3.1. Data description

An accident at work is defined as ,,a discrete occurrence in the course of work which leads to physical or mental harm“. Data include accidents at work of employees involving more than 3 calendar days of absence from work, serious bodily harm or death of employee as consequence of accident at work.

At national level data on accidents at work in compliance with ESAW methodology are obtained only from administrative data sources in compliance with valid methodology and definitions of Eurostat, namely from the National Labour Inspectorate and the Main Mining Office. The national ESAW sources are declarations of registered accidents at work to relevant national authorities (labour inspectorates or supervisory body) in terms of Act No. 124/2006 on Occupational Safety and Health Protection and on the Amendment of Certain Acts.

The National Labour Inspectorate, which has authority over 8 Regional Labour Inspectorates, keeps a record of accidents at work only for organisations belonging to the sphere of authority of labour inspection. The Main Mining Office as organisation integrated into structure of the Ministry of Economy of the Slovak Republic, registers at the level of the District Mining Offices cases of accidents at work within organisations under their authority (for the sphere of supervision of state mining administration). Records of accidents at work are managed for 5 District Mining Offices (Bratislava, Banská Bystrica, Košice, Prievidza and Spišská Nová Ves).

At national level in ESAW statistics there are not covered accidents at work for power departments (namely Ministry of Interior of the Slovak Republic (Police Force, Fire and Safeguarding Brigade), Ministry of Defence of the Slovak Republic (Armed Forces and Intelligence Service), Ministry of Justice of the Slovak Republic (Prison and Judicial Guard) and Ministry of Finance of the Slovak Republic (Customs Offices)) as they are  subject to national confidentiality rules in terms of Act No. 215/2004 on protection of classified information and on the Amendments of Certain Acts.

The national database covers in compliance with ESAW methodology all variables defined by Commission Regulation (EU) No 349/2011, including complete coverage of ESAW phase III variables.

For the reference year 2013 accidents at work under authority of the Main Mining Office were also covered for the first time.

Data on accidents at work are released yearly in form of tables and charts on website of the National Labour Inspectorate (www.nip.sk) and the Main Mining Office (www.hbu.sk).   

3.2. Classification system

The following classifications are used for ESAW statistics: NACE Rev.2, ISCO-08, NUTS 2021.

3.3. Coverage - sector

From the reference year 2013 all sectors of economic activities NACE Rev.2 are fully covered, with the exception of sector O (Public administration and defences, compulsory social security). This sector is partly covered as it does not cover service accidents at works of power departments that are subject to national confidentiality rules in terms of Act No. 215/2004 on protection of classified information and on the Amendments of Certain Acts, namely: Ministry of Interior of the Slovak Republic (Police Force, Fire and Safeguarding Brigade), Ministry of Defence of the Slovak Republic (Armed Forces and Intelligence Service), Ministry of Justice of the Slovak Republic (Prison and Judicial Guard) and Ministry of Finance of the Slovak Republic (Customs Offices).

From the reference year 2013 the coverage of sector B (Mining and quarrying) of NACE Rev.2 classification is ensured due to data from the Main Mining Office.

The NACE Rev.2 classification is provided at 4-digits level.

(In terms of coverage of professional status data sets include employees, trainees/apprentices and students. (In the case of trainees/apprentices and students there are covered only accidents in practical (professional) training at an employer, not cases if accident happened in time of theoretical and practical education at school.) Data sets do not cover self-employed and family workers.)

All economic activities are covered with the exception of Section O - PUBLIC ADMINISTRATION AND DEFENCE; COMPULSORY SOCIAL SECURITY, which is partly covered. In datasets there are not covered data on service accidents at work of Ministry of Interior of the Slovak Republic (Police Force, Fire and Safeguarding Brigade), Ministry of Defence of the Slovak Republic (Armed Forces and  Intelligence Service), Ministry of Justice of the Slovak Republic (Prison and Judicial Guard) and Ministry of Finance of the Slovak Republic (Customs Offices) as they are subject to national confidentiality rules.

3.4. Statistical concepts and definitions

ESAW data sets comprise all required variables in accordance with Commission Regulation (EU) No 349/2011, i.e. all variables of ESAW phases I, II and III.

From the reference year 2013 the variable RTA (Road traffic accidents) is provided as well and coverage of sector B (Mining and quarrying) of NACE Rev.2 classification is ensured due to data from the Main Mining Office.

The variables are in accordance with the ESAW definitions, bias is in the case of variable "Size of enterprise", which refers to the size of enterprise, not to the size of local unit as it is required by the ESAW methodology.

3.5. Statistical unit

The statistical unit of observation for ESAW statistics is an accident at work. Each case of accident at work that caused more than 3 calendar days of absence from work, serious bodily harm or death of employee as consequence of accident at work is recorded. The notification form on registered accident at work is needed to be done at least to 4 days after announcement of happening of accident at work. The employer has a legal obligation to notify an accident at work immediately to relevant Labour Inspectorate or relevant supervisory body, if it is the case of accident with serious bodily harm or with consequence of death and to send a notification form on accident at work up to 8 days (from the day, when employer was informed about it) to relevant Labour Inspectorate or supervisory body.

3.6. Statistical population

6. Institutional Mandate Top
6.1. Institutional Mandate - legal acts and other agreements

In the Slovak Republic conditions ESAW statistics is implemented in accordance with relevant EU legislation. This following national legislation is applied in evidence and dissemination of accidents at work: Act No. 540/2001 on State Statistics as subsequently amended, Directive on the protection of confidential statistical data No. SME – 1/2015 (internal legal enactment), Act No. 311/2001 Labour Code, Act No. 124/2006 on Occupational Safety and Health Protection and on the Amendment of Certain Acts, Act No. 125/2006 Coll. on Labour Inspection and on amendment of the Act No. 82/2005 Coll. on Illegal Work and Illegal Employment and on amendment of certain acts as amended by later, Act No. 51/1988 on mining operations, explosives, state mining administration as subsequently amended, Regulation No. 500/2006 on template of record on registered accident at work, Act No. 58/2014 on explosives, explosive objects and munitions and on amendment of certain acts.

7. Confidentiality Top
7.1. Confidentiality - policy

At national level REGULATION (EC) No 223/2009 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL and COMMISSION REGULATION (EU) No 557/2013 of 17 June 2013 implementing Regulation (EC) No 223/2009 of the European Parliament and of the Council on European Statistics as regards access to confidential data for scientific purposes, Act (NC SR) No. 540/2001 Coll on state statistics and internal legal enactment (Directive on protection of confidential statistical data SME – 1/2015) is applied for protection of confidential statistical data.

Guarantee the protection of confidential data provided by reporting units is one of principles of the Policy on dissemination of the Statistical Office of the Slovak Republic. As for the release, dissemination and provision of statistical information to users, protection of confidential data is ensured in line with the Act on State Statistics and Principles of Confidential Statistical Data Protection Use, which are defined based on internal legal enactment (Directive on protection of confidential statistical data SME – 1/2015).

In accordance with Act (NC SR) No. 540/2001 Coll on state statistics: ,,Bodies performing state statistics are obliged to ensure protection of confidential statistical data against abuse in way determinated in article 25a and 29 and 30 of this act.“ In Principles of Confidential Statistical Data Protection Use there is in article 3 defined method of protection of confidential statistical data and in Article 4 conditions for granting access to confidential statistical data for scientific purposes (available on website: www.statistics.sk, in part: Information service).

As data on accidents at work are collected and processed by the National Labor Inspectorate and the Main Mining Office, the protection of personal data is ensured at these offices under Act No. 18/2018 Coll. on the protection of personal data and on the amendment of certain acts .

7.2. Confidentiality - data treatment

At national level data on accidents at work are released only in aggregated form.

Currently no treatment of ESAW data with regard to statistical confidentiality is taking place.

ESAW micro database containing confidential data are sent via security application called e-Damis.


8. Release policy Top
8.1. Release calendar

The data directly from ESAW database is not published in the Slovak Republic. Only numbers of accidents at work are released by these institutions: the National Labour Inspectorate and the Main Mining Office. Both institutions publish aggregated data on accidents at work each year in months March/April after the end of reference year, in which an accident took place.

Generally, concerning the Statistical Office of the Slovak Republic release and provision of statistical information is carried out in compliance with Act No. 540/2001 on State Statistics as subsequently amended. The release and provision of statistical information has to fulfil the criteria of the European Statistics Code of Practice, first of all the timelines, accuracy, reliability, relevance, clarity, impartiality, objectivity, professional independence, effectivity of using resources. One of important principles of release the statistical information for the public is to inform in time about the place and time of availability of individual information or products, about the extent and content. So as to perform the principle, the Catalogue of Publications (provides overview of deadlines for release of all publication for relevant year) and Calendar of the First Data Release (see website www.statistics.sk, Information service, part Principles of Release and Provision of Statistical Information). However, specifically to ESAW statistics there is no release calendar applied at national level.

8.3. Release policy - user access

The ESAW database provided to Eurostat is not publicly available and not provided to national users. In general, only aggregated data on accidents at work are publicly available in form of publications on websites of the institutions: the National Labour Inspectorate and the Main Mining Office and aggregated data is provided to users on request according to the Act No. 211/2000 Coll. on Free Access to Information and on the Amendments of Certain Acts (The Freedom of Information Act) as amended by later regulations.
In terms of the Statistical Office of the Slovak Republic in general, the fundamental document for dissemination of statistical information in statistical area is the Policy on dissemination of the statistical information of the Statistical Office of the Slovak Republic. It represents a set of principles applied by the Statistical Office of the SR in dissemination of the statistical information. The Policy on dissemination is defined in accordance with the Act on State Statistics, the development strategy of the Statistical Office of the SR, the information dissemination strategy of Eurostat and European Statistics Code of Practice. One of principles of the Policy on dissemination of the statistical information is a guarantee equal access to statistical information for all users (information on any exceptions from the principle are made available to the public). From the side of the Statistical Office of the Slovak Republic users have possibility to obtain information on deadline for release of results in publications from the Catalogue of Publications for relevant year, which is available on website of the Statistical Office (www.statistics.sk, in part Products).

ESAW statistics is compiled in compliance with Eurostat methodology (ESAW summary methodology 2013) and the Guidelines for ESAW data transmission for the relevant year (methodology available on Eurostat website, at national level methodological documents are available only on the intranet of the Statistical Office of the Slovak republic).

Relevant classifications applied in ESAW statistics are available on website of the Statistical Office of the Slovak Republic (www.statistics.sk, in part metadata, classifications).  

10.6.1. Metadata completeness - rate

For ESAW statistics metadata is provided in compliance with the Commission Regulation (EU) No. 349/2011, Article 4. 

10.7. Quality management - documentation

For ESAW statistics the Slovak Republic compiles a report on the quality of the data transmitted in compliance with Framework Regulation (EC) No. 1338/2008 on Community statistics on public health and health and safety at work and ESAW Implementing Regulation No. 349/2011, defined by Article 8 on Quality assessment.
This Quality Report template follows the ESS (European Statistical System) Standard for Quality Reports Structure (ESQRS) guidelines and quality criteria in line with the European Statistical Law (Reg. 223/2009): Relevance, Accuracy (including the concept of Reliability), Timeliness, Punctuality, Comparability, Coherence, Accessibility and Clarity.
At national level neither the metadata nor the quality report is available on websites of the Statistical Office of the Slovak Republic or other relevant national authorities.


11. Quality management Top
11.1. Quality assurance

By adoption of the European Statistics Code of Practice, Eurostat and statistical Offices of Member States (including the Statistical Office of the Slovak Republic) are obliged to provide high quality statistics based on definition of quality statistics of the European Statistical System. Quality is oriented to all important area - from institutional environment, through the statistical production processes up to the output of official European statistics. Also release and provision of statistical information have to comply with the criteria of the European Statistics Code of Practice, mainly timelines, accuracy, reliability, relevance, clarity, impartiality, objectivity, professional independence, effectivity of using resources.
In order to ensure methodological support and quality improvement in area of ESAW statistics, several consultations of experts from the Statistical Office of the Slovak Republic with experts from the relevant national authorities, which are national administrative data sources for accidents at work (the National Labour Inspectorate, the Main Mining Office, the Social Insurance Agency) are carried out.

For further improvement of data quality it would be appropriate to amend the national legislation, namely Act No. 124/2006 on Occupational Safety and Health Protection and Regulation No. 500/2006 on template of record on registered accident at work, in order to get process of coding of accidents at work to the Regional Labour Inspectorates, it means getting out this obligation from employers through amending template of record on registered accident at work of Regulation No. 500/2006. Thus coding would be performed by employees of Regional Labour Inspectorates.

Procedures and processes of data validation related to accidents at work are described in part 18.4.

11.2. Quality management - assessment

At national level there is an effort to work continuously on quality improvements of data of ESAW statistics. In Slovakia, ESAW database is based on administrative data collection, which provides information on accidents at work as they are reported by employers to relevant national authorities (labour inspectorates or supervisory body) in accordance with Act No. 124/2006 on Occupational Safety and Health Protection and on the Amendment of Certain Acts. ESAW data compilation and data transmission is done in accordance with Eurostat requirements, regulations and guidelines valid for ESAW statistics.

From the reference year 2013 the coverage of economic activity sector B (Mining and quarrying) was reached due to data from the Main Mining Office. Compared to previous years, inclusion of sector B have some impacts on breakdowns for which similar accident conditions are expected to occur.  However sector O (Public administration and defence, compulsory social security) still remain covered partly. The reason is that in ESAW statistics there are not covered service accidents at works of power departments as they are subject to national confidentiality rules in terms of Act No. 215/2004 on protection of classified information and on the Amendments of Certain Acts, namely the Ministry of Interior of the Slovak Republic (Police Force, Fire and Safeguarding Brigade), Ministry of Defence of the Slovak Republic (Armed Forces and Intelligence Service), Ministry of Justice of the Slovak Republic (Prison and Judicial Guard) and Ministry of Finance of the Slovak Republic (Customs Offices).

In terms of coverage of professional status data sets include employees, trainees/apprentices and students. (In the case of trainees/apprentices and students there are covered only accidents in practical (professional) training at an employer, not cases if accident happened in time of theoretical and practical education at school.) Data sets do not cover self-employed and family workers. 

Data on phase III variables were optional until 2015. ESAW data for the Slovak Republic covers all ESAW phases I, II and III (from the reference year 2013).
In order to cover all economic activity sectors of NACE Rev.2 classification, namely sector O, which is recently partly covered because of national legal restriction, it is needed to make effort to ensure cooperation of relevant national authorities.

12.1. Relevance - User Needs

Analysis of basic parameters of accidents at work together with serious industrial damages and occupational diseases for relevant year is necessary basis for evaluation of situation in terms of occupational safety and health protection and safety of operation in bodies falling to the sphere of authority of labour inspection and state inspection in sphere of occupational safety and health protection. Their importance is mainly for taking political measures and legal enactments in order to ensure and improve occupational safety and health protection, safety of technical machines, safety of operations and working conditions in organisations.

Reduction of number of accidents at work, mainly fatal and accidents at work with permanent accidental disability, as well as an elimination of reasons of occupational diseases, improving prevention and work culture, are some of the basic goals of the Occupational Safety and Health Protection Strategy in the Slovak Republic until 2020 and program of its realization for years 2013 to 2015 with view up to 2020, which was adopted by Government Decree No. 391/2013 and the next program of its realization for years 2016 to 2020, which was adopted by Government Decree No. 468/2016. In terms of Articles 4 part i) Act No. 125/2006 Coll. on Labour Inspection and on amendment of the Act No. 82/2005 Coll. on Illegal Work and Illegal Employment and on the Amendment of Certain Acts as amended later, the Ministry of Labour, Social Affairs and Family submits yearly to government proceedings ,,Informative report on state of work protection and functioning of state administration bodies in area of labour inspection" for relevant year, which evaluates state of work protection in the Slovak Republic and development of work accident rate in relevant year including suggestions for improvement for work protection in Slovakia. The report is based on information from the relevant authorities of labour inspections and supervisory bodies in area of occupational safety and health protection.


Main users of data on accidents at work of the Slovak Republic (except Eurostat and international organisations dealing with health and safety at work such as ILO) are: Statistical Office of the Slovak Republic, National Labour Inspectorate, Main Mining Office, Social Insurance Agency, Ministry of Economy of the Slovak Republic, Ministry of Heath, Ministry of Labour, Social Affairs and Family, Ministry of Environment of the Slovak Republic as well as national institutions in area of occupational safety and health protection, such as for example Slovak Association of Occupational safety and Health Protection, scientific institutions, universities, public.

ESAW datasets cover all variables required by Commission Regulation (EU) No 349/2011, i.e. all phase I, II and III variables and in compliance with the Guidelines for ESAW data transmission for relevant years.

From the year 2013 the variable RTA (Road traffic accidents) is also provided. For more information please, see the metadata in section 3.4, respective 3.6.

Regarding the coverage of ESAW variables for the Slovak Republic all required variables are fully covered. The ESAW data covers variables of all ESAW phases I, II and III, including RTA variable in compliance with relevant Commission Regulation and the Guidelines for ESAW data transmission for relevant years. The data covers also all economic activity sectors, with the exception of sector O, that is partly covered due to national confidentiality rules.

From the reference year 2013, the sector B (Mining and quarrying) of the NACE Rev.2 classification is also covered.

ESAW data is based only on administrative data collection and the original national data sources are notification forms on registered accident at work, which employers are obliged to send to the relevant national authorities (labour inspectorates or supervisory bodies).

Potential biases, which can have impact on ESAW data accuracy, can be under-coverage (see parts 3.3, 12.3, 12.3.1 and 19) and under-reporting mainly in case of non-fatal and less serious accidents at work. Potential biases can be caused also by codding errors as coding of data on accidents at work is performed by employers and it could be also cases, where matching of data of National Labour Inspectorate and Social Insurance Agency concerning numbers of lost days (variable SEV) was not successful.

National data on accidents at work are available about 2 to 3 months after the end of reference year, in which the accident occured.

ESAW database is yearly transmitted to Eurostat up to 18 months after the end of the reference year according to Commission Regulation (EU) No. 349/2011.

The data directly from ESAW database is not published as such in the Slovak Republic.

Released are only numbers of accidents at work by institutions: the National Labour Inspectorate and the Main Mining Office.

The incidence rates of accidents at work from the Labour Force Survey - LFS (ad-hoc module on accidents at work and other work-related health problems) are higher than from ESAW. The difference is caused by a difference in data collection methods (LFS is household sample survey, the National Labour Inspectorate and the Main Mining Office has administrative data source), differences in definitions (e.g. definition of worker) and by different coverage (LFS covers all workers, ESAW statistics just employees and trainees/apprentices, students only in practical training at employer).

Data from ad-hoc module LFS on accidents at work and other work-related health problems are for the Slovak Republic available for reference years 2020, 2013 and 2007.

17.1. Data revision - policy

The revision policy of the Statistical Office of the Slovak Republic, as central organ of the state administration for the state statistics area, is an important instrument for improving statistical data quality. It builds basic rules and general procedures applied in data revision within the office (document Revision policy of the Statistical Office of the Slovak Republic and Schedule of revisions of the Statistical Office of the Slovak Republic – publicly available on website www.statistics.sk, only in Slovak language).
In terms of Revision policy a revision is each change of statistical value of variables in relevant databases and in publicly released statistical data.

The reason for revision is changes in valid legislation, adjustment of methodological definitions and procedures, revision of classifications and code lists, implementation of new statistical-mathematical methods, accessibility of posterior more exact data as well as errors in source data and calculated values.

The goal of the revision is to achieve or keep content of statistical data consistent.

The need to have defined clear revision rules is also supported by Eurostat requirements, which in the interest of the highest international comparability and consistency of statistical data continues in supporting improvement of quality of national statistics. The European Statistics Code of Practice stipulates for revision area principle no. 8 ,,Revisions follow standard, well-established and transparent procedures”. This means that revision should be made according to defined rules and their principal attribute are conceptuality, finality, efficiency, transparency and periodicity.

The result is a common and transparent system of statistical data adjustments.

As the national database of accidents at work is the live system (constantly updated), the data is revised continuously. Revision of the data is not time-limited.

In general revised data are transmitted again to Eurostat for validation and consequently output validation reports are sent by Eurostat for confirmation from the side of national statistical office.

18. Statistical processing Top
18.1. Source data

ESAW data are at national level received from the relevant national administrative sources – the National Labour Inspectorate and the Main Mining Office; the source for data on number of days lost (severity) for relevant accidents at work is the Social Insurance Agency. The original national data sources are notification forms on registered accident at work, which employers are obliged to send to relevant national authorities (labour inspectorates or supervisory bodies) in accordance with Act No. 124/2006 on Occupational Safety and Health Protection and on the Amendment of Certain Acts. The number of employed persons is taken from the EU Labour Force Survey.

18.3. Data collection

In accordance with the Act No. 124/2006 on Occupational Safety and Health Protection and on the Amendment of Certain Acts the employers have a legal obligation to complete notification form on accident at work and send it to relevant national authorities (labour inspectorates or supervisory bodies). Registration of accidents at work for the Slovak Republic is keeping at relevant 8 Regional Labour Inspectorates and 5 District Mining Offices. From regional and district level all registered cases of accidents at work are regularly sent to higher relevant level of the National Labour Inspectorate (using the special information system) and of the Main Mining Office. These two institutions process the cases of accidents at work into the ESAW database according to the ESAW methodology. The national ESAW database is then compiled from two databases (one from the National Labour Inspectorate and one from the Main Mining Office) at the level of the Statistical Office of the Slovak Republic.   

18.4. Data validation

Coding of data on accident at work is performed by an employer, which can cause some potential biases: missing values (mainly data on accident victim and data on accident action) and errors in coding. Basic checking of data codes is carried out at the Regional Labour Inspectorates and at the District Mining Offices. Validation of data is performed at level of the National Labour Inspectorate, the Main Mining Office and for the whole national database before its transmission to Eurostat at the level of the Statistical Office of the Slovak Republic. Directly during compilation of ESAW database there are performed automatic and manual checks mainly focused on identification of some errors and inconsistencies with required ESAW methodology. Generally checks focus on verification of: completeness of database (list of required variables in accordance with Commission Regulation (EU) No. 349/2011), correctness of codes for each variable (length, type, coding scale in terms of used classifications) in accordance with the Guidelines for ESAW data transmission, comparing aggregated data with previous years in order to identify some extreme deviations or some potential data processing errors, verification of consistency of totals and various breakdowns.

From the reference year 2013 the sector B (Mining and quarrying) is fully covered due to data from the Main Mining Office. Based on results compared to previous years, inclusion of these data showed some impacts on results in some specific breakdowns, i.e. specification of this economic activity sector in some observed variables, where this specific situation was expected to occur.

National ESAW database is compiled from the relevant national administrative data sources – the National Labour Inspectorate and the Main Mining Office; the source of data on number of days lost (severity) for relevant accidents at work is the Social Insurance Agency. 19. Comment Top

Slovak Republic follows all requirements for coverage of variables in compliance with the Commission Regulation (EU) No. 349/2011: coverage of variables is complete, i.e. in ESAW database there are data for all variables of phase I, II and III, including variable RTA (Road traffic accidents). In terms of economic activity the sectors of the NACE Rev.2 from the reference year 2013 sector B (Mining and quarrying) is fully covered due to data from the Main Mining Office. However sector O (Public administration and defence, compulsory social security) still remain covered partly. The reason is that in ESAW statistics there are not covered service accidents at works of force departments as they are subject to national confidentiality rules in terms of Act No. 215/2004 on protection of classified information and on the Amendments of Certain Acts, namely Ministry of Interior of the Slovak Republic (Police Force, Fire and Safeguarding Brigade), Ministry of Defence of the Slovak Republic (Armed Forces and Intelligence Service), Ministry of Justice of the Slovak Republic (Prison and Judicial Guard) and Ministry of Finance of the Slovak Republic (Customs Offices). The NACE rev.2 classification is provided at 4-digits level.

Regarding definition of the variable "Size of enterprise" Slovak Republic does not provide data only for the local unit of the enterprise, but includes all units of the enterprise.

In terms of coverage of professional status data sets include employees, trainees/apprentices and students. (In the case of trainees/apprentices and students there are covered only accidents in practical (professional) training at an employer, not cases if accident happened in time of theoretical and practical education at school.) Data sets do not cover self-employed and family workers.

In case of NUTS classification, the code of NUTS 3 (relevant geographical location) of accidents at work that happened outside the Slovak Republic is missing. The reason is that it is problem to get this code without the list of cities or municipalities with relevant NUTS 3 code for individual countries.
