| 3.1.1. Organisation | |||
The Statistics Poland (GUS) is a public administration office supporting the President of the Statistics Poland according to the Regulation of the Prime Minister of 24 May 2023 on granting a statue to the Statistics Poland. The detailed scope of the activities and organisation of the National Statistical Institute is defined by the statue given by the President of GUS by means of an ordinance (Law on Official Statistics Article 25.4). The President manages the Statistics Poland with assistance of the Civil Service Director and Directors of organisational units. Since 30 June 2023 those are:
The organisation of GUS described above was valid in 2025 however, a new statue of Statistic Poland has been in force since 1 January 2026. The organisation scheme will be updated in the PPP Inventory 2026. The Section of International Comparisons of GDP (the PPP team), which is responsible for the PPP work in Poland, is a part of the National Accounts Department. The task of the National Accounts Department is to develop methodological principles and to conduct and coordinate studies and analysis in the field of the national accounts system, fiscal notification of debt and deficit of general government sector, investments and fixed assets in national economy, international comparisons of GDP and purchasing power parity, and to present their results. General organisation and structure of the Statistics Poland and the National Accounts Department can be found in Annex 1. The Section of International Comparisons of GDP deals with the PPP surveys. The scope of responsibilities includes: general survey supervision, preparation of survey documents for price collectors, general coordination of price collections, verification of consumer and capital goods price data, transmission of input data and validation of the results. The price collection for the purpose of Consumer Goods Surveys is done by regional office - Enquiry Survey Division (ESD) of Statistical Office in Warszawa (SOW). Price surveys on capital goods (Equipment Goods and Construction surveys), as well as pharmaceutical part of Furniture and health survey are carried out by external experts and coordinated by the PPP team. In case of Hospital survey Statistics Poland collaborates with The National Health Fund (NFZ) and The Agency for Health Technology Assessment and Tariff System (AOTMiT). Since 2021 the data on compensation of government employees is provided by regional Statistical Office in Bydgoszcz. Data for the PPP rent survey is provided by Statistical Office in Lublin. The verification of data on education is conducted by Statistical Office in Gdansk (SOG). Compelementary data such as data on GDP expenditure weights, VAT and tips is elaborated in cooperation with other national accountants, while data on CPI/HICP (including data for calculation of SAFs) is provided by Trade and Services Department of Statistics Poland. PPP works are partly financed under PPP grant agreements. These works includes translation of the item lists, collection and analysis of data within the hotel questionnaire, elaboration of survey reports, calculation of SAFs, updating PPP Inventories, translation of selected chapters of the PPP manual, realisation of capital goods price surveys and pharmaceutical price survey by subcontractors. |

| 7.1. Confidentiality - policy | |||
In accordance with Article 10 of the Law on public statistics dated on 29 June 1995 (Journal of Laws of the Republic of Poland No. 88, item 439 with further amendments) data collected in statistical surveys of public statistics, both individual and personal, are confidential and subject to special protection; data may be used only for studies, summaries and statistical analysis; sharing or the use of individual and personal data for purposes other than those specified is prohibited (statistical confidentiality). According to the law, Statistics Poland uses detailed PPP data (prices, expenditures by BHs and other) only for PPP purposes.

| 7.2. Confidentiality - data treatment | |||
Under the Polish law, Statistics Poland is the owner of data submitted by subcontractors for the purpose of PPP surveys. Price data of equipment goods is considered to be confidential, since it represents real transaction prices and retailers can be easily identified. In the case of construction surveys, more than a half of price data is taken from price books which are available to everyone for a fee and thus considered as non-confidential. The unit price of items which cannot be found in the price books are estimated by the expert on the basis of real construction projects, but their identification is impossible. Therefore, prices reported in construction surveys are recognised as non-confidential. |
