Data from annual packaging PoM and waste management reports are verified by EPA, i.e. the authority to which these reports are submitted. This obligation for the EPA is laid down in the Packaging and Packaging Waste Management Rules (see section 6.1)and in the Rules on the Accounting of and Reporting on the Generation and Management of Waste (see section 6.1).
GPAIS has been developed as a verification tool for the accounting of waste generation and management:

Administrative reporting data Until the system and accounting of reusable packaging is legally regulated, some packaging may be misclassified, i.e., reusable packaging is considered single-use and vice versa. This is especially relevant for wooden, metal and plastic packaging. For the accounting of reusable glass packaging, this problem is not very relevant, since most of them are covered by the deposit-return system. The accounting of reusable packaging does not yet comply with the requirements of the Commission Implementing Decision (EU) 2019/665. The current system for collecting data on reusable packaging does not include data on packaging placed on the market for the first-time, rotation, reusable packaging systems. The currently ongoing GPAIS (the Unified Product, Packaging and Waste Record Keeping Information System) update project will also include changes to the accounting of reusable packaging, which should solve the problems in question within 1-2 years.
Sample survey The sample survey is carried out by sampling methods using a simple stratified random sampling plan. The census list of farmers and family farms is compiled on the basis of the Statistical Register of Farms. A stratified simple random sample of size n=4000 is selected from the sampling list. Population elements are divided into non-intersecting parts (layers) according to the standard production of farms. The sample includes the 1,000 largest farms in terms of standard output. Farms are also selected, which, according to the data of the Simplified Direct Payments Information System database, had areas of more than 5 ha in the reporting year where forest felling is carried out or allowed to be carried out. The census list of agricultural, forestry and fishery enterprises is compiled on the basis of the Statistical Register of Economic Entities. In total, about 30% of all enterprises in the population are selected for the survey. The sampling plan is a simple random stratified sampling. Enterprises are grouped by economic activity at the NACE Rev. 2 grade level (group). |
