6.1. Institutional Mandate - legal acts and other agreements
Until 2021 the Dublin statistics are based on the Regulation (EC) 862/2007. Data delivery for reference year 2021 onwards is based on Regulation (EC) 862/2007 as amended by Regulation (EU) 2020/851.
The Office for Foreigners is responsible in Poland for colecting statisctical data, including the Dublin data on the basis of the Foreigners Act.

The Office for Foreigners quality management system is based on ISO 9000. Quality assurance procedures include training courses, benchmarking, assessments, and use of best practices.

The quality assurance processes as described in 11.1. lead to qualitatively good data. When in the described registrations and processes errors are found, they are immediately corrected, thereby ensuring qualitatively good data sets. On the ensuing data sets, in this case the Dublin tables, no other quality checks are performed.

The Office for Foreigners provides statistical data on asylum and migration to wide range of stakeholders (authorities, public institutions, NGOs, researchers). The quality meets users' requirements.

The accuracy of all Dublin tables is high, which means about 100 % accuracy. The reported statistics measure accurately the target population, as foreseen by Regulation (EC) 862/2007 (as amended by Regulation (EU) 2020/851) and as defined in the Technical Guidelines for Dublin statistics. The target population, i.e. the third country nationals submitting an application of asylum under the Dublin III Regulation, is very accurately represented in the datawarehouse of the Office for Foreigners and validated compilations of these data are made to fill the mandatory Dublin tables. The reported statistics measure accurately the target population because the database includes all cases. RESI and RESO files do not provide the data of the disaggregation by duration of responses to requests for information.
