3.1. Data description
Regional accounts are a regional specification of the national accounts and therefore based on the same concepts and definitions as national accounts (see domain nama10). The main specific regional issues are addressed in chapter 13 of ESA2010, but not practically specified. For practical rules and recommendations on sources and methods see the publication "Manual on regional accounts methods".
The data series in Tables 1001 include both mandatory and voluntary data on the following indicators: Gross Value Added (GVA) at current and previous year's prices, Total employment (persons), Employees (Persons), Self-Employees (Persons), Gross Domestic Product (GDP) at current and previous year's prices, Population — all broken down by industry (NACE A*6 and NACE A*10) classification (except GDP and Population) and by region (NUTS 3) classification. In Lithuania all data are collected and published nationally and are transmitted to Eurostat, except GVA at previous year's prices by industry NACE A*6 and NACE A*10 by region NUTS 3.
In Tables 1002 the data series, such as Compensation of employees by industry, Gross fixed capital formation, Total employment (in hours worked), Employees (in hours worked) and Self-employed (in hours worked), are compiled and published nationally and are transmitted to Eurostat by industry NACE A*6 and NACE A*10 by region NUTS 2. However, data on Gross fixed capital formation by Government sector and subsectors by region NUTS 2 are not compiled.
The data series in Tables 1300 include both mandatory and voluntary data on the following: Operating surplus and mixed income, net; Secondary Distribution of Income Account of Households; Secondary Distribution of Income Account of Households; Consumption of fixed capital; Final consumption expenditure (national concept) — all broken by region (NUTS 2) classification. In Lithuania all mandatory data are collected and published nationally and are transmitted to Eurostat, except D61, D62, D63, B7N, P51G, P3 by region NUTS 2.
Regional Accounts are not available for all institutional sectors. There are only regional accounts for the household sector, and transactions are limited to income distribution and redistribution.
Following the ESA 2010 guidelines, regional accounts deal with the economy as a whole. In Lithuanian regional accounts the observation units are enterprises, local units and households.
3.6. Statistical population
Annual average population is derivative indicator of resident population and is estimated as the average of the resident population on 1 January of two consecutive years.
3.7. Reference area
According to the principles of the Nomenclature of Territorial Units for Statistics (NUTS) used in the European Union, Lithuania may be divided into 3 NUTS levels, since 1 January 2018:
NUTS 1 level – whole country NUTS 2 level– regions (2) NUTS 3 level – counties (10)
Lithuania has no significant Extra-regio territory. Extra-regio for Lithuania consists of diplomatic and military representatives. Lithuania does not hold any notable economic territory (military bases, deposits of natural resources, scientific bases, etc.) outside of its borders. Therefore, no adjustments are made to account for Extra-regio.
The time series of Regional accounts according to ESA2010 for Lithuania starts in 2000.

Depending on the variable values are shown in National Currency (mill. eur) at current prices and previous year prices, thousands of persons and thousands of hours worked.
Lithuanian regional accounts data refer to calendar years. The regional gross value added, employment in persons and hours worked, compensation of employees, gross fixed capital formation data and households sector accounts cover the period from 2000 to the current calendar year minus 1.
6.1. Institutional Mandate - legal acts and other agreements
Regional accounts are compiled in accordance with the European System of Accounts (ESA 2010) which was published in the Official Journal as Annex A of Regulation (EU) No 549/2013. The ESA 2010 transmission programme is covered in Annex B. Both Annex A and B are amended and published in the Official Journal of the European Union Regulation (EU) No 549/2013 of the European Parliament and of the Council of 21 May 2013
On 6 January 2016, by Resolution No 5 “On the formation of the Capital region and the Central and Western Lithuania region” of the Government of the Republic of Lithuania, two new regions were formed: the Capital region is comprised of Vilnius county municipalities and the Central and Western Lithuania region is comprised of the remaining counties – Alytus, Kaunas, Klaipėda, Marijampolė, Panevėžys, Šiauliai, Tauragė, Telšiai and Utena.
Pursuant to Regulation (EC) No 1059/2003 of the European Parliament and of the Council, a common classification of territorial units for statistics (NUTS) for the purposes of collecting, producing and disseminating harmonised regional statistics in the EU has been established. According to Commission Regulation (EU) 2016/2066 of 21 November 2016, for Lithuania, since 1 January 2018, the following new equivalents corresponding to NUTS classification levels have been applied: NUTS 1 level – Lithuania, NUTS 2 level – the Capital Region and the Central and Western Lithuania region, NUTS 3 level – counties.
The results of the Lithuanian RA are transmitted to Eurostat in accordance with the compulsory ESA 2010 transmission programme.
Lithuanian Statistics does not make any special transmission of regional accounts to international institutions, except to Eurostat.
There are no agreements for regular RA data sharing with national institutions. Data are available publicly for all users in the National accounts.
7.1. Confidentiality - policy
Regulation (EC) No 223/2009 on European statistics (recital 24 and Article 20(4)) of 11 March 2009 (OJ L 87, p. 164), stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society.
In the process of statistical data collection, processing and analysis and dissemination of statistical information, the State Data Agency fully guarantees confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality policy guidelines of the State Data Agency.
7.2. Confidentiality - data treatment
In a statistical sense, ‘confidential data’ means data which allow statistical units to be identified, either directly or indirectly, thereby disclosing individual information. To determine whether a statistical unit is identifiable, account shall be taken of all relevant means that might reasonably be used by a third party to identify the statistical unit. Although national accounts data are usually highly aggregated, there may be possible cases for detailed breakdowns of aggregates and/or small economies. In these cases measures should be taken in order not to disclose data of a separate statistical unit. Guidance on how to prevent disclosure can be found in the Handbook on Statistical Disclosure Control.
Lithuanian guidance on confidential data treatment is presented in the Statistical Disclosure Control Manual, approved by Order No DĮ-26 of 19 January 2024 of the Director General of the State Data Agency. The State Data Governance Information System Data Security Regulations and Rules for the Secure Management of Electronic Information in the State Data Governance Information System, approved by Order No DĮ-202 of 27 August 2021 of the Director General of Statistics Lithuania.
8.1. Release calendar
The Lithuanian Annual Regional Accounts dataset is released between 15 of December and 20 of December of each year.

8.3. Release policy - user access
Statistical information is prepared and disseminated under the principle of impartiality and objectivity, i.e. in a systematic, reliable and unbiased manner, following professional and ethical standards (the European Statistics Code of Practice), and the policies and practices followed are transparent to users and survey respondents.
All users have equal access to statistical information. All statistical information is published at the same time – at 9 a.m. on the day of publication of statistical information as indicated in the calendar on the Official Statistics Portal. Relevant statistical information is sent automatically to news subscribers.
The President and Prime Minister of the Republic of Lithuania, their advisers, the Ministers of Finance, Economy and Innovation, as well as Social Security and Labour of the Republic of Lithuania or their authorized persons, as well as, in exceptional cases, external experts and researchers have the right to receive early statistical information. The specified persons are entitled to receive statistical reports on GDP, inflation, employment and unemployment and other particularly relevant statistical reports one day prior to the publication of this statistical information on the Official Statistics Portal. Before exercising the right of early receipt of statistical information, a person shall sign an undertaking not to disseminate the statistical information received before it has been officially published.
Statistical information is published following the Official Statistics Dissemination Policy Guidelines and Statistical Information Dissemination and Communication Rules of the State Data Agency approved by Order No DĮ-208 of 8 October 2024 of the Director General of the State Data Agency
Annual. The Lithuanian regional accounts are released and transmitted to Eurostat at the December each year.
10.1. Dissemination format - News release
News releases of Lithuanian annual regional accounts aggregates are usually published online at t+12 months after the end of the reference year.
10.2. Dissemination format - Publications
Currently in Lithuania there is no publication dedicated specifically for regional accounts.
Annual regional accounts data are disseminated in publication: “Lithuania in figures”.
Publications are available in electronic form through E. library. Publications are released in Lithuanian and English.
10.3. Dissemination format - online database
In order to enable easy access to regional accounts data, all validated regional accounts data should be made available to users by publishing them in an online database.
All regional accounts data are made available to users in Eurostat’s public database. All regional accounts data are available by entering the navigation tree under 'Database by themes' and then select 'Economy and finance' and subsequently 'National accounts ESA 2010'.
Lithuanian regional accounts data are available to users in Database of Indicators. All statistical data are available by entering navigation tree under 'Economy and finance (macroeconomics)' and then by selecting navigation trees ‘National accounts (ESA 2010)’.
10.4. Dissemination format - microdata access
Not applicable, as regional accounts only consist of aggregated data.
10.5. Dissemination format - other
In addition to news releases and other publications (see sections 10.1 and 10.2), information may be posted using social media.
Statistics Lithuania uses of social media of Facebook, X, LinkedIn YouTube.
Pursuant to Article 4(2) of Regulation (EU) No 549/2013, Member States, including Lithuania, are providing to the Commission quality reports on national and regional accounts data transmitted to Eurostat. Commission Implementing Regulation (EU) 2016/2304 defines modalities, structure, periodicity and assessment indicators of the quality reports. Every year, not later than 31 May, Lithuania provides Eurostat with the completed quality report. The quality report on national and regional accounts contains quantitative indicators and qualitative descriptions of the quality of the data sent the previous year. These reports are not published nationally.

11.1. Quality assurance
Quality of national accounts data is assured by strict application of ESA 2010 concepts and by applying the guidelines of the ESS handbook for quality reports.
In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. Main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy.
Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify areas which need improvement and to promptly eliminate shortcomings.

11.2. Quality management - assessment
Data quality corresponds to accuracy, timeliness and punctuality, comparability and coherence requirements.
The quality of information is analysed during the estimation of indicators. Additional quality control of statistical data is performed at the macro level. Statistical indicators are compared he data from other relevant statistical surveys and administrative sources.
The annual Quality Reports on National and Regional Accounts are published at Eurostat's website, with the aim to assess the quality of the indicators provided to Eurostat by the countries of the European Union (including also Iceland, Norway and Switzerland) in terms of completeness, accuracy, reliability, timeliness, punctuality, coherence and comparability. See also section 10.7
12.1. Relevance - User Needs
Lithuanian regional accounts data provide key information for economic policy monitoring and decision making, for forecasting, for administrative purposes, for informing the general public about economic developments (directly or indirectly via news agencies), and as input for economic research.
The main users of statistical information on Lithuanian Regional Accounts are State and municipal authorities and agencies, international organisations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle.
12.2. Relevance - User Satisfaction
Views and opinions of users of regional accounts statistics can be collected and analysed as one of the tools to 'measure' the relevance of regional accounts data.
From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored; website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.

12.3. Completeness
According to the ESA 2010 transmission program, the Lithuanian regional accounts data are complete as from reference year 2000.
Lithuania provides all mandatory data required by TP and some information on voluntary basis.
Regional accounts aggregates estimated in Lithuania are based on various data sources: large number of statistical surveys, administrative data, using direct and indirect estimation methods, benchmarking. The accuracy of RA aggregates largely depends on the quality of the different data sources used. Conceptual and exhaustiveness adjustments are made to the data coming from the different data sources to meet the requirements and definitions of ESA 2010. RA data is periodically revised and differences between new and old versions in each round of revision are analysed.
The Lithuanian regional accounts are based on the aggregates of the total national economy, which are available 9 months after the reference period. Regional accounts are published 12 months after the reference period and 3 months after the national accounts aggregates.
The deadline for completing calculations in regional accounts results from the complexity of the accounts’ compilation process and the time taken to complete and process primary data sources. For this reason, the possibilities of shortening the time needed to compile and publish regional accounts data are very limited.
Lithuanian Regional Accounts data are released according to a pre-established calendar, in full compliance with the Statistical Council’s plan and the ESA 2010 Transmission Programme.
14.2. Punctuality
Lithuanian RA data transmissions in the framework of the ESA 2010 transmission programme are punctuality. All required aggregate tables were transmitted by the legal deadlines.
The regional comparability in Member States of the EU is ensured by the application of common definitions of the European System of Accounts ESA 2010). Between regions comparability is ensured by the NUTS classification.
15.2. Comparability - over time
As the data for all reference periods are compiled according to the requirements of the ESA 2010 and classification of NUTS, regional accounts data are fully comparable over time. Also, in the case of fundamental changes to methods or classifications, revisions of long time series are performed, usually going far back into the past.
The comparable time series of regional accounts are starting the year 2000. Previously published data back to 2000 are updated with each benchmark revision.
15.3. Coherence - cross domain
Regional data is broadly coherent with national accounts figures when they are released. However national data is revised throughout the year. Regional accounts data is revised only once per year. Therefore the revisions of regional data that occur after annual revisions nacional accounts data after september. Regional accounts may be checked against the corresponding annual nacional accounts series.
15.4. Coherence - internal
Regional data are coherent between NUTS 0, NUTS 1, NUTS 2 and NUTS 3 levels and NACE levels. Regional estimates do not directly address coherence between NACE levels, instead this property is inherited from the national aggregates, which are of course coherent regarding economic activities. Territorial coherence is a consequence of the bottom-down or top-down methods.
Regional employment data is also coherent: the sum of employees and self-employed equals the total employment (both in person and hours worked).
The regional accounts indicators are estimated using information from other statistical surveys, carried out by the Statistics Lithuania, and administrative data sources, so there is no additional statistical reporting burden on respondents.
Regarding revision policy implementation, the recommended harmonized revision policy is applied in Lithuania; some temporary inconsistencies can occur due to vintage effect. Regional accounts data are subject to continuous revisions as they should be harmonised with the national accounts data. They are called routine revisions and entail regular revisions of country data. More rarely, exceptional revisions (called benchmark revisions) result from major changes in data sources, classifications or methodology and appear both in the regional accounts data and in the national accounts data. For example, when changing from ESA95 to ESA 2010, a benchmark revision occurred at both accounts. Revisions are also published when changes of the NUTS or EVRK classifications are implemented.
17.2. Data revision - practice
In Lithuania, regional accounts aggregates, as well as national accounts aggregates, may be revised regularly. In the practice of regional accounts, two types of revisions are distinguished: planned revisions and main/comparative revisions. Regular updating of data sources is the main reason for planned revisions, while updates of methodological provisions, improvement of assessment methods, emergence of new information sources are the main reasons for revision of regional accounts indicators, as well as national accounts indicators. Revisions in Lithuania are usually planned, and the results are published according to a preliminary publication calendar, indicating the length of the revised time series. In the case of unforeseen unplanned revisions, changes to the publication calendar are approved by order of the Director General of the State Data Agency, and users are informed about them. Users are informed about future revisions in the Official Statistics portal, in the approved calendar of revisions of planned statistical indicators for the current year, which is integrated in the Official Statistics calendar.
The compilation of Lithuanian Regional Accounts data is based on existing data sources used for calculating National Accounts data at the national level and supplemented by additional data sources required for regionalisation. Regional accounts compilation builds upon various statistics that are primarily collected for other statistical and administrative purposes (primary statistics or administrative data).
The list of the main data sources broken down by three GDP approaches and GNI are presented in Chapter 1 of Lithuanian GNI Inventory (see section 1.9). For the information on sources used for compilation of Regional Accounts please see Regional Accounts Inventory (see section 1.3).

18.2. Frequency of data collection
Regional accounts are usually compiled on an annual basis from other primary statistics. The frequency of data collection of primary statistics varies according to the nature of the data source.
The Schedule of the exchange of information between the units inside SL is approved by the Director General every year. This document specifies for every SL unit what data, at which detail, when and to who has to be delivered.
Statistical information, received from the Ministry of Finance, is carried out in accordance with Order No 1K-64/DĮ-44 of 23 February 2023 of the Minister of Finance of the Republic of Lithuania and the Director General of State Data Agency. Agreements between SL and other administrative data providers (The Bank of Lithuania, Centre of Registers, National Health Insurance Fund under the Ministry of Health, State Social Insurance Fund Board under the Ministry of Social Security and Labour and other institutions) are also made. The agreements specify what data and at what level of detail should be provided, to whom, format and method of data provision, frequency and provision deadline of the data.
18.3. Data collection
National Accounts Division of Statistics Lithuania does not collect data, but receives them from other statistical divisions or from other institutions. The data collection in Lithuania is organised as follow:
according to the schedule of the exchange of information between the units inside SL;
via signed agreements with external data providers.

18.4. Data validation
For data validation, Statistics Lithuania provides metadata to Eurostat to support the validation process with respect to revisions and outliers.
Data source validation is conducted through multiple approaches:
completeness – detecting any missing data for specific variables or time periods,
accuracy – identifying anomalies such as unusually high, low, or unexpected values,
consistency – accounting consistency, frequency consistency between quarterly and annual accounts, consistency over time and consistency of prices,
additivity test – ensuring that the totals correspond to the sums of their components.
18.5. Data compilation
The regional accounts for the Republic of Lithuania are compiled in their entirety by State Data Agency (Statistics Lithuania).
