the bias/error in the reported statistics is expected to be very large.

Unfortunately, we have encountered some problems with the Technical Department when it comes to data extraction, so it has been more difficult to meet deadlines, but we have managed to submit some with the support of our partners.
