2.1.1 Describe shortly the main characteristics of the statistics  

The Economic Accounts for Agriculture (EAA) provide detailed information on income in the agricultural sector. The purpose is to analyse the production process of the agricultural industry and the primary income generated by this production. The accounts are therefore based on the industry concept. The EAA accounts are detailed data on value of output (producer prices and basic prices), intermediate consumption, subsidies and taxes, consumption of fixed capital, rent and interests, capital formation etc. The values are in current as well as in constant prices. Agricultural Labour Input (ALI) and Unit Values (UV) are an integrated part of the overall concept of Economic Accounts for Agriculture.

2.2. Classification system

The EAA are an integral part of the European system of accounts and, therefore, for their compilation the Eurostat's general classification of economic activities, NACE Rev. 2, is used.

2.3. Coverage - sector

EAA cover the Agricultural industry. Agricultural industry covers agricultural activities (main or secondary) performed by agricultural units and non-agricultural secondary activities of agricultural units.

2.4. Statistical concepts and definitions

The main statistical variables provided are Output, Intermediate consumption, Gross value added, Fixed capital consumption, Compensation of employees, Other taxes on production, Other subsidies on production, Factor income, Operating surplus/Mixed income, Rents, Interest paid, Interest received, Entrepreneurial income, Gross Fixed Capital Formation, Changes in stocks, Capital Transfers and Agricultural labour input (ALI). Except for ALI, all variables are monetary. All variables follow ESA 2010 standards.

One of the main objectives of the EAA is to measure agricultural income and changes therein. The three agricultural income indicators can be described as follows:
Indicator A: index of the real income of factors in agriculture per AWU
Indicator B: index of real net agricultural entrepreneurial income, per non-salaried AWU
Indicator C: net entrepreneurial income of agriculture

2.5. Statistical unit

In order to analyse flows generated by the production process and the use of goods and services, it is necessary to select units which emphasise relationships of a technico-economic kind. This requirement means that as a rule institutional units must be partitioned into smaller and more homogeneous units with regard to the kind of production. Local kind-of-activity units (local KAUs) are intended to meet this requirement as a first but practically-oriented operational approach.

2.6. Statistical population

The agricultural holding, which is the unit currently used for statistical studies of agriculture (censuses, surveys of the structure of agricultural holdings), is the local KAU most appropriate to the agricultural industry. In addition to agricultural holdings, the agricultural industry comprises groups of producers (e.g. cooperatives) which produce wine and olive oil and specialised units which provide machines, material and labour for the performance of contract work.

3.5.1 Describe the data compilation process

EAA are prepared on national accounts framework and are one of the satellite accounts for the Portuguese National Accounts. This project has an iterative relationship with the national accounts, using the same data sources. Since they have updated data, EAA make it possible to prepare projections for the national accounts; after the synthesis of the national accounts, EAA incorporate the values of the final data of the national accounts in their definitive data. The main divergence has been envisaged by Regulation 138/2004, related to the inclusion of wine and olive oil cooperatives in the EAA.

 
For the majority of products in EAA/Industry 01 of national accounts the production is determined using the formula quantity x price (at producer) plus subsidies on products (Quantity x Producer's prices + Subsidies on products). The information for quantities and producer’s prices is obtained from the Vegetable production statistics, Animal production statistics and Agricultural prices statistics (F15). The data on subsidies is obtained from detailed lists of assistance disbursed from the Institute of Finance for Agriculture and Fisheries (Instituto de Financiamento da Agricultura e Pescas - IFAP), and classified by the General Government Accounts Unit (Serviço de Contas das Administrações Públicas - CAP) along with the technician preparing the EAA.

Statistics Portugal began a systematic quality approach in 1996, when it was decided, by its Board, to implement a Quality Management System.

Currently there is a Unit responsible for quality management (the Planning, Control and Quality Unit), which reports directly to the Board. Another Unit (the Methodological Unit) also deals with aspects related to product/survey quality.

The three main objectives of Statistics Portugal Quality Management System then defined  and still present today are: to continuously improve the quality of: i) the products; ii) the services rendered to customers; and iii) the work and inter-department relations at all levels of the organization.

Quality audits, documentation of processes and surveys of users’ satisfaction were significant activities of this system, as the experience shows. It also deals with aspects related to the implementation of the European Statistics Code of Practice and maintains a close relation to the ESS at this level of interest.

This system comprises a wide range of instruments, methods and activities covering process documentation, performance assessment and user relations, such as:

  • Internal and external audits;
  • Performance indicators and management tools, particularly in the context of the Public Administration, as well as a specific set of quality monitoring criteria;
  • User and respondent satisfaction questionnaires, considering the different services provided;
  • Suggestions and complaints management system;
  • Documentation system (E.g. methodological documentation, internal procedures, quality reports and the Statistical Production Process Handbook).

The last round of peer review took place in 2015 to assess the implementation of the European Statistics Code of Practice in Portugal in the context of the second round of Peer Reviews to Member States.

According to the Peer Review Report, the main conclusions of the last peer review are mirrored in the resulting recommendations, which cover: the different roles and responsibilities of the actors of the National Statistical System (NSS), including the access to administrative data; budget procedures and constraints and the availability of human resources; quality documentation, particularly in regard to quality reports and process description, and quality audits; and dissemination issues, mainly related to data and microdata accessibility, statistical literacy and the visibility of the NSS.

The reviewers’ recommendations resulted into an Improvement Actions Plan, properly scheduled and involving both Statistics Portugal and Other National Authorities (ONA). This implementation is regularly monitored by Statistics Portugal and reported to EUROSTAT, and is expected to be fully completed by 2019.

The main users of the EAA data were: an information platform (PORDATA), the Ministry of Agriculture, journalists and students.

The following information needs were recorded: 

1. Doubts of a conceptual and methodological nature - coverage of EAA, units considered in the agricultural activity, etc.;
2. Doubts of a methodological and practical nature regarding the relationship and articulation between EAA, National Accounts and Quarterly Accounts - differences and articulation between a satellite account account and the framework of national accounts, accounting of wine and olive oil production, etc.;
3. EAA data breakdown and detail requests - breakdowns that are not foreseen in the EAA or can not be calculated due to lack of basic information (other goods and services of intermediate consumption is the main request), information not foreseen in the EAA context, like agricultural crop accounts (crop production accounting by ha), etc..

At Statistics Portugal there is a Policy for revisions of statistical data.

The initiative for reviewing the results of statistical operations, the methodologies and techniques to be used for this purpose, the moments in which they occur and the schedules for the dissemination of the revised results should be based on the structuring principles of the National Statistical System, in particular technical independence, the quality and accessibility of the production and dissemination of official statistics and the principles of the Code of Conduct for European Statistics.

Taking into account the diversity of the review factors and the different frequency of statistical variables as well as international experience in this field, it is considered that the revisions can be classified as follows: regular (current and general) revisions and extraordinary revisions.

The revision policy at Statistics Portugal respects the following General Principles:

As the EAA provide an economic information system related to agriculture, they are designed as a satellite of the National Accounts (NA). The choice of the NA as a reference reflects its importance as a mechanism that provides a complete representation, reliable, systematic and comparable internationally functioning of the economy.

In Statistics Portugal, the EAA and the NA are closely linked, being elaborated in an articulated and integrated way. Due to the calendar of each statistical operation, and because the EAA have specific sources for the agricultural activity, EAA data are used in the compilation of NA, Group 01. However, when the definitive EAA data are calculated, they assume the final version of the NA, and some adaptations are made due to the different scopes of these two statistics.

11.1.3 Describe the data confidentiality policy in place

Confidentiality is the fundamental pillar of official statistical production:
• Ensures the protection of information given to statistical authorities for the production of official statistics;
• Confers the indispensable confidence in the NSS.

The official statistical activity and the application of the principle of statistical confidentiality are carried out in strict compliance with the established i) in the Constitution of the Portuguese Republic, ii) in Law no 22/2008, of 13 of May, which establishes the principles the norms and the structure of the NSS (SEN Law), iii) Law 67/98 of 26 October, Law on the Protection of Personal Data and iv) Regulation (EC) 223/2009 of the European Parliament and of the Council of 11 (European Statistics Regulation) and in accordance with the principles agreed between EU Member States, transposed into the European Statistics Code of Conduct, namely Principle 5 concerning Statistical Confidentiality.

Thus, the duty of confidentiality in relation to the data obeys the following rules:
• Can not be made available for sanctioning, supervision or any other similar nature;
• No service or authority may order or authorize your access / consultation, inter alia, to courts, police, inspection services or prosecutors;
• They may not be disclosed in such a way as to enable direct or indirect identification of the natural and legal persons to which they relate, and should therefore be completely anonymised in accordance with best practice appropriate application solutions;
• They constitute professional secrecy for all those working in the production of statistics, even after the end of their duties, whether they are part of the public institutions, whether they be service providers or others who, in the performance of their respective functions, have access to information of a individual.

Violation of statistical confidentiality, whether intentional or not (willful or negligent), is severely punished, constituting a very serious offense; breach of the obligation of professional secrecy entails disciplinary and criminal offense (a crime punishable by up to 5 years' imprisonment), pursuant to Articles 25 and of the National Statistical System Law.

11.2. Confidentiality - data treatment
11.2.1 Describe the procedures for ensuring confidentiality during dissemination

Since EAA are derivative statistics in Portugal, confidentiality is not a common problem.

However, in case it takes place, Eurostat is warned of the confidential nature of data, so that public dissemination does not occur.
