3.1.1. Organisation

Slovak Republic takes part in the ECP projects since its beginning in 1993. At first (for the reference year 1993) it was engaged in the framework of bilateral comparison with Austria and from round 1996 under the classical OECD-Eurostat multi-lateral comparison.

Since the beginning, the Statistical Office (SO SR) was the main representative of the Slovak Republic in ECP projects. During these years the well experienced and stable team of people created on SO SR. Members of this team are able to solve all difficulties and problems in connection with PPP projects.

Currently the PPP team on SO SR consists of persons, who work in three different departments. The first group consists of  persons from regional office of SO SR in Banská Bystrica, detached workplace in Bratislava. These people are responsible for price collection. Apart from collecting prices for PPP project, these people are engaged mainly in CPI tasks (they are collecting prices for CPI). The team has long time experiences with collecting prices of goods and services for CPI and PPP project purposes.

The rest of SO SR PPP team are members of Macroeconomic Statistics Directorate and Business Statistics Directorate. Consumer Price Statistics Department which is under Business Statistics Directorate is responsible unit in the SO SR for consumer goods and services (CPI), including those concerning the PPP-purposes. Within the Macroeconomic Statistics Directorate, there are two departments dealing with PPP – Market Production Department and Department od Analyses and Syntheses of National Accounts. These people are responsible mainly for compensation of employees data, tips, VAT data, GDP expenditure weights, actual and imputed rents data and also for hospital survey.

National coordinator is person from Macroeconomic Statistics Directorate.

Whereas SO SR has no experts for the construction and equipment goods prices for the PPP project purposes, all works related to the relevant surveys are outsourced by subcontractors.

The Act No 540/2001 Coll. on State Statistics (hereinafter Statistics Act) protects all individual data collected from the data suppliers. For the data access and confidentiality are fully in accordance with this Statistics Act. The fifth section contents the dissemination of the statistical information where is determined the responsibility about secrecy and protection of confidential data (article 29). As concerned the protection of the data related to the PPP-exercises, the same rule is valid for this data.

According to Article 31 the access is given to assigned national institutions and persons, research and scientific institutions for scientific purposes, following approval of the use. The contractors are liable under this article.

All data provided undergo a detailed multilateral validation process, described in detail in the PPP Manual (see 10.6).

At European level, the PPP Regulation requires Eurostat to assess the PPP processes of each EU Member State at least once every six years and to publish the results of these assessments on the Eurostat website. The outcome of these assessments are released on Eurostat's website.
