Statistics on international supply of services (ISS) by modes of supply (MoS) show how and where services are supplied internationally, namely by answering the question of 'how' services are exchanged across countries and 'where' services are supplied to foreign customers.  Detailed information on international supply of services statistics by services category, mode of supply and partner country help policymakers carry out the ongoing and future trade negotiating agenda with facts and strong, evidence-based arguments and they allow to monitor the impact of services trade agreements.

The General Agreement on Trade in Services (GATS), the first multilateral agreement to cover trade in services, defines trade in services as the supply of a service through any of four modes of supply, outlined in the bullet points below.

Mode 1 - cross-border supply: from the territory of one country into the territory of another country;
Mode 2 - consumption abroad: in the territory of one country to the service consumer of another country;
Mode 3 - commercial presence: by a service supplier of one country, through a commercial presence in the territory of another country. The FATS framework is designed to provide information on the activities of enterprises located in foreign markets;
Mode 4 - presence of natural persons: by a service supplier of one country, through the presence of natural persons of that country in the territory of any other country.

The product breakdown follows the Extended Balance of Payments Services Classification 2010 (EBOPS 2010) and covers the EBOPS 2010 main and detailed components, and complementary groupings as defined in the Manual on Statistics of International Trade in Services 2010 (MSITS 2010) and further explained in the Commission Implementing Regulation (EU) 2020/1197, Annex VI, Section 2, Table 1:

Mode of supply breakdown is defined in the Commission Implementing Regulation (EU) 2020/1197, Annex VI, Section 2:


Total international supply of services (total of modes 1, 2, 3 and 4)

  • Mode 1 (‘cross border transactions’),
  • Mode 2 (‘consumption abroad’),
  • Mode 3 (‘commercial presence’), and
  • Mode 4 (‘presence of natural persons’).

Data revisions are due to the later inclusion of some of the directly reported data on services or after applying a grossing up procedure on the sample data received through direct reporting of services by enterprises

Data compilation is implemented in the Integrated statistical information system and combines ITSS data and data from the new sample survey conducted for the MOS purposes and WTO model.

ISS values for Mode 1 includes an estimate of Distribution services S_DS.

The BNB has not subtracted an estimate of the goods value which is included in SB, SD, SE and SL. The values for codes SB, SD, SE and SL are the same as reported under ITSS and BOP statistics. We reported separately SBG, SDG,  SEG and SLG.  

The BNB applies mixed approach for compiling the ITS by MoS:

  • for services based on estimation model - used the Eurostat - WTO model. These services are: Manufacturing services on physical inputs owned by others (SA); Freight and Passenger transportation (SC); Travel (SD); FISIM (SG2); Insurance services (SF).

  • for services based on direct reporting survey - used results of the survey conducted by the BNB for the MoS purposes. Services based on quarterly survey on enterprises trading internationally in services and for which the BNB has started conducting an additional survey for MoS purposes are: Maintenance and repair services n.i.e. (SB); Transport services other than passenger and freight (SC33); Postal and Courier services (SC4); Construction (SE); Financial services other than FISIM (SG1); Charges for the use of intellectual property n.i.e. (SH); Telecommunications, computer, and information services (SI); Other business services (SJ); Personal, cultural, and recreational services (SK); Government goods and services n.i.e. (SL).

The NSI is in charge of the compilation of Mode 3 which used residents' turnover and FATS data.

The used geographical breakdown for BOP, ITSS and MOS data is the same and the comparability is fully achieved.

Datasets are comparable with BOP and ITSS datasets. The use of FATS data contributes to good comparability with FATS statistics.
