Data collection on the residence permits (RESPER) statistics contains statistical information based on the principles stated in the Union legislation on migration Regulation (EC) No 862/2007 as amended by the Regulation (EU) 2020/851 and the Commission Regulation (EU) No 216/2010 implementing the categories of reasons for residence permits.
The main RESPER data collection based on Article 6 of the Migration Statistics Regulation
- First residence permits,
- Residence permits issued on the occasion of changing the immigration status or reason to stay,
- Residence permits valid at the end of the year,
- Long-term residence permits valid at the end of the year,
- Long-term permits issued during the year.

6.1. Institutional Mandate - legal acts and other agreements
At the EU level, the collection of residence permit statistics is governed by Regulation (EC) No 223/2009 on European statistics. This regulation ensures that statistical data on residence permits are collected and harmonized across Member States.
At the national level in France, the collection, processing, and dissemination of residence permit statistics are regulated by the Code de l’entrée et du séjour des étrangers et du droit d’asile (CESEDA), which provides the legal framework for managing immigration and residence data.
6.2. Institutional Mandate - data sharing
The responsibility for the collection, processing, and dissemination of residence permit statistics in France is assigned to the Ministry of the Interior, which operates under the legal framework set out in the CESEDA. The National Institute of Statistics and Economic Studies (INSEE) may also be involved in processing and disseminating these statistics in line with national and EU legal requirements.
7.1. Confidentiality - policy
At the European level, confidentiality of residence permit statistics is ensured under Regulation (EC) No 223/2009 on European statistics, which sets the principles for the protection of statistical confidentiality across all EU Member States. This regulation ensures that individual data are kept confidential and cannot be used to identify specific individuals or organizations.
At the national level, France's law on data protection (Loi Informatique et Libertés, 1978) and the General Data Protection Regulation (GDPR) (Regulation (EU) 2016/679) apply to the collection, processing, and dissemination of residence permit statistics. These laws ensure that personal data are protected and processed only for statistical purposes, with strict controls on access and disclosure.
In addition, the National Institute of Statistics and Economic Studies (INSEE) follows specific confidentiality policies in line with both national and European regulations, ensuring that data confidentiality is maintained throughout the statistical process.

A cell is considered confidential if its value can potentially identify individuals or small groups. This is typically the case for low-frequency cells. However, nothing is done currently to avoid confidential cells detection.

11.1. Quality assurance
To facilitate the process, data loading is automated. To avoid errors in the data counts, the loaded tables are compared to internal dashboards, which helps verify the scope, totals, etc. An Excel table has been created to compare the data automatically loaded for Eurostat with the internal dashboards. If there is a discrepancy, we investigate how to resolve it, and if we cannot resolve it, we seek to understand why the discrepancy persists and why it is of that magnitude.
11.2. Quality management - assessment
Quality management of migration statistics is a part of quality management of the French statistical system which is leaded by INSEE (the NSI). RESPER statistics processing is documented by several description schemes and procedure forms.

12.1. Relevance - User Needs
The statistics collected under the Regulation 862/2007 are widely used in official publications and by a wide range of users at national, European and International level. The Residence permits statistics produced are regularly used by national administrations, academic researchers and civil society groups working on a wide range of topics including the integration of immigrants, the development and monitoring of national asylum and immigration procedures, and the projection of the future population and labour force.
Parliament, government, researchers, NGOs
At European level, the main users of Residence permits statistics are Eurostat and DG Migration and Home Affairs. These statistics are used in several publications of the Commission, as well as in the preparation of regular reports, policy proposals and analysis. The statistics also provide an input to the European Migration Network (EMN) studies and reports that address specific issues of current policy importance.
There is no significant difference the data provided to Eurostat and the data published at national level. User needs are the same.
