Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.4.2 Statistical concepts and definitions used in the statistics disseminated in the National Statistical Institute's website
Population Registered resident population: data refer to citizens of the Czech Republic and foreigners with permanent residence in the Czech Republic, third-country nationals with temporary residence in the territory of the Czech Republic based on a long-term visa (over 90 days) or a permanent residence permit, nationals of the EU Member States, Norway, Switzerland, Iceland, Liechtenstein and their family members with notified temporary residence in the territory of the Czech Republic and foreigners with valid asylum status in the Czech Republic. Since 2022, the population has also included persons granted temporary protection in the Czech Republic.
Live births The definition of live birth is given in the guidelines for filling in the “Death certificate (Report on examination of the deceased person)”, and live birth is defined as the complete expulsion or extraction of a child from its mother, irrespective of the duration of the pregnancy, which, after such separation, breathes or shows any other evidence of life, i.e. beating of the heart, pulsation of the umbilical cord or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached.
Deaths Irreversible cessation of func­tioning of the whole brain including the brain trunk, or irreversible cessation of blood circulation (pursuant to Act No 285/2002 Sb - Transplantation Act).
Immigrants The national concept is based on registration and/or residence permit.
Emigrants The national concept is based on de-registration and/or residence permit expiration.
Acquisitions of citizenship On 1 January 2014, a new Act No 186/2013 Sb, on Czech Citizenship came into effect. The act introduced many new legal institutes. One of the most substantial changes is that the new legal provision provides in the full extent for the dual citizenship to exist. This principle was reflected also at granting of the citizenship of the Czech Republic, when applicants for the citizenship of the Czech Republic do not have to give up their existing citizenship after 1 January 2014 anymore. Besides granting of the citizenship of the Czech Republic, the new legal regulation enables to acquire the citizenship of the Czech Republic also by the so-called declaration, i.e. after having met legal conditions a foreigner has a legal claim to the acquisition of the citizenship of the Czech Republic. In 2014, the most frequent was the declaration pursuant to the Section 35, which enables acquisition of the citizenship to persons, who stay in the territory of the Czech Republic since the age of 10 years, the so-called second generation of foreigners.

On 6 September 2019, the Act No 207/2019 Sb, which amended the Act No 186/2013 Sb, on Czech Citizenship, as amended, came into effect. According to the above mentioned amendment, children and grandchildren of former Czechoslovak or Czech citizens are newly enabled to acquire the Czech state citizenship by declaration.

Legally induced abortions Abortions performed in accordance with the Act regulating legally induced abortion (Act No 66/1986 Sb). Legally induced abortion may be performed up to the 12th week of gestation, or for health reasons up to the 24th week of gestation.
Late foetal deaths Existing legal regulation, the Act No 372/2011 Sb, on Health Services, as amended, defines a foetus after abortion and on that basis, the definition of stillbirth (and live birth) is stated in the guidelines for filling in the “Death certificate (Report on examination of the deceased person)”. The stillbirth is defined there as the foetus, which after the complete expulsion or extraction from its mother shows none of the signs of life and at the same time its birth weight is 500 g and over and provided that the weight cannot be measured, if the pregnancy lasted 22 weeks and over, and provided that the length of the pregnancy cannot be measured, if the crown-heel length is 25 cm and over.
Infant deaths

The death of a live-born infant who had not yet completed 1 year of life.

Marriages According to the civil code, the marriage is a permanent partnership of male and female established by the manner set in the law.
Divorces Dissolution of the marriage based on the judgement of the divorce court. The court may on a proposal of one spouse or on joint proposal of spouses divorce the marriage, when the marriage is deeply and permanently disrupted and resumption of marital cohabitation cannot be expected.

Population Population in tables P00-P02 and P08 is based on the registered resident population of the Czech Republic, which is the concept used in national demographic statistics (disseminated on the Czech Statistical Office website).
In tables P03-P07, the concept of usual residence is applied for non-nationals.

Immigrants For the purpose of the UNIDEMO862 collection, the 12+ month of stay duration condition is used, whereas the national concept is based on registration and/or residence permit.

Acquisitions of citizenship For the purpose of the UNIDEMO862 collection, the data on the acquisition of citizenship obtains additional information on the age and sex of persons who acquired Czech state citizenship.

The reference date for population data is the end of the reference period (midnight of 31 December).
The reference period for vital, dual events data and migration is the calendar year (calendar month in tables B01 and D01) in which the events occurred.

Population Population accuracy depends on the accuracy of the population census and registration of live births, deaths and migration. Those foreigners with valid asylum status, who are included in the Foreigners Information System administered by the Directorate of Foreign Police are counted in the population stock.  Only registered EEA nationals are included. Asylum seekers are not included in the population stock. Since 2022, the population has also included persons granted temporary protection in the Czech Republic with usual residence in the Czech Republic. Possible unknown category of citizenship (applicants who are still in the process of acquiring citizenship but have not yet received it). 
Live births Live births of the parent with Czech citizenship having permanent residence in the CR taking place abroad are included if the parent(s) of the child require registration in the CR; only cases with no late registration are included into statistics. Foundlings and children from undisclosed deliveries (according to the appropriate law) are not included due to missing information on the mother. Live births of the mother with valid asylum status are included. Live births of the mother - asylum seeker are not included except cases when the child’s father is a Czech citizen or has registered residence in the Czech Republic (in the latter case, the birth must take place in the CR).  Since 2022, live births of the mother granted temporary protection in the Czech Republic and with usual residence in the Czech Republic are included.Information on newborn's father is obligatory only for married women. Information on birth characteristics (weight, length, pregnancy duration) may not be given in the report on birth or be unknown. Information on the educational attainment of parents is voluntary.

Marriages Marriages of Czech citizens having permanent residence in the CR taking place abroad are included if spouse(s) require the registration in the CR (and the registration is not delayed for more than 3 years). Marriages of foreigners with valid asylum status are included. Marriages of asylum seekers are not included except in cases when the other one from the engaged couple is a Czech citizen or has registered residence in the Czech Republic (in the latter case the marriage must take place in the CR). Since 2022, marriages of foreigners granted temporary protection in the Czech Republic and with usual residence in the Czech Republic are included.
Divorces Data are provided to CZSO by the Ministry of Justice, which is responsible for data completeness and accuracy. Possible unknown categories are a combination of the duration of marriage and year of marriage (in cases when divorces come into force in previous years but they are processed in reference year; and therefore they are not applicable to the structure of reference year). Since 2022, divorces of foreigners granted temporary protection in the Czech Republic and with usual residence in the Czech Republic are included.

Data is collected at unit (person) level.

Live births: the sum of (i) live births of mothers with permanent residence (Czech nationals and foreigners) or appropriate kind of temporary residence (foreigners; incl. temporary protection) in the territory of the Czech Republic registered by Registry Offices in the reference year, and (ii) timely registered in the CR live births of Czech nationals with permanent residence in the CR taken place outside the CR.

Deaths: the sum of (i) deceased persons with permanent residence (Czech nationals and foreigners) or the appropriate kind of temporary residence (foreigners; incl. temporary protection) in the territory of the Czech Republic registered by Registry Offices in the reference year and (ii) registered in the CR deaths of Czech nationals with permanent residence in the CR taken place outside the CR.

Immigrants (P00-P02, P08): the sum of registered persons, who have permitted appropriate kind of temporary residence (incl. temporary protection) or permanent residence in the territory of the Czech Republic, and who had a previous residence in another country.

Emigrants (P00-P02, P08): the sum of registered persons, who changed residence to another country, and who had a previous appropriate kind of temporary residence (incl. temporary protection) or permanent residence in the CR.

Population balance: population as of 31 December = population as of 1 January + births - deaths + immigrants - emigrants.

Legally induced abortions: the sum of legally induced abortions of women with permanent or the appropriate kind of temporary residence in the territory of the CR registered by medical facilities in the territory of the CR in the reference year.

Late foetal deaths: the sum of stillborn children with gestation 28 weeks or more of mothers with permanent or the appropriate kind of temporary residence (incl. temporary protection) in the territory of the Czech Republic registered by Registry Offices in the reference year, in case of Czech citizens with permanent residence in the CR irrespective of the place of birth was outside the CR.

Marriages: the sum of marriages of engaged couples with permanent or the appropriate kind of temporary residence (incl. temporary protection) in the territory of the Czech Republic registered by Registry Offices in the reference year, in case of Czech nationals with permanent residence in the CR irrespective of the place of marriage was outside the CR.

Divorces: the sum of dissolved marriages of spouses with permanent or the appropriate kind of temporary residence (incl. temporary protection) in the territory of the Czech Republic registered by the Ministry of Justice in the territory of the Czech Republic in the reference year.

According to Article 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II and related standard reference metadata (In the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. According to Article 3 (2) of the Commission Regulation (EU) No 862/2007, Statistics on international migration, usually resident population and acquisition of citizenship shall be supplied to the Commission (Eurostat) within 12 months of the end of the reference year.
