| 3.1.1. Organisation | |||
The Portuguese PPP exercise is coordinated by INE as part of its role as National Statistic Institute. The PPP Portuguese team is integrated in the National Accounts Department (DCN) as part of the Price Statistics Unit (SEP) also responsible for the CPI/HICP and other price indices. The following chart presents the relevant units of INE's organization.
The Portuguese PPP team coordinates all the PPP questionnaires, and produces directly the Consumer Goods surveys. In shop price collection is outsourced to price collectors through Data Collection and Management Department. The following questionnaires are in general answered by other DCN units: Housing services, Tips, GDP weights. Compensation of Government Employees is mostly assured by the Directorate-General for Administration and Public Employment (DGAEP), another public institution. Hospital Services are assured by the Health System Central Administration (ACSS), also a public Institution. Equipment Goods and Construction are outsourced to a private entity. Unless otherwise stated all PPP work is done by INE-PPP staff, including the present inventory. |

| 7.1. Confidentiality - policy | |||
Statistical secrecy is established by Law to safeguard the privacy of citizens in general and to ensure trust in the NSS. All personal data collected by the authorities, for statistical purposes, are considered confidential, being protected by the professional secrecy, either by employees or others who became aware of them by means of their professional duties related with the official statistical activity. The breach of confidentiality is considered a very serious administrative offence (in case of violation of professional secrecy it implies criminal responsibility), while the non-response to surveys within the period stipulated by the statistical authority is considered a serious administrative offence. The staff of Statistics Portugal signs legal confidentiality commitments on appointment. Instructions and guidelines exist for the protection of statistical confidentiality, both at concerns production and dissemination processes. For the case of contractors, GFCF experts and consumer goods price collectors, the confidentiality issue is assured by the legal contract framework. |

INE prepares one annual publication based on results of the 3 previous years (December) following the timeliness of the EU official publications. Data is available at INE’s general website on the page of diffusion of statistical information. See: Statistics Portugal database and search for “purchasing power parities”. The publication is available in Portuguese and English, the Portuguese version is usually more detailed than the English one. |
