This metadata information is provided by the authorities of Ministry of the Interior, Migration Directorate, Department for International Protection Procedures of Slovenia to ensure compliance with the requirements of Article 4.4 (Dublin statistics) of Regulation (EC) 862/2007 on Community Statistics on Migration and International Protection.
As required by Article 9 of the Regulation (EC) 862/2007 , Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide Eurostat with all the information necessary to evaluate the quality, comparability and completeness of the statistical information.
The reference document used for assessing the compliance of the concepts and definitions in this metadata file is the document Dublin statistics - Eurostat Technical guidelines to Dublin statistics (Annex 1).
Data collection on Dublin statistics contains statistical information based on the Article 4.4 of Regulation (EC) No 862/2007 on Community statistics on migration and international protection.

3.5. Statistical unit
The text of Art.4 of the Statistics Regulation (asylum statistics) refers in general to statistics based on the number of persons and not on the number of applications. However, the respective Article dealing with Dublin statistics (Art.4.4) refers to statistics based on the number of requests. Commission services recommend that Art.4.4 (more precisely 4.4.a, 4.4.c and 4.4.d) is interpreted as referring to the number of persons concerned by each request, decision and transfer.

6.1. Institutional Mandate - legal acts and other agreements
Until 2021 the Dublin statistics are based on the Regulation (EC) 862/2007. Data delivery for reference year 2021 onwards is based on Regulation (EC) 862/2007 as amended by Regulation (EU) 2020/851.
Because in the Republic of Slovenia we carry out all procedures prescribed by Regulation (EU) no. 604/2013 of the European Parliament and of the Council of June 26, 2013, we do not have specific national legal act regarding the collection of data, but we collect them directly based on Regulation (EC) 862/2007 as amended by Regulation (EU) 2020/851.

7.1. Confidentiality - policy
In accordance with Regulation (EC) 862/2007 and in accordance with the national policy for the publication of Dublin data before a certain time after the end of the reference period, we transmit statistics to Eurostat.
Employees who work in the research field are bound by professional secrecy.
Procedures for ensuring confidentiality during collection, processing and dissemination, including rules for determining confidential cells, are ensured by trained personnel.

Confidentiality in data treatment is guaranteed, as it can only be carried out by authorized personnel and forwarded only to legally defined institutions.

The release calendar is adapted to the needs for statistics by the Ministry of the Interior and the deadline for transmission to the competent institutions data. Data can be published by ESTAT.

The annual operating costs of the process cannot be assessed financially, because the process is performed by a professional who also performs other work in the area of the implementation of the Dublin Regulation. It is a year-round monitoring of the quality of records in the database and the preparation of an annual report. Costs primarily depend on the quality of the data.
In order to improve efficiency this year, we are updating the asylum dublin database so that it will include all the necessary indicators that will enable the capture of comprehensive data as well as the upgrade of analytical products that will enable the rapid production of statistics in the process.

Daily - cases and proceedings are conducted on an ongoing basis.
18.3. Data collection
Daily - cases and proceedings are collected in real time. There is only one method of obtaining data - from the database - namely in the application for managing Dublin procedures - inbound and outbound. In addition to the application management of cases, a record list of received and sent cases according to categories is kept at the NAP access point and is compared daily with the data in the applications in order to ensure the accuracy of the data.
18.4. Data validation
Cases and procedures are also kept real-time in an excel table which we use for internal validation of the database.
The source data obtained from the application for managing outgoing and income cases is checked and confirmed with a comparison table in which all transactions are managed on NAP Dublinet.
All data are used and confirmed in practice in the implementation of the Dublin cases, the application part is built in a cyclical manner, therefore an individual cycle cannot be omitted, as the data management must be managed systematically without preliminary data it is not possible to enter further data, and the initial data is managed in two sources to make sure that all the initial data is recorded by mutual comparison.
