Data collection on the residence permits (RESPER) statistics contains statistical information based on the principles stated in the Union legislation on migration Regulation (EC) No 862/2007 as amended by the Regulation (EU) 2020/851 and the Commission Regulation (EU) No 216/2010 implementing the categories of reasons for residence permits.
The main RESPER data collection based on Article 6 of the Migration Statistics Regulation
- First residence permits,
- Residence permits issued on the occasion of changing the immigration status or reason to stay,
- Residence permits valid at the end of the year,
- Long-term residence permits valid at the end of the year,
- Long-term permits issued during the year.
Statistics collected on voluntary basis

There are differences between the data published at national level and the data provided to Eurostat due to different methodologies and/or definitions (e.g.: one person may be at national level counted several time during the reference period; the national statistics refers to the number of permits being issued in each calendar year or being valid at the end of calendar year and not to the number of persons being issued such permits; concepts, definitions and classifications of Residence permits statistics, provided by Eurostat, are not used at the national level. At national level generally statistics by national definitions are used.

11.1. Quality assurance
Data collection on the residence permits (RESPER) statistics are based on administrative source (Register of Foreigners, Asylum Register, the record of long-stay visas). The Ministry of the Interior of the Republic of Slovenia, which is responsible for production of data reported (with the exception of data on long-stay visas for which the Ministry of Foreign and European Affairs of the Republic of Slovenia is responsible), ensures completeness and coherence of data. The data, for which the Ministry of the Interior of the Republic of Slovenia is responsible, is prepared in compliance with the Council Regulation (EC) 862/2007 as amended by the Regulation 2020/851 and technical guidelines and instructions provided by Eurostat.
Before sending the data to Eurostat, consistent validation checks are performed (checks of total consistency, checks of magnitude of changes over time, checking the data integrity over each processing step, checking the links between different datasets (e.g. first permit vs. stock of permits)).
Data reported in the RP1 and RP2 tables includes also data on issued long-stay visas. This data is prepared by the Ministry of Foreign and European Affairs of the Republic of Slovenia.

RESPER statistics based on Article 6 of the Migration Statistics Regulation is of good quality.
12.1. Relevance - User Needs
The statistics collected under the Regulation 862/2007 are widely used in official publications and by a wide range of users at national, European and International level. The Residence permits statistics produced are regularly used by national administrations, academic researchers and civil society groups working on a wide range of topics including the integration of immigrants, the development and monitoring of national asylum and immigration procedures, and the projection of the future population and labour force.
At European level, the main users of Residence permits statistics are Eurostat and DG Migration and Home Affairs. These statistics are used in several publications of the Commission, as well as in the preparation of regular reports, policy proposals and analysis. The statistics also provide an input to the European Migration Network (EMN) studies and reports that address specific issues of current policy importance.

Data collected under Article 6 of the Migration Statistics Regulation is annually collected from administrative source (Register of Foreigners and Asylum Register managed by the Ministry of the Interior of the Republic of Slovenia and the record of long-stay visas, managed by the Ministry of Foreign and European Affairs of the Republic of Slovenia).
Since the reference year 2017 the Ministry of the Interior of the Republic of Slovenia has sent the data which has received from the central record of residence permits and the termination of residence (Register of Foreigners) and from the records of persons who have been granted international protection (Asylum Register) to the Statistical Office of the Republic of Slovenia.
Since reference year 2017, the Statistical Office of the Republic of Slovenia has also received data on issued long-stay visas from the record of long-stay visas, which is managed by the Ministry of Foreign and European Affairs of the Republic of Slovenia. The data from the record of long-stay visas are from the reference year 2008 onwards included in RP1 and RP2 tables.
Since the reference year 2017 the Residence permits statistics are transmitted to Eurostat by Statistical Office of the Republic of Slovenia.

Before providing the data to Eurostat, consistent validation checks are performed. Data on residence permits based on Article 6 of the Migration Statistics Regulation are validated through all processing steps. For example: checks of totals consistency; checks of magnitude of changes over time; using visual validation (visual verification of the tables or the graph resulted); checking the data integrity over each processing step; checking if the double counting cases are excluded; checking the consistency between flow and stock data (RP1-RP4 vs RP6); checking the consistency between statistics by "reason" and statistics by "age" and "sex" categories.
