National reference metadata

Sweden

Reference metadata describe statistical concepts and methodologies used for the collection and generation of data. They provide information on data quality and, since they are strongly content-oriented, assist users in interpreting the data. Reference metadata, unlike structural metadata, can be decoupled from the data.

2.1.1. Introduction

This metadata information is provided by Sweedish authorities to ensure compliance with the requirements of Article 6 of Regulation 862/2007 on Community Statistics on Migration and International Protection.

As required by Article 9 of the Regulation 862/2007, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide it with all the information necessary to evaluate the quality, comparability and completeness of the statistical information.

The reference terms for the assessment of quality compliance are provided by Eurostat in the Residence permit statistics technical guidelines applied (See section 3.4 Statistical concepts and definitions from the Residence permits statistics ESMS file).

2.1.2. General description of the statistical domain at national level

National system for compilation of residence permits statistics (level of development, main changes that affected the system in the last years and further development)

No changes has been done regarding the systems used for data capture. Quality adjustments has been done in order to make sure that 'first permit', 'change of immigration status permit' and 'renewal' are exclusive of each other and that these three groups covers all data regarding resident permits.

2.1.3. European and national legal framework relevant for Residence permits statistics

Include information on Applicable/Not applicable European legal acts at national level

All data in our systems is available for Eurostat if requested.

2.1.4. Institutional infrastructure

List of the institutions involved in managing the registers related to Residence permits statistics and the institutions involved in the compilation of the Residence permits statistics

Swedish Migration Agency.

2.1.5. General procedure for issuing first residence permits at National level

A code is registred for every issued residence permit, a classification code.  The classification code descriebes the reason for the issued permit.

2.1.6. General procedure for recording change of status or reason to stay of the permit (reason)

In order to find the change of status, codes for earlier issued permits and vaild timeframes are checked.

2.1.7. General procedure for recording all valid residence permits at the end of the year

Include information on all permits valid in the end of the year and long term permits

At the end of the year all available data on valid residence permits in our systems is compiled. It should be noted that in cases were Swedish citizenship is issued data on valid permits is no longer available in our records.

2.1.8. General procedure for recording residence permits for Highly Skilled Workers and EU Blue Cards

Include information for first permit data collection and EU Blue Cards data collection

Swedish Standard Classifiation of Occupations (SSYK) is used when the work permit is issued. This code is used to identify Highly Skilled Workers. The EU Blue Cards has its own classifcation code.

2.1.9. General procedure for recording single permits

In order to differentiate single permits we check the type of decision. The type of decision differentiate the group of permits that allows you to reside and legally work in Sweden and the ones that only give you the right to legal reside in Sweden.

2.1.10. Type of residence permits counted for Residence permits statistics (e.g. residence permits, long-term visas, authorisation to stay, work permit, education permit, etc) referirng to all applicable tables

All residence permits longer than three months is counted regardless type of residence permit.

2.1.11. Main problems that affect the quality of the data and what tables are concerned including the compliance status with the definitions from Residence permits statistics Technical Guideline

In some cases our system for classification codes and type of decisions is not in line with the definitons that EUROSTAT is asking for. (But this is take care of by managing the data in alternative ways.) For example in table RP1 in some cases we can't differente the type of family member. Besides this there is always a question of the quality of the data recorded in our system that of course is xxx of the human factor. The agency is constantly working on approving the registration standards.
