Data collection on intra-corporate transfers is based on Article 24 of Directive 2014/66/EU on the conditions of entry and residence of third-country nationals in the framework of an intra-corporate transfer.

6.1. Institutional Mandate - legal acts and other agreements
Art. 27 of Legislative Decree 286 of 1998 regulates special cases of entry for employment of non-EU citizens.
These are special categories of workers who, given the peculiar nature of their services, can enter Italy outside the quotas established annually by the government through the flow decree.
The procedure kicks off with the employer's request for authorization for the entry of the worker, submitted to the relevant Single Desk; after obtaining the opinions of the Police Headquarters and the Territorial Provincial Directorate of Labor, the issuance/ or denial of the requested authorization will take place.
The Sportello Unico dell'Immigrazione acquires the opinions of the Questura and the Provincial Territorial Labor Directorate, and delivers to the employer the notice of the issuance of the nulla osta. The foreign national, upon receiving notice of the issuance of the nihil obstat, must go, within 180 days, to the Italian Diplomatic or Consular Representation to apply for an entry visa. The Italian Diplomatic Representation will issue the visa only if the nihil obstat is entered on the system. Having obtained the visa and entered Italy, the foreign worker, within 8 days, must go, accompanied by the employer, to the Sportello Unico dell'Immigrazione to sign the residence contract and apply for a work permit.

Data is of good quality as it is taken from entries in the Italian "Stranieri web platform", which documents each case in Italy. A unique code or biometric data allows for the linkage of data within the SDI-database. Upon processing of national statistics, general plausibility checks are performed. The ICT statistics produced are regularly used by national administrations: academic researchers and civil society groups working on a wide range of topics including the integration of immigrants, the development and monitoring of national asylum and immigration procedures, and the projection of the future population and labour force.
European and international level: The main users of ICT statistics are Eurostat and EU COM. The statistics are used in several publications of the Commission, as well as in the preparation of regular reports, policy proposals and analysis. The statistics also provide an input to the EMN studies and reports that address specific issues of current policy importance.
