Statistics on international supply of services (ISS) by modes of supply (MoS) show how and where services are supplied internationally, namely by answering the question of 'how' services are exchanged across countries and 'where' services are supplied to foreign customers. Detailed information on international supply of services statistics by services category, mode of supply and partner country help policymakers carry out the ongoing and future trade negotiating agenda with facts and strong, evidence-based arguments and they allow to monitor the impact of services trade agreements.
The General Agreement on Trade in Services (GATS), the first multilateral agreement to cover trade in services, defines trade in services as the supply of a service through any of four modes of supply, outlined in the bullet points below.
Mode 1 - cross-border supply: from the territory of one country into the territory of another country;
Mode 2 - consumption abroad: in the territory of one country to the service consumer of another country;
Mode 3 - commercial presence: by a service supplier of one country, through a commercial presence in the territory of another country. The FATS framework is designed to provide information on the activities of enterprises located in foreign markets;
Mode 4 - presence of natural persons: by a service supplier of one country, through the presence of natural persons of that country in the territory of any other country.

6.1. Institutional Mandate - legal acts and other agreements
Regulation (EU) 2019/2152 on European business statistics sets the data requirements in the field of international supply of services by modes for the EU Member States and EFTA countries. The exact technical specifications are listed in Commission Implementing Regulation (EU) 2020/1197. The requirements concerning the MoS domain are defined in table 38 "Statistics on international activities – International Supply of Services by Mode of Supply – annual data" of the Commission Implementing Regulation (EU) 2020/1197. The variable must be reported annually with first reference year 2023.

In accordance with EU legal acts, data is provided to the statistical office of European Union (Eurostat).

In the process of statistical data collection, processing and analysis and dissemination of statistical information, State Data Agency fully guarantees confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality policy guidelines of the State Data Agency.

The confidentiality rule applied is based on the number of observations: if a single data cell comprises information from less than three respondents, then it is considered confidential. Secondary confidentiality is also applied, and additional data cells are suppressed to eliminate indirect disclosure.

In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. Main trends in activity of the State Data Agency aimed at quality management and continuous development in the institution are established in the Quality Policy.
Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify areas which need improvement and to promptly eliminate shortcomings.

Statistical information is a useful tool for economic analysis and the development of effective economic policies, as it offers a comprehensive and detailed view of how and where businesses supply and purchase services internationally. This data helps policymakers, businesses, and researchers better understand global market dynamics and identify key trends in international supply of services.

Since 2005, user opinion surveys have been conducted on a regular basis. The Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of State Data Agency, target user group opinion polls and other surveys are conducted.
In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.
As a new statistical product, International Supply of Services by Mode of Supply has not yet been assessed by users.

In 2024, EUR 160.9 thousand were allocated for the statistical Companies’ financial–commercial activities with non-residents research. The costs refer to the European business statistics as well as Balance of Payments requirements.
In 2024, the scope of the quarterly survey on Company’s financial–commercial activities with non-residents (F-06) was about 5,000 respondents.
In 2024, the average time spent by a respondent on the filling-in statistical questionnaire F-06 was 1 hr 17 min.

The MoS model uses data from ITSS and FATS. The estimations are complemented with other data sources (such as tourism statistics, trade by enterprise characteristics (TEC), services trade by enterprise characteristics (STEC) and structural business statistics (SBS)). The model allocates each EBOPS item in one or more modes using the Eurostat-WTO model, with values fine-tuned using Company's financial-commercial activities with non-residents (F-06) survey results.

To ensure statistical data quality, data checking and validation is performed, outliers are identified and analyzed. If inaccuracies are identified, the statistical data are corrected and the validity of the data is confirmed.
