3.1. Data description

The Continuing Vocational Training Survey (CVTS) collects information on enterprises’ investment in the continuing vocational training of their staff. Continuing vocational training (CVT) refers to education or training measures or activities which are financed in total or at least partly by the enterprise (directly or indirectly). Part financing could include the use of work-time for the training activity as well as financing of training equipment.

Information available from the CVTS is grouped around the following topics:

- Provision of CVT courses and other forms of CVT (training/non-training enterprises)

- CVT strategies

- Participants in CVT courses

- Costs of CVT courses

- Time spent in CVT courses

- Characteristics of CVT courses

- Assessment of CVT activities

The CVTS also collects some information on initial vocational training (IVT).

3.2. Classification system

The main groupings for enterprises are by economic activity (NACE) and size. 

3.3. Coverage - sector

CVTS 6 covers B, C, D, E, F, G, H, I, J, K, L, M, N, R and S NACE categories. There is no deviation from the methodology.

3.4. Statistical concepts and definitions

3.5. Statistical unit

Statistical unit for CVTS 6 is enterprise, following the Council Regulation (EEC) No 696/93 definition.

3.6. Statistical population

CVTS 6 covers enterprises with 10 or more persons employed belonging to NACE categories B to S.

There were about 14 270 such enterprises for this survey.

Variable A2tot (persons employed) refers to 31 December 2020.

Data for CVTS are available for 2010, 2015, 2020.

11.1. Quality assurance

The methodological instructions for CVTS 6 were followed. Sample was chosen according to manual instructions. National questionnaire was constructed to represent correctly the English version. Microdata sets were generated according to given rules and run through Edamis validation tool (STRUVAL/CONVAL) as well as control table.

General opinion about the quality of the survey: medium to high.

Weaknesses - insufficient human resources for more extensive follow up.

Strong points - web application with built in controls constructed according to code book of the manual.

13. Accuracy Top
13.1. Accuracy - overall

The overall assessment is satisfying.

13.2. Sampling error

Stratified random sample was used. Sample units were enterprises. Strata were defined according to 20 NACE Rev. 2 categories, 3 enterprise size categories and NUTS regions. All enterprises with 250 and more persons employed were taken in the sample. The total gross sample size was 4000 units.

Ratio estimator with the number of persons employed from the sampling frame as auxiliary variable was used, Unit non-response was treated with a factor inversely proportional to the response rate at the level of stratum. Before calculation of weights, strata NACE3xSIZE 3 and NACE4xSIZE 3, NACE9xSIZE 3, NACE13xSIZE 3 and NACE17XSIZE 3 were collapsed (combined) because of insufficient number of units in achieved sample. Variance was estimated by Taylor linearisation method.

13.3.1. Coverage error

Time lag - sample was created form the Statistic business register. On the field enterprises often provide activities from Administrative business register, so for the processing we have opted to use SBR data since it is updated daily and considered to be more accurate.

13.3.2. Measurement error

All efforts have been made to reduce measurement errors. Instructions, concepts and definitions are followed as provided in methodology, and provided in on-line web questionnaire for respondents. The logical-numerical controls are built in the web application mostly following the code book from Annex 7 of the CVTS manual.

Invitation letter was sent initially for the enterprises to provide them with the information on the survey and how to access the on-line questionnaire. Additional reminder letter was sent to the enterprises who have not responded the first time. Additional follow up was done during the control phase for enterprises which filled in questionnaire but only partially. Non response bias was reduced with adjustments during weighting procedures.

The CVTS 6 was conducted fully under guidelines and legislation of European Union. There is no divergence from European concepts.

CVTS results for a given reference year are based on the same microdata and results are calculated using the same estimation methods, therefore the data are internally coherent.

Burden on the respondents is reported as significant by respondents due to extensive questionnaire and complicated terminology.

Cost on the CBS is expressed in working hours. Rough estimates are approximately 75% percent of the working time over the 12 months period.

18.4. Data validation

Data were collected over the electronic application for on-line data gathering developed for CVTS 4 and adjusted for CVTS 5/6. The codes for questions and logical-mathematical control were built in for the previous wave and adjusted for the CVTS 5/6 following Annex 7 - code book of the CVTS manual. The invitational letter was sent to participants containing the instructions for signing in the application, together with the user name and passwords.

The built in controls would alert for irregularities so additional follow up to the enterprises was made in the control phase. Core variables were set as the main controls. If the questions with core variables were not answered or answered wrong the on line questionnaire could not be sent at all. Additional controls were built in as well but if answered wrong or not at all, they would provide with warning.

The imputed set of data was run through Edamis validation service (STRUVAL/CONVAL). The report on structural and content validation was received and reported errors were corrected.

19. Comment Top

Continuing Vocational Training Survey 6 was conducted on 4000 Croatian enterprises (gross sample) for the reference year 2020 and data on vocational training was obtained. CVT survey in Croatia completely follows recommended methodological guidelines of Eurostat. National version of the questionnaire was translated and prepared on the European standard questionnaire and was changed only in wording in order to enhance understanding of the content. Random sample was chosen according to enterprise size, NACE categories and NUTS regions specifications. Data were collected via web questionnaire - the on-line application with built in logical/numerical controls. Gathered data was processed and validated by Edamis STRUVAL/CONVAL checking tools, microdata sets were created and sent to Eurostat.
