The text of Art.4 of the Statistics Regulation (asylum statistics) refers in general to statistics based on the number of persons and not on the number of applications. However, the respective Article dealing with Dublin statistics (Art.4.4) refers to statistics based on the number of requests. Commission services recommend that Art.4.4 (more precisely 4.4.a, 4.4.c and 4.4.d) is interpreted as referring to the number of persons concerned by each request, decision and transfer

As a national framework, we have Government Decision 639/2007 regarding the structure and the attributions of the General Inspectorate for Immigration.General Inspectorate for Immigration is the institution of the central public administration, with legal personality, subordinated to the Ministry of Internal Affairs,which exercises the powers given to it by law for the implementation of Romania's policies in the fields of migration,asylum and integration of foreigners, as well as the relevant legislation in these fields

Dublin statistics in Romania are based on administrative sources. Romania is following the requirements of the Regulation (EC) 862/2007 and the quality of the data may be assessed as very good. The key users of Dublin statistics are Eurostat, national ministries and various N.G.O.'s, even the general public by accesing the Eurostat web page. The accuracy of the data produced by Romania is considered to be very good. Statistics benefit from the well established data collection and as well from the Regulation (EC) 862/2007 which defines certain deadlines for data transmission to Eurostat. Regulation (EC) 862/2007 ensures the harmonisation of the concepts and definitions applied by the Member States for reporting the Dublin data to Eurostat.

The source of the data is the Ministry of Interior through the General Inspectorate for Immigration. All data is implemented and stored in the IT system (administrative records). Data for Dublin statistics is extracted from the IT system and analyzed, verified, checked if the double counting cases are excludedand processed, followed by implementing it in the templates provided by Eurostat and transformed into csv.

Data is checked for consistency as regards disaggregation, totals etc., is compared with the data provided for previous years, compared with other related statistics (asylum statistics), possible inconsistencies are verified and corrected, followed by the implementation of the data in the templates.
