| 3.1.1. Organisation | |||
PPP unit is responsible for the collection of prices in Denmark for the European Comparison Programme (ECP) for compilation of purchasing power parities. The PPP team is also responsible for conducting of Rent survey for Article-64. Three members of PPP team thus carry out the entire pre-survey work. They are also involved in price collection and data entry together with the staff involved in price collection and data entry for national CPI. Three members of PPP team involved in pre-survey and price collection use also to carry out the substantial parts of the subsequent controlling and validation tasks, in each survey. One big advantage of this arrangement is that those who collect the data are involved in the entire process from pre-survey to the finalising stage. PPP unit is also responsible for rents, CPIs, and expenditure weights in close cooperation with CPI and NA units that produce the regular statistics in the respective domain i.e. rent survey and expenditure weights. Division for Wages is responsible for salaries. Overall, we are very satisfied with the functioning of this organisational structure, and major changes are not likely in the near future. All work related to the Capital goods surveys is outsourced to the private companies. Statistics Denmark is responsible for the quality control of the data. Health survey is prepared by Danish Health Data Authority, which belongs to the Ministry of Health. The PPP unit maintains close relations with data provider, who is well acquainted with basic understanding of the PPP concept. The PPP coordinator checks the internal consistency of the data before submitting the data to Eurostat. The attached Organisation Chart shows the place of PPP unit within Statistics Denmark. The PPP group at Statistics Denmark belongs administratively to the Division of Prices and Consumption, which is also responsible for the national CPIs, PPIs, Housing price index and Households Budget Survey. The Division draws on methodological support from the experts from the Division for Statistical Methods and IT support from the IT unit. National accounts division and division of ‘Prices and Consumption’ belong to the same department - Department for economic statistics. There is a full time National PPP coordinator, who is responsible and is in charge of drafting the Inventory. Chapter 3.3.1 Compensation of government employees is prepared by the colleagues from Division for Wages and Salaries at Statistics Denmark. . Hospital services are drafted in cooperation with Danish Health Data Authority. Capital goods inventory is drafted in cooperation with the experts for Equipment goods and Construction respectively. Along a full-time national PPP coordinator, there is also a full-time clerk involved in the PPP exercise. | 7.1. Confidentiality - policy | |||
The overarching principal is that there are guarantees that no statistics will be made publicly available that are likely to identify an individual and/or business unless specifically agreed with them. The confidentiality extends to data not just from within the Denmark, but from other countries too. Danish input data as well as the data from other participating countries is stored in a secure area of the Statistics Denmark`s IT system. External contractors also adhere to the protocol. The basic data provided to Eurostat and to PPP CGS Coordinator Team, in the frame of Consumer surveys, should be treated as confidential. This regards both individual price observations and average prices independent of whether they are derived from scanner data or based on traditional price collection. Transaction data is considered confidential and is only provided to Eurostat as a single weighted average price at item level. Shop identifier in DET is not a mandatory field and hence it is left empty to protect the anonymity of retailer or service provider. Average prices on basis of which the national CPI is compiled are not confidential, but they do not necessarily cover the same items as in PPP exercise. Therefore it is considered that publishing PPP average prices as a different set of average prices in addition to CPI average prices, for what is narrow defined as the same item would be confusing for consumers and all interested parties. Furthermore the credibility of both CPIs and PPPs could be brought in question. In principle Statistics Denmark supports the free dissemination and exchange of data between participating countries. Dissemination of our data to user groups e.g. Eurostat, OECD, other Commission’s services and other international organisations may only happen in consultation with Statistics Denmark. Concerning the publication of other countries data, only the data which are already published by Eurostat are re-published in our publications. The confidentiality of the basic data from other countries, which is the case for Capital goods, where price collection and a substantial part of validation work are subcontracted, are ensured by the contract with subcontractor, where the contractors by their signature guarantee that they will respect the confidentiality of the data. |

The publications are scheduled immediately after Eurostat’s publications of data in December of the current year. The same timetable is valid for online dissemination of data at StatBank Denmark available in Danish and English version. StatBank contains PPPs, Price level indices and Volume indices calculated as EU27=100. For more detailed information the users are directed to Eurostat’s database. Short declaration of content on purchasing powers parities is available here in both in English and Danish. Furthermore we use to publish in: Nordic Statistical Yearbook: Annual Statistical yearbook of the Nordic countries, Purchasing Power Parities and Tiårsoversigt: Annual Statistical yearbook containing time series for the past ten years in current prices. |
