The national  PPP exercise is conducted by National Institute of Statistics . 

At central level, the organisation of National Institute of Statistics is based on directorates with attributions in providing economic and social statistics.  At territorial level, NIS has 42 statistical territorial offices with attributions in collecting data for statistical surveys.

The coordination of the national PPP exercise is done by the PPP department, Directorate of Price Statistics, under the co-ordination of General Directorate of Economic Statistics, as June 2025.

The PPP unit is responsible for:

• Carrying out  the pre-survey work for each consumer price survey by visiting outlets, extracting information from the Internet, contacting  the dealers/producers/service providers by e-mail, phone or fax; 
• Filling in the answers and the proposals for the consumer goods survey lists using the ILMT tool.
• Participating in the all country  meetings, starting with 1999, in order to draw up the product list in consultation with the other  participating countries; 
• Translating the final product list for each consumer price survey in order to be distributed to the price collectors;
• Collecting price data in the capital city for the consumer price surveys;
• Filling in the price data  provided by  the price collectors for the consumer price surveys, in the Data Entry Tool (DET) ;
• Drawing up the reports for consumer price surveys;
• Validating the price data during the validation procedure coordinated by the Group leader, using the Validation Tool;
• Carrying out the survey on the compensation of employees in order to supply the data for the “Salary questionnaire”;
• Collecting data in order to supply information for “Hotels questionnaire”
• Coordinating the submission of the data for the following standard questionnaires: GDP expenditure weights, VAT, actual and imputed rentals and consumer price indices;
• Validating and approving the results for all PPP questionnaires;
• Ensuring the interface between Eurostat and national experts in charge with carrying out the pre-survey and price collection for “Equipment goods” and “Construction”;
• Carrying out the Estate Agencies Rent survey in the capital city;
• Coordinating the submission of the data for the “Health questionnaire”;
• Calculation of SAFs for consumer goods surveys”;
• Updating the PPP inventory according to the Eurostat guidelines.

In the process of data submission and validation of standard questionnaires, the following directorates of NIS are involved:

• Directorate of National Accounts -supplying data for GDP expenditure weights questionnaire, VAT, tips and rates of employers’ contribution for salaries ;
• Directorate of Price Statistics - supplying data for consumer price indices questionnaire and  information concerning specific issues  for the PPP consumer price surveys;
• Directorate of Short Term Economic Indicators Statistics- supplying data on quality and quantity indicators of the dwelling stock for rent questionnaire, as well on tourism statistics for “Hotels questionnaire”;
• Directorate of Social Statistics – supplying the data concerningHealth Survey  from  2011 onwards.

Between  1999-2016, the organisation of the consumer price surveys  had a specific feature in Romania due to the fact that  the price collections were carried out  not only in the capital city (Bucharest), but also in other seven cities.: (Brasov; Constanta; Craiova; Cluj; Iasi; Ploiesti and Timisoara). There were involved one survey coordinator for each territorial statistical offices, two price collectors in each city mentioned above and 6 price collectors for the capital city. The above mentioned cities represent the most populated and economically developed localities at the level of each development region (NUTS level 2). The decision to carry out the consumer price surveys not only in capital city was made having in view the methodological requirement to provide national average prices and due to the fact that Spatial Adjustment Factors were not available for Romania. Therefore, at territorial level, the staff involved in carrying out the price collection for each consumer price survey consisted of: one survey coordinator at the level of the 8 territorial statistical offices (including capital city);

Considering that Spatial Adjustment Factors were calculated and became available starting with the year 2017, from then onwards the price collection will be carried out only in the capital city (Bucharest). Therefore,6 experts from the Bucharest Regional Statistical Office are involved in carrying out the price collection for capital district and they are coordinated by one regional coordinator.

 Resources

 The stages of data collection, processing and  validation  for the PPP exercise require trained staff, both at central level and territorial level.Human resources involved in the national PPP exercise are the following :

• at  central level
• one full-time national PPP co-ordinator,who are in charge with the co-ordination of the work for PPP exercise at the national level;
• 4 experts from the PPP department (including the PPP national coordinator), who are full-time involved in carrying out the PPP surveys; 
• 1 Director and 1 Deputy Director from the Price Statistics Direction who are part-time involved in the PPP exercise being responsible for approving all the PPP results;
• 1 Director from Directorate of National Accounts who are responsible for providing data on national accounts for the PPP exercise  is part-time involved in the  PPP work;
• 3 experts from Directorate of National Accounts who are responsible for providing data on national accounts for the PPP exercise  is part-time involved in the  PPP work;                                                                 
• 1 experts from Directorate of Price statisticswho is responsible for providing data on  consumer prices indices for the PPP exercise, is part-time  involved in the PPP work;                                                               
• 1 experts from Short Term Economic Indicators Statistics who is responsible for providing data on quality and quantity indicators of the dwelling stock for the PPP exercise, is part-time involved in the PPP exercise;                                                                                                                    
• 1 experts from  Directorate of Social Statistics who are  responsible for providing data and metadata for PPP Health survey, are part-time involved in the PPP exercise.

Concerning the comparison work on “Equipment goods” and” Construction”, NIS usually contracted out to specialized companies the carrying out of these surveys, given the complexity of this segment of the PPP exercise.

National Institute of Statistics-Romania provide to Eurostat all the basic data necessary for calculation of the PPPs, both individual price observations and national expenditure data at the basic heading level.

According to the agreement between participating countries to the comparison exercise and Eurostat all individual prices are strictly confidential because they are collected for the specific purpose of calculating PPPs and not for publication.

Concerning the access to data on national expenditures and PPPs at the basic heading level for all participating countries to the PPP exercise, Eurostat and OECD grant the access for academic and researchers on two conditions, namely: there is a clear scientific purpose for which the data are used and researchers sign a written agreement of confidentiality.

In order to undertake global comparison it is necessary to link the results of Eurostat- OECD comparison with the results of the other regional comparisons, so that data on national expenditures and PPPs at the basic heading level of the participating countries to ECP are provided by Eurostat and OECD for the International Comparison Programme (ICP).

At national level, the individual price observations collected for the PPP consumer price surveys are confidential. Also, the average prices calculated for the PPP consumer price surveys and national expenditure data at the basic heading level are confidential.

The national users have access to the PPP results according to the level of  disaggregation established by Eurostat in Eurobase.

National Institute of Statistics has a very strict protection policy according to the Statistical Law no. 226/2009, concerning the organisation and the functioning of the official statistic in Romania.

The fundamental principle of statistical confidentiality stipulated in
Statistical Law no. 226/2009 means the protection of confidential data related to single statistical units, that are obtained directly for statistical purposes or indirectly from administrative or other sources and implies the prohibition of their use for other purposes than the statistical ones and their unlawful disclosure.

Under the provision of this law, NIS cannot publish, or otherwise make available to one individual or organization, statistics that could enable the identification of data for any individual person or entity. (chapter X, Article 36 of the statistical law).

The subcontractors which are involved in data collection for the “Equipment Goods” and “Construction” surveys have to ensure the confidentiality of the survey data during and after the price collection, according to the contract signed with Romanian NSI.

As of 2023 NSI Romania published a News Release on PPP annual results twice per year, in January with the semi-final data of year T-2 and in June with provisional data for T-1.

The release refers to the Purchasing Power in Romania relative to the European Union Member States. The following indicators are presented in the press release:

• Price level indices for household final consumption expenditure on goods and services relative to the European Union average;
• Price level indices for the main groups of goods and services: Food and non-alcoholic beverages; Alcoholic beverages and tobacco; Clothing and footwear; Housing, water, electricity, gas and other fuels; Household furnishings, equipment and maintenance; Transport; Recreation, sport and culture; Restaurants and accommodation services;
• Volume indices of Gross Domestic Product per capita, calculated on the basis of the Purchasing Power Parity (PPP).

National Institute of Statistics publishes the annual results of the European Comparison Programme  in “Romanian Statistical Yearbook” and “Romania in Figures- statistical abstract”.

“Romanian Statistical Yearbook” contains information on the socio-economic development of the country   ensuring through the data sets comparability, the presentation of the society dynamics. “Romanian Statistical Yearbook” is issued annually in two formats: book format and CD- ROM with time series.

The PPP indicators published annually in “Romanian Statistical Yearbook, book format and CD-Rom, are the following:

• Gross domestic product (GDP) per capita expressed in Euro and in PPS for EU countries, EFTA and Candidate countries ;
•  Per capita volume index (EU-27=100) at the total level of GDP and Household final consumption level for EU countries, EFTA and Candidate countries ;
• Price level index (EU-27=100) at the total level of GDP and Household final consumption level for EU countries, EFTA and Candidate countries.

The “Romania in Figures- statistical abstract” is a publication that synthesizes statistical data series which define the economic and social situation of our country. The PPP indicators included in this publication are represented by:

• GDP per capita expressed in international dollars;
• GDP per capita expressed in PPS.

The data on individual consumer and capital good prices collected in the framework of PPP exercise are confidential and are restricted to be disseminated to third parities.

As of 2023 NSI Romania will publish a News Release on PPP annual results twice per year.

• the detailed PPP data provided in Eurobase, in price domain:

All data provided undergo a detailed multilateral validation process, described in detail in the PPP Manual (see 10.6).

At European level, the PPP Regulation requires Eurostat to assess the PPP processes of each EU Member State at least once every six years and to publish the results of these assessments on the Eurostat website. The outcome of these assessments are released on Eurostat's website.
