6.1. Institutional Mandate - legal acts and other agreements
The compilation of Dublin statistics is based on Article 4.4 of Regulation (EC) 862/2007 of 11 July 2007 and its amending Regulation (EU) 2020/851 of 18 June 2020. The legal acts detail the data provisions Member States are obliged to supply to Eurostat.
6.2. Institutional Mandate - data sharing
At Finnish Immigration Service the main source for data is national UMA-register that is owned by the FIS and it has a direct authority over. No data sharing involved in the statistics production processes.

Member States have the responsibility of providing “Dublin” statistics to Eurostat in accordance with the Article 4.4. of the Regulation (EC) 862/2007 as amended by the Regulation (EU) 2020/851. Statistics within asylum domain are based entirely on administrative sources of the institutions producing the statistics (see table 18.1 in annex ‘Quality report tables Dublin 2024’).

This statistics collection is administered by Eurostat. The statistics are collected and the statistics produced by Finnish Immigrations Service and are supplied to Eurostat. Statistics are based entirely on admininstrative register data (National UMA register, see annex "Quality report tables Dublin 2024" - Table 18.1.). Data is loaded from UMA register to statistical dataware house by ETL (extract, transform and load) process of which includes automatic data quality checks. Administrative data is assessed within the adminstrative process and uma register maintanance. Finnish Immigration Service maintains and develops Uma register as well as carries out national administrative Dublin process which makes the full data collection production transparent to statistics producers.

In addition to data quality operations performed during national statistics production, before being disseminated through the Eurostat online databases, internal consistency of the data files is ensured by Eurostat.
