3.1.1. Organisation

The PPP exercise at national level is executed within the national statistical organisation the Statistical Office of the Republic of Slovenia[1] (hereinafter SURS). SURS is the main producer of national statistics and the cohesive force in this field. SURS implements the activity of national statistics on the basis of the National Statistics Act (1995, 2001) together with authorised producers determined by the Medium-Term Programme of Statistical Surveys 2023-2027.

The activity of national statistics is implemented in certain fields of statistics by the following institutions:

–        Bank of Slovenia (balance of payments, financial and monetary statistics),

–        National Institute of Public Health (health statistics),

The mission of national statistics in Slovenia is to provide to public administration bodies and organisations, the economy and the public quality, timely, temporally, spatially and internationally comparable data on the situation and trends in the economic, demographic and social fields, as well as in the field of environment and natural resources. Data for national needs and international dissemination are provided at optimum costs. By respecting statistical confidentiality, it improves the users' trust and strengthens professional independence.

The PPP Team collects prices by itself for the following surveys:

–     consumer surveys (preview, pre-survey, price collection, validation);

–     equipment survey (preview, pre-survey, price collection, validation);

–     government employees' salaries survey (compiling of salary data from administrative sources, validation);

–     hospital survey (pre-survey, price collection, validation).

Only the construction price survey is outsourced.

Besides the above mentioned tasks, the PPP Team performs the following tasks connected to the regular (national) Eurostat PPP exercise:

–     preparing and giving information on PPP results to users;

–     preparing other documents (e.g. applications and reports for grants, inventory);

–     an estate agency rent survey for the needs of Article 64 of the Staff regulation.

Detailed GDP expenditure structure, dwellings data for the rents survey, data on non-deductible value added tax and data on tips are provided by the National Accounts Section (NA), which is also part of the Macroeconomic Statistics Division.

PPP work inside the national statistical organisation is part of the Macroeconomic Statistics Division, which is divided into three sections: National Accounts (NA) Section, Public Finance Statistics and Quarterly National Accounts Section (PFSQNA) and Price Statistics Section. The Price Statistics Section deals with the Consumer Price Indices (CPI, HICP), PPP work, Prices in Manufacturing and Services, and Real Estate Prices. All sections are part of the same division, therefore a close cooperation between all parties is secured.

The PPP Program is part of the Price Statistics Section. From this point of view these tasks belong to price statistics; on the other hand, NA, PFSQNA, PPP and CPI duties are part of the same division, and also PPP and CPI are part of the same section.

The PPP Inventory is drafted by two PPP Team members under the close supervision of the national PPP co-ordinator.

There is no full-time national PPP co-ordinator. The person (national PPP co-ordinator) responsible for the PPP exercise is the Head of the Price Statistics Section and also covers other tasks belonging to the Price Statistics Section. Close cooperation among the Slovenian PPP Team is therefore needed under the supervision of the national PPP co-ordinator.


[1] In the scheme of organisation of the Government of the Republic of Slovenia, the Statistical Office – which participates in budget discussions as an independent governmental institution – is directly responsible to the Prime Minister. The Director-General is appointed by the Government for the period of five years with the possibility to be re-appointed. The National Statistics Act stipulates that the Director-General of the Statistical Office is autonomous regarding professional and methodological issues.

7. Confidentiality Top
7.1. Confidentiality - policy

Confidentiality rules and rules governing the access to data are determined by the National Statistics Act (OJ RS, No 45/1995 and 9/2001). The Act provides that persons employed by SURS, persons employed by authorized producers of official statistics and persons who occasionally perform certain business for SURS or authorized producers on the basis of a closed contract (subcontractors) and who know the contents of personal and individual data and data on reporting units must maintain and protect such data as confidential. The obligation of protecting and maintaining data as confidential continues also after the termination of employment in SURS or by authorized producers or after certain business for them has been terminated. In cases when the implementation of statistical surveys demands that data from natural and legal persons are collected directly by interviewers, their position (in view of compulsory data protection) is similar to that of SURS's employees.

All subcontractors signed the contract stipulating clearly the conditions of dealing with sensitive data. It is done in line with national law and Eurostat restrictions.

Further on, statistics may be published in aggregate form only. By way of exception, data may also be published individually (a) upon written consent of the reporting unit as regards publication of the data in such a way; (b) if data have been collected from public (generally accessible) data collections; (c) if data are published in such a way that the reporting unit involved cannot be directly identified.

SURS enables researchers to access data for the purpose of research, i.e. to all data collected with statistical surveys planned in the current annual programme of statistical surveys (LPSR). SURS also enables researchers to access data that researchers transmit to SURS with the purpose of linking them in a secure environment.

The use of the data is according to the data sensitivity in the following ways:

  • Access in SURS's secure roomwebs
  • Remote access
  • Using statistically protected microdata via Big file exchange system (SOVD)
7.2. Confidentiality - data treatment

For researcher's access to data in the secure room or via remote access, SURS prepares individual microdata databases by removing identifiers that could with large probability disclose the observed unit. On a portable medium, researchers receive only statistically protected microdata that are the result of some statistical surveys conducted on a small sample. SURS enables researchers to access statistically unprotected aggregated data.

In addition, SURS can also transmit to registered scientific and research organisations and to registered researchers a limited set of individual data that they need for conducting surveys (name and family name, residence, year of birth and sex) but only in the form of a so-called sample of persons.

Researchers can also access methodological explanations and questionnaires for individual statistical surveys conducted by SURS. Selected examples of research analyses on national statistics are available on the website.

Researchers who use data or information produced by the Statistical Office of the Republic of Slovenia in their research papers, presentations, posters and other material, take into account that they need to acknowledge the source and follow the guidelines for correct use of the emblem.

Individual data collected by national statistics for statistical processing are strictly confidential and can be used exclusively for statistical purposes, irrespective of whether they refer to natural or legal persons. Therefore, they have to be handled very carefully and responsibly, and any enabling of access to such data to researchers must be in line with National Statistics Act.

All the above mentioned data protection rules for Slovenia are in line with the PPP Manual and the agreements made on the PPP Working Group in Luxemburg (22 November 2011).

So far, no user has demanded individual data or average prices of PPP surveys. If researchers demanded these data, the access would be granted according to established rules.

Concerning data in the framework of the European Comparison Programme, SURS is in no case allowed to publish or disseminate results at a level below that given in Eurostat’s public databases.

Since 2022 SURS publishes statistics on purchasing power parities, price level indices (PLIs) and gross domestic product volume indices with a press release once in June and once in December, after the same statistics are published by Eurostat. Data are published at the same level as Eurostat publishes them, with a short comment of the most important figures.

All data provided undergo a detailed multilateral validation process, described in detail in the PPP Manual (see 10.6).

At European level, the PPP Regulation requires Eurostat to assess the PPP processes of each EU Member State at least once every six years and to publish the results of these assessments on the Eurostat website. The outcome of these assessments are released on Eurostat's website.
