The survey on accommodation statistics collects data on occupancy (tourist arrivals and overnight stays), on capacity (number of establishments, bedrooms and bed places) of tourist accommodation establishments, on occupancy rate of bedrooms (bed places).

3.2. Classification system

According to regulation 692/2011.

The Classification of Activities : based on the Statistical classification of economic activities in the European Community (NACE Rev.2).

The regional classification is NUTS classification (NUTS 2, NUTS 3).

The classification system (in star, from 1 star to 5 star) is used. It’s worth mentioning that classification is not mandatory : accommodations have no obligation to be classified. In this case the accommodation is non classified.

Over-coverage is in practice unknown but seems unlikely (territorial knowledge of management teams, which work only in one region, have to validate the regional list of accommodations and respond to local demand ; we used also the unique identifier of companies / LKAU (le SIREN / SIRET) and duplicates are not allowed).

Under-coverage is possible (especially for smaller accommodation establishments). It appears low in practice in terms of capacity.

13.3.3 Methods used for dealing with/minimising unit-non response

Different ways are used to remind accomodations. At least letters are sent ; phone calls and mail messages are sent to some or alll of them. Priority is given to big units, and groups with low response rate. 

Non-responding units are estimated by averaging the responses of their stratum

The accommodation establishments are systematically recalled. Every month, for the hotels (NACE 551) written reminders amount to about 60% of a sample and telephone reminders about 50% of a sample (for NACE 552, 75% and 60% ; for NACE 553, 70% and 60%). Reminders are more insistent for the largest (most important) accommodations.

Coverage

Enterprises operating in two activities (accommodation + ...) on a permanent basis and not classified in a tourism activity are surveyed.

Enterprises (NACE 551) with less than 10 permanent beds are not surveyed.

Camping grounds (NACE 553) are surveyed from May to September.

The population frame is updated continuously (and comparisons with other sources are performed periodically, e.g. twice a year, compared with ATOUT-FRANCE directory).

Methodology remained the same in recent years. However, Insee had to change geographical areas definition in 2013 which had impact on survey and cluster of estimations. Two other modifications occured in 2014: 

Since Atout France changed the definitions of a 'star' classification (newly from 1 star to 5 star : the new classification is based on new criteria comparable with the international classification), Insee had to change the assignment of accommodation establishments according to this updated classification (the number of star for accommodations belonging to the NACE 55.1, 55.3 and part of 55.2) in 2014, which had impact on survey and cluster of estimations.

As a result, a reconstitution of series (retropolation) since 2010 has been produced. The results from the years before 2010 are therefore not fully comparable.

Results are firstly validated by the Insee's regional centres of production (Direction Régionales de l'Insee) : each questionnaires and NACE classes (55.1, 55.2, 55.3) are validated with the help of automatic controls on the evolutions, ratios... They can correct data entry errors, call again the establishment to confirm (e.g. if there is a sharp increase in overnight stays) or to obtain the figure …

The final validation is made by the regional center in Montpellier (unit in charge of coordinating all the tourist accommodation surveys conducted at regional level, in French language : le pôle tourisme).

18.4.2 Occupancy

So, we use an imputation method based on the ratios - percentages : e.g. in June, we know that the accommodation establishment is open and it offers 20 bedrooms (pitches, flats...). If it is non-response or non-surveyed we use the ratios calculated on the basis of the respondents belonging to the same strata.

Example :

strata occupancy rate of bedrooms = 75%  => 15 bedrooms occupied (each day) in this accommodation.

2 people per bedroom in the strata             => 2x15=30 nights spent (each day) => 30x30=900 nights spent in June

 

NACE 55.3:

It is a stratified sample survey.
