Overall quality is good: census based data collection covers around 4000 accommodation establishments. Threshold value of minimum 9 beds is applied. Due to census no sampling error or coefficient variation exists in the data.

Main strengths are regional coverage, census based data collection and continuity of times series.

Over-coverage can happen if an establishment closed down during the period and not reporting it. Special case the establishment closes down a part of it's capacity without reporting it. The establishment will be treated as unit not response.

13.3.1.2 Under-coverage

Undercoverage in case of local kind-of-activity units, outside of accommodation or agricultural sectors, providing accommodation services as a secondary activity. Complementary sources, such as regional tourism registers are used to detect such units.

In case of non-response, capacity (rooms and beds) from previous year are used and updated with the general change within the same strata.

We have some approximations on the time burden for the respondents (45 minutes for postal/web questionaires every month and 5 minutes for electronical data collection direct from the bookingsystems) adding up to a total of 24 800 hours.

18.4. Data validation
18.4.1 Capacity 

The web-form contains basic logical checks to prevent input of erroneous data . Further logical and consistency checks are performed once the data has been transferred to the production database. Check lists are generated containing records with logical errors or large percentage changes separately for each variable. If necessary, the data provider is requested to provide corrected data. Highest priority is given to the large establishments.

Capacity: In case no updated capacity data has been provided, the previously provided capacity data is used

Occupancy: Imputation methods are used to deal with non-response. Primary method is cold-deck imputation: in case of non-response, the missing monthly data for a certain establishment is imputed with the data for previous year and same month and upgraded with the change whithin the strata . In case no previous data exists, the secondary method is nearest neighbour imputation: the missing data is imputed by a closest match based on month, region and size of establishment.
