Reporting in accordance with old calculation rules in Table 1 is not applicable.

Average loss rates has been applied on exported amounts.

ALR is calculated on the basis of data from Slovenian recyclers (data for 2022), which receive incoming waste from pre-treatment facilities. To calculate the ALR, all the waste that had to be separated from the incoming waste before it could actually be used in the production of recycled materials is taken into account. ALR is calculated separately for paper, plastic, wood and metal.

The measurement point for exported packaging waste is at the exit from the sorting process (pretreatment), so at that point we subtract all waste that is not packaging waste from the output waste. From the pretreated exported packaging waste destined for recycling, we also subtract the ALR, calculated on the basis of SI recyclers' data. Our calculations are based on the assumption that pretreated packaging waste of comparable quality enters the SI recycling processes and recycling processes abroad.

3.2.1. Classification of treatment operations

Standard classification with R and D codes as set out in Annex I and Annex II of Directive 2008/98/EC is used. For the purpose of national data collection additional code "PU - preparing for reuse" is introduced.

3.3. Coverage - sector

The data is based on reports from all waste collectors, waste treatment operators and those original waste producers that meet the prescribed reporting threshold (more information in Slovenian only).

3.4. Statistical concepts and definitions

Slovenia counts "reparing of wooden PACKAGING for reuse" for "preparing of wooden PACKAGING WASTE for re-use", which is recovery operation by which products or components of products THAT HAVE BECOME WASTE are prepared by checking, cleaning or REPARING so that they can be re-used without any other pre-processing (see Art. 3(16) of Directive 2008/98/EC). 

For this reason, the amounts of REPAIRED wooden PACKAGING WASTE are added to the "amount recycled" and to the "amount of waste generated" and the purple shaded cell in Table 1 is left empty.

No amounts of metals in incineration bottom ash has been taken into account.

3.4.1. Types of reuse system in place for each material type

In Slovenia there is no reuse system for packaging, established on law, mandatory for producers.

Custom in returning and accepting returnable packaging (Official Gazette of the Republic of Slovenia, No. 12/13) was adopted on the basis of the Statute of the Slovenian Chamber of Commerce, the Statute of the Chamber of Commerce and Industry of Slovenia and the Statute of the Tourism and Hospitality Chamber of Slovenia. The system is operating from year 2001. State authorities do not collect quantitative data on this issue.

3.4.2. Other recovery of waste

"Other recovery" is not applicable.

No energy recovered waste was treated in R1 incinerators (as reported in annual reports ODP-obdelava).

3.4.3. Information on temporary storage of packaging waste

The amounts of packaging waste recovered include the amounts of packaging waste generated and recovered in the reference year and the amounts of packaging waste generated in previous years and recovered in the reference year.

The Ministry of environment (MOPE), Environmental Agency (ARSO), Inspectorate (IRSOE) and National Statistical Office (SURS) have access to data on waste packaging. The persons who report the data also have access to their microdata (original waste producers, waste collectors and waste treatment operators, PRO organizations, individual producer).

The data on packaging waste are the basis for the preparation of national waste management programs and waste prevention programs, for the preparation of statistical data, for the preparation of analyzes of data on generated, collected and treated packaging waste, especially from the point of view of achieving environmental goals, and for fulfilling the reporting obligations of Slovenia according to EU regulations and international conventions.

The packaging and packaging waste data domain includes primary, secondary and transport packaging made of wood, metal, plastic, paper and cardboard, glass or composite packaging, placed on the market and disposed of by all NACE sectors in the national territory, and its treatment by waste operators in the EU and outside of the EU.


13. Accuracy Top
13.1. Accuracy - overall

Generation of packaging waste: POM approach - reported by all producers (including micro and small enterprises), no threshold for reporting. PROs also collect data on packaging from wholesalers that buy packaged goods from Slovenian natural persons - individuals who, in accordance with Slovenian legislation, can carry out the economic activity of production and packaging of goods as individuals (personal supplementary work, subsidiary activities on farms), and from Slovenian companies and institutions that buy packaged goods directly from foreign suppliers exclusively for their own use (and not for resale), and include these data in their "Annual reports on packaging and on treatment of packaging waste within the framework of joint systems for the management of packaging waste".

Recovery of packaging waste: reported by all waste collectors and all waste treatment operators. We also took into account data reported by original waste producers on export of packaging waste.

Data on reusable packaging is not available for 2023. During that period, there was no obligation to collect this data under national law. For the time being, we also do not have any estimates of these amounts. For more information on reusable packaging, please contact the competent authority Ministry of the Environment, Climate and Energy, Waste Management Sector (gp.mope@gov.si). 

In addition, in accordance with the legislation, an agreement between Government (MOPE on its behalf) and economic associations representing economic operators, who place the goods packed in returnable packaging on the market in RS, dealers and distributors is foreseen, which should regulate: 

  • the collection and processing of data on returnable packaging in accordance with the Customs for the return and acceptance of returnable packaging (Uzance pri vračanju in prevzemanju vračljive embalaže; Official Gazette of the Republic of Slovenia, No 12/13), which were adopted voluntary by Slovenian Chamber of Commerce, Chamber of Commerce and Industry of Slovenia and Tourism and Hospitality Chamber of Slovenia and 
  • communicating this information to the competent authority. The timetable for the implementation has not been set yet.

15.2. Comparability - over time

There are methodological changes in the calculation method for the current reference year. 

 We have made revision of:

  • generated plastic packaging waste. As plastic packaging waste generated we reported a balanced value between the amounts placed on the market and the amounts of generated plastic packaging waste calculated from the reports of waste collectors, waste treatment operators, and original waste producers (see also explanation in 18.5.2).
  • methodology for deducting imported amounts of packaging waste. Compared to 2022, in 2023 the imported amounts of packaging waste were excluded at the level of individual waste importers – packaging waste treatment operators.
  • division of packaging waste collected as mixed packaging waste (15 01 06) into individual waste packaging materials, non-packaging waste and mixture consists of various packaging materials and non-packaging waste (MESANO). For the first time, we also assessed the moisture content, impurities, and product residues in individual packaging units. The estimate of the share of non-packaging waste within the mixture MESANO was calculated based on estimations provided by packaging waste sorting facilities. Slovenia does not carry out sorting analysis of collected mixed packaging waste (15 01 06). We also took into account that composite packaging waste in the mixture MESANO does not reflect the same composition as the composite packaging as placed on the market, but consists only of light materials (paper, plastic and Al).
  • estimation of final tretament for waste that is pre-treated in Slovenia and for which reliable data on final treatment processes is not available. In Slovenia, waste (including packaging waste) is mostly pre-treated, during which holders often change the waste codes. As a result, it is difficult or even impossible to consistently track the waste flow to its final treatment. The estimate was prepared based on data on the management of materially similar waste streams. For example, in the assessment of Fe packaging waste treatment, we took into account data on the final treatment processes for all Fe waste.
  • estimation of packaging waste collected within mixed municipal waste (20 03 01). For the first time, we estimated the moisture content, impurities, and product residues in individual packaging units. For the first time the treatment of this packaging waste was estimated based on data on final treatment operations of materially similar waste.

15.4.1. Explanation for any component with a greater than 10 % variation

Explanation detailing the causes of the tonnage difference (in relation to which waste streams, sectors or estimates have caused the difference, and what the underlying cause is) for any component of packaging waste generated and recycled which shows greater than a 10 % variation from the data submitted for the previous data year.

Glass - generation    >10% The decrease in the volumes of glass packaging placed on the market in 2023 compared to 2022 was one-time event and is a result of an increase in the production of beer and similar drinks for pubs and bars in returnable bottles in 2022 following the epidemic of COVID-19. Other - generation     >10% We are observing a decline in the amounts reported as “other materials” placed on the market, which we attribute to improved data provided by producers – in particular importers of packaged goods, who more accurately specify the material composition of the packaging of imported goods (and no longer report it under “other”). Additionaly, these amounts are relatively small, meaning that a change in the data from a single producer can significantly affect the total amount reported under “other”.

18. Statistical processing Top
18.1. Source data

Packaging waste generated in Republic of Slovenia (RS) is deemed to be equal to the amount of packaging placed on the market in the same year within Slovenia.

 a) Data sources for data on packaging waste generated:

  • Annual reports of PROs (LP_OE_DROE) and self-complier (LP_OE_individualni) for 2023 on packaging and on treatment of packaging waste within the framework of joint / individual systems for the management of waste packaging - reporting to ARSO: Table 1: Data on packaging placed on the market by producers (Slovenian and foreign persons who place packaging/packaged goods on the market within RS), included data on packaging imported by Slovenian companies and institutions directly from foreign suppliers exclusively for their own use (and not for resale) and data on packaging of goods that Slovenian wholesalers bought from Slovenian persons who are not producers (personal supplementary work, subsidiary activities on farms).
  • Quarterly reports of PROs and self-complier on packaging placed on the market in Slovenia - reporting to ARSO. ARSO makes cross-checs of data on packaging from annual and quarterly reports.
  • ARSO makes cross-checs of data on producers from quarterly reports and from Register of producers (evidenca proizvajalcev - Embalaža).
  • Data on packaging placed on the market within Slovenia for wich the environmental tax was payed (provided by FURS) for the 2023. FURS keep a register of producers (Slovenian persons who place packaging/packaged goods on the market within RS) liable to pay the environmental tax for environmental pollution due to the generation of packaging waste. Producers who annually place on the market within Slovenia 15 tones or more packaging, PVC packaging (regardless of the annual weight) and plastic carrier bags (regardless of the annual weight and regardless of the type of plastic material and the wall thickness of the bag) are liable to pay the environmental tax. Producers report to FURS data on packaging placed on the market within Slovenia four times a year on the form for calculating the environmental tax. If the packaging is exported from Slovenia after the environmental tax has been paid for it, the exporter receives a refunded environmental tax (the amounts of exported packaging are not counted towards the amounts placed on the market within RS). ARSO makes cross-checs of data on packaging from annual reports and FURS data.

Cross-checks of data from different data sources listed above was performed to avoid double counting. The cross-check was also made of the data on the packaging placed on the market (POM approach) with data on the generated amounts of packaging waste from:

  • Annual reports of waste collectors (ODP-zbiranje 2023, application IS-Odpadki): packaging waste separately collected from original waste producers.
  • Annual reports of waste treatment operators (ODP-obdelava 2023, application IS-Odpadki): packaging waste separately collected from original waste producers and packaging waste resulting from the treatment of other waste (not originally packaging waste).
  • Annual reports of original waste producers (ODP-nastajanje 2023, application IS-Odpadki): export of packaging waste for recovery. Amounts of packaging waste that they stored themselves at the end of the year was taken into account, reduced by the amounts stored at the beginning of the year.
  • Analysis of annual reports of providers of the municipal public service of municipal waste collection (municipal waste collectors) on sorting analysis of mixed municipal waste for 2023 (MKO_sortirna 2023) - provided by MOPE. Municipal waste collectors must provide an sorting analysis of mixed municipal waste on annual basis. A sorting analysis and sampling of waste for sorting analysis shall be performed by a person with acquired accreditation for waste sampling in accordance with the SIST EN ISO / IEC 17025 standard. Municipal waste collectors report on sorting analysis of mixed municipal waste to ARSO; data from these reports are analyzed by MOPE. The amount of packaging waste collected within mixed municipal waste is determined by calculation based on the percentages from the sorting analysis and is added to the amounts of separately collected packaging waste.

 b) Data sources for data on packaging waste recovery:

  • Annual reports of waste treatment operators (ODP-obdelava 2023, application IS-Odpadki): packaging waste recovered in Slovenia, export of pre-treated packaging waste for recovery, import of packaging waste for recovery into Slovenia (imported amounts were subtracted).
  • Annual reports of waste collectors (ODP-zbiranje 2023, application IS-Odpadki): export of packaging waste for recovery.
  • Annual reports of original waste producers (ODP-nastajanje 2023, application IS-Odpadki):  export of packaging waste for recovery.

 Cross-checks of data from data sources listed above was performed to avoid double counting. The cross-check was made of the data on the packaging waste recovery from annual reports ODP-obdelava and ODP-zbiranje with data on packaging waste recovery from :

  • annual reports of PROs and self-complier for 2023 on packaging and on treatment of packaging waste within the framework of joint / individual systems for the management of waste packaging  (LP_OE_DROE and LP_OE_individualni): Table 5: Recovery and disposal of packaging waste - they report to ARSO data on the amounts of packaging waste, separately by packaging materials, which was recovered, recycled, energy recovered and disposed off (in SI, in EU, outside EU).

 

 c) Data sources for dividing composite packaging and packaging consisting of more than one material into individual packaging materials:     

  • quarterly reports of PROs and self-complier on packaging placed on the market within Slovenia for 2023.

 

 d) Data sources for dividing composite packaging waste into individual packaging materials:     

  • quarterly reports of PROs and self-complier on packaging placed on the market within Slovenia for 2023. The same data was used to devide composte packaging waste (15 01 05) into individual packaging materials. 
  • It is assumed that the composite packaging remaining in the output mixtures after the sorting of mixed packaging waste (15 01 06) has a different composition (light fraction: plastic, paper, aluminium). The composition has been determined based on an estimate.

 

e) Data sources for dividing metal packaging and metal packaging waste (15 01 04) into Fe and Al:     

  • annual reports of PROs and self-complier for 2023 on packaging and on treatment of packaging waste within the framework of joint / individual systems for the management of waste packaging  (LP_OE_DROE and LP_OE_individualni).

Analysis of data from sorting analysis of mixed municipal waste.

1.) To divide the mass of metal packaging waste (15 01 04) into Fe/Al, both during generation and treatment, we use the proportion of Fe and Al, which is calculated from the data from annual reports of PROs and self-complier for 2023 on packaging and on treatment of packaging waste within the framework of joint / individual systems for the management of waste packaging  (LP_OE_DROE and LP_OE_individualni), which are, separately for Fe and Al packaging, reported to ARSO.
2.) We use data from quarterly reports for 2023 of PROs and self-complier to divide the mass of composite packaging waste (15 01 05) into individual packaging materials. PROs and self-complier report to ARSO data on composite packaging and packaging consisting of more than one material separately by packaging materials (except for materials that represent less than 5% of the mass of the packaging unit - these are included in the mass of the dominant material in the composite).
3.) Packaging materials in hazardous packaging waste:
- 15 01 10: the mass of generated and treated packaging waste is divided into Fe, plastic and glass based on data from annual reports of waste treatment operators (Table 4 ODP-obdelava 2023).
- 15 01 11: the mass of generated and treated packaging waste is attributed to Fe based on the description of this waste in LoW.
4.) The mass of generated packaging waste discarded as mixed municipal waste is calculated from data on collected mixed municipal waste from annual reports on waste collection for 2023 and data from analysis of data from sorting analysis of mixed municipal waste for 2023.

The requirements of Regulation 1013/2016/EU were met for all shipments of waste packaging to the Member States and to countries outside the EU. For shipments of waste packaging to countries outside the EU, we do not have proof of compliance with the conditions from Article 6a(8) of Directive 94/62/EC. In Table 1, we also reported the amounts of packaging waste that was sent for recycling to countries outside the EU with the note that there was no evidence that the treatment of packaging waste outside the EU took place in conditions that are broadly equivalent to the requirements of the relevant Union environmental law.

18.5.2. Information on estimates for packaging placed on the market

The data are obtained in accordance with the calculation rules from Decision 2005/270/EC, as last amended by Implementing Decision 2019/665/EC .

 There is no quantitative threshold for reporting data on packaging placed on the market and so we estimate that:

(a) free-riders – no significant impact.

(b) units below the de minimis threshold – no threshold.

(c) self-compliers – only one producer (individual system). 

(d) after-placed-on-the-market exports – for packaging for which an environmental tax has been paid (approx. 95% of all packaging placed on the market), the exporter can request a refund of the environmental tax paid (almost 0 every year) – FURS (Slovenian Financial Administration). No such refundation was requested in 2023. 

(e) online trade – Slovenian providers are included in PRO as producers, foreign providers have this option. As long as the foreign supplier does not fulfill the EPR obligations in Slovenia, the Slovenian buyer who buys packaged goods exclusively for his own use (the end user of the goods) from this foreign supplier must report to his chosen PRO data on the weight and type of packaging of these goods. This does not apply to Slovenian buyers - natural persons (individuals or households). PROs report these data in their annual reports to ARSO. We have no data on packaging originating from online household purchases from foreign providers who do not fulfill their EPR obligations in Slovenia. 

(f) private imports and exports - We have no data on packaging originating from private purchases by Slovenian households abroad. Given that retail prices in SI are comparable to prices in neighboring countries, households do not make regular purchases abroad. We estimate that the amounts of packaging that foreign and domestic tourists bring to Slovenia from abroad is comparable to amounts of packaging that Slovenian households take on vacation (Slovenian still mostly vacation in Croatia, 10-14 days, private appartments and tourist camps). 

(g) reusable packaging placed on the market for the first time – producers report to their PRO, these amounts are included, no threshold. 

(h) any other estimation – there are no other estimations. 

 

The reported amount of generated plastic packaging waste is a balanced value between data on amounts of plastic packaging placed on the market (based on reports from PROs and self-compliers) and data on amounts of plastic packaging waste generated (based on reports from waste collectors, treatment operators, and original waste producers) (see also explanation in point 15.2). The balanced value represents the average of these two datas. The difference between the average (balanced) value and the data on amounts of plastic packaging placed on the market is mainly attributed to online trade (e); however, the influence of private imports and exports cannot be entirely excluded (f).

In the same report, they also report separately all the outputs from this recycling process, regardless of their legal status (waste and products, materials or substances that are not waste). In our report in accordance with Directive 94/62/EC, those output waste that the recyclers do not send to further recycling facility are deducted from the amount of input waste at the entrance to the respective recycling process.

18.5.4.1. Detailed description of the methodology to calculate the amount of non-target materials removed between the measurement and the calculation points, where applicable

Comparison of data from annual reports on waste treatment (ODP-obdelava, IS-Odpadki) on the amounts of packaging waste at the entrance to the recovery operations (Table 3) and on the amounts and types of products (waste or non-waste, respectively) at the output of the recovery operations (Table 4 and Table 4a).

18.5.4.2. Detailed description of how compostable packaging recovered at biowaste treatment plants has been identified and recorded in the data

Every waste treatment operator that aerobically or anaerobically treats waste in a composting or biogas plant has an environmental permit for this recovery operation. A waste treatment report (ODP-obdelava) must be submitted by all of them (apllication IS-Odpadki). They report the amounts and types of waste entering the recovery operation which they report as R3 operation - recycling/reclamation of organic substances (Table 3). They also report the amounts of produced compost or digestate, respectively (Tables 4 and 4a). They also have to report the permited use of the produced compost or digestate (use on land for the benefits of agriculture or ecological improvement or use on land for other purposes or use for substrate preparation). In 2023 only wooden packaging waste (15 01 03) was entering composting. Compost obtained was reported as "non-waste". 

 In this report the amount of composted wooden packaging waste is included in the amount of recycled packaging waste. 

18.5.5. Methodology to determine recycled amounts from composite packaging or packaging composed of multiple materials

Data sources for dividing composite packaging and packaging consisting of more than one material into individual packaging materials:     

  • quarterly reports of PROs and self-complier on packaging placed on the market within Slovenia for 2023.

 

Slovenia use data from quarterly reports for 2023 of PROs and self-complier to divide the mass of composite packaging waste (15 01 05) into individual packaging materials. PROs and self-complier report to ARSO data on composite packaging and packaging consisting of more than one material separately by packaging materials (except for materials that represent less than 5% of the mass of the packaging unit  - these are included in the mass of the dominant material in the composite).

It is assumed that the composite packaging remaining in the output mixtures after the sorting of mixed packaging waste (15 01 06) has a different composition (light fraction: plastic, paper, aluminium). The composition has been determined based on an estimate.

Waste composite packaging generated in SI is exported for recycling. The only exception is one Slovenian recycler, who recycles composite packaging waste in which the dominant material is Al. In its recycling process of 15 01 05, all other materials are burned up and reported as losses. The amount of its input waste is attributed to Al.

The material composition of composite packaging waste, which is pretreated in SI and exported for recycling, is determined on the basis of the material composition of composite packaging placed on the market.

18.5.6. Use of Average Loss rates (ALRS)

Description of the sorted packaging waste to which ALRs are applied, types of sorting plants to which different ALRs apply, the methodological approach to calculating ALRs at such point(s), including the statistical accuracy of any surveys used, or the nature of any technical specifications.

 For the 2023 calculations, the same values were applied for the definition of ALR as those used in 2022.

ALR is calculated on the basis of data from Slovenian recyclers (ODP-obdelava 2022), which receive incoming waste from pre-treatment facilities. To calculate the ALR, all the waste that had to be separated from the incoming waste before it could actually be used in the production of recycled materials is taken into account. ALR is calculated separately for paper, plastic, wood and metal.

The measurement point for exported packaging waste is at the exit from the sorting process (pretreatment), so at that point we subtract all waste that is not packaging waste from the output waste. From the pretreated exported packaging waste destined for recycling, we also subtract the ALR, calculated on the basis of SI recyclers' data. Our calculations are based on the assumption that pretreated packaging waste of comparable quality enters the SI recycling processes and recycling processes abroad.

18.6.2. Attribution of waste to packaging and non-packaging types and correction for humidity

Reported data on recovered packaging waste does not include the amounts of moisture content, impurities and waste that is not packaging waste and is collected together with packaging waste and sorted out in packaging waste sorting plants.

The estimate of the share of non-packaging waste within the mixture at the exit from sorting of 15 01 06 was calculated based on estimations provided by packaging waste sorting facilities. Slovenia does not carry out sorting analysis of collected mixed packaging waste (15 01 06).

 

We assessed the product residues in individual packaging units in 15 01 06 and packaging waste collected within mixed municipal waste (20 03 01). Based on studies from Austria and Germany (see added files), we estimated that the share of product residue in individual packaging units within 15 01 06 is 5%, and in individual packaging units within 20 03 01 is 11%.

In their waste treatment reports (ODP-obdelava, application IS-Odpadki), waste treatment operators report the amounts and types of imported waste for R/D, separately by exporting countries (EU and non-EU countries). The Imported amounts was excluded from treated amounts of packaging waste. See also explanation in 15.2.
