3.1.1. Organisation
Czech Statistical Institute comprises of service units such as human resources management, financial and administration section, general methodology and registers section, macroeconomic statistics section, business statistics section, demography and social statistics section and regional offices in 14Â regions. PPP exercise is in charge of macroeconomic statistics section which comprises of four departments:
- 4 MACROECONOMIC STATISTICS SECTION
- 41 National Accounts Department
- 42 Government and Financial Accounts Department
- 43 Prices Statistics Department
- 44 International Trade Statistics Department.
1.1.1.       Price Statistics Department Tasks
The Price Statistics Department has three units:
- 43 Prices Statistics Department
- 4301 Agricultural, Construction and Services Prices Statistics Unit
- 4302 Industrial and International Trade Prices Statistics Unit
- 4303 Consumer Prices Statistics Unit
The Price Statistics Department (mostly Consumer Price section) is responsible for the following parts:
- Consumer Price Survey,
- Equipment Goods Survey,
- Construction Projects Survey,
- Spatial Adjustment Coefficients,
- CPIs,
- Rent Survey for Article 64 of the Staff Regulation
- Energy survey
- Hospital Survey
The performance of the individual task is, however, shared with external experts. The Czech Statistical Office has since 1993 used external experts for pricing equipment goods and construction projects in all subsequent ECP/PPP rounds. The main reason is that the CZSO had not sufficient capacities and mainly knowledge for performing that task on the quality level that is necessary for the international price comparison program.
The investment goods market undergoes rapid changes, which are necessary to be followed. To price selected set of investment goods needs for most of the items special technical knowledge. As producers and sellers are very often not willing to provide sufficient and reliable information if asked official way, it is usually more appropriate to use experts, who have often good personal contacts with relevant people bidding equipment goods in the Czech market.
The specific reason for using external experts for construction projects is their special knowledge of norms and standards used in construction as well as the knowledge about representativity of the construction projects, their parts and possible substitutes in the real construction branch.
The Czech Statistical Office used the same experts as in previous years. The reason is not only in their specific knowledge, which could be hardly substituted in short time and which is necessary for performing the work within very tight deadlines, but also very good experience with the quality and reliability of their work in previous rounds.
The consumer price survey is done partly by the staff of the office and some temporarily hired collectors. The reason for this combination arises from the necessity to collect extra amount of data within short time during the survey itself, for which the office lacks resources. On the other hand, the checking and validation of the data needs experienced staff. The latter is valid namely for re-checking of data collected at their validation at Group Leader’s level. This staff also attends regular planning meetings at Group Leader twice a year and is also responsible for consumer price pre-survey.
CPIs adjusted for the PPP purposes and Spatial adjustment coefficients are produced based on the same information, which is used for the regular CPI production.
Rent Survey for Article 64 of the Staff Regulation is a PPP side-task done in cooperation with an Eurostat or OECD expert. The role of the Czech Statistical Office is to organize meetings with selected real-estate agencies and check the results after these have been done by the experts.
Energy survey is part of regular price collection for Eurostat. The data collection is based on a voluntary agreement and complements the data collection of gas and electricity prices for industrial users as specified in Council Directive 90/377/EEC. The data are collected mainly from tariffs published by energy distribution companies.
Hospital survey is subcontrated by external institute specialized for the data collection from health insurance companies. It is the only company which has access to the data necessary for this project.
1.1.2.       National Accounts Tasks
In September 2014 the process on compilation of Czech national accounts little bit changed due to organisational changes. Before, there were two departments: Annual National Accounts Department, Quarterly National Accounts Department. Newly there are also two departments which both consist of three units:
- 41 National Accounts Department
- 4101 Sectoral Accounts Unit
- 4102 Input-Output Tables Unit
- 4103 Quarterly Estimates Unit
- 42 Government and Financial Accounts Department
- 4201 Government Accounts Unit
- 4202 Financial Accounts Unit
- 4203 Non-Market Economy Unit
Â
National Accounts Departments (NA) have been constructing data on both annual and quarterly GDP in line with ESA 2010 since 2014. The PPP program is fully harmonized with existing supply and use tables. The supply and use tables are under the responsibility of Input-Output Unit. The PPP agenda connected with national accounts was moved from Non-Market Economy Unit and now is under the responsibility of Input-Output Tables Unit.
The National Accounts Department (concretely Input-Output Tables Unit) is responsible for the following parts:
- Expenditure Weights based on expenditure approach to GDP;
- Rents questionnaire;
- Salary questionnaire;
- VAT questionnaire;
- Standard Remuneration Questionnaire;
- Tips questionnaire.
Annual sector accounts and supply and use tables represent key data sources for PPP basic headings of the PPP questionnaire template (Expenditure Weights based on expenditure approach to GDP/table 24). The main system of the work on the PPP program lies in the top-down method when existing aggregates broken down by CZ-COICOP or CZ-CPA, etc. are split into selected detail by additional data sources.
Standard Remuneration Questionnaire, as well as the Salary questionnaire, is done in cooperation with the Research Institute for Labour and Social Affairs. The CZSO cooperated with the same experts as in previous years. The reason is their specific knowledge and data sources.
Data for the Rent questionnaire are calculated in NA department in cooperation with Price Statistics Department (price indices).
Data for the VAT questionnaire and Tips questionnaire are given also from NA department.
Data for Education survey are provided by experts from Ministry of Education, Youth and Sports. They collect the data and calculate the indicators for the international comparison and then they submit the results to the Eurostat, OECD and UN.
1.1.3.       Organizational issues
The PPP exercise cannot be satisfactorily done without close cooperation between Price Statistics Department and National Accounts Department. Both departments belong to the Section of Macroeconomic Statistics. Of course, the work on the PPP exercise is quite demanding on human resources of the Czech Statistical Office.
All employers participating on the PPP project in the CZSO perform this task only as a part time activity. Beside that they have their main tasks according to their organizational units. All participating employers from National Accounts Department and Price Statistics Department have appropriate university diplomas and appropriate seniority level, which may differ among team members.
