The report is in compliance with the recycling targets according to the new calculation rules (as set out in Article 6c of Commission Decision 2005/270 as last amended).

The derogation to make use of the delegated act on average loss rates has not been applied.

3.2. Classification system

The waste types defined in the European List of Wastes is used to classify waste, but part of waste is subject to a more detailed classification by splitting a 6-digit code into an 8-digit code (waste classifier is defined in the Waste Management Rules):

  • the plastic packaging code 15 01 02 has been supplemented with codes 15 01 02 01 (PET packaging) and 15 01 02 02 (other plastic packaging);
  • the composite packaging code 15 01 05: with codes 15 01 05 01 – composite packaging with the prevailing paperboard content, and 15 01 05 02 – other composite packaging;
  • the metal packaging code 15 01 04: with codes 15 01 04 01 – aluminum packaging, and 15 01 04 02 – ferrous metls packaging.

The statistical classification of economic activities NACE Rev. 2 was used in the sample survey.

3.2.1. Classification of treatment operations

Waste disposal (D) and recovery (R) operations correspond to analogous operations defined in Annex I and Annex II of Directive 2008/98/EC. Additional codes (S) are used for waste collection and (or) transport, pre-treatment (sorting, shredding, granulation, drying, etc.), import/export (including waste shipment in/out EU), trade/brokering and temporary storage operations.

11. Quality management Top
11.1. Quality assurance

Data from annual packaging PoM and waste management reports are verified by EPA, i.e. the authority to which these reports are submitted. This obligation for the EPA is laid down in the Packaging and Packaging Waste Management Rules (see section 6.1)and in the Rules on the Accounting of and Reporting on the Generation and Management of Waste (see section 6.1).

  • The verification and approval of the submitted annual reports is carried out by the EPA until June 1.
  • If the EPA detects inaccuracies, incorrectness and other deficiencies in the submitted data, the company is given a 20-day deadline to eliminate them.
  • The controlling authority,  the Environmental Protection Departament (EPD), is informed about the comments submitted to the company regarding the correctness of the data and the deadlines for their correction.
  • All the above actions are performed and managed by the Unified Product, Packaging and Waste Record Keeping Information System (hereinafter ‘GPAIS’) tools.

GPAIS has been developed as a verification tool for the accounting of waste generation and management:

  • It is supplied with tools for data verification at the moment of entry.
  • Waste movements are controlled with the help of modules for processing Waste Consignment Notes and transboundary waste shipment documents.
  • GPAIS modules are integrated and ensure cross-checking of data.
  • It also has a warning system that notifies EPD about possible irregularities, etc.

EPD performs regular inspections of waste management companies on waste management sites. Inspection data are confidential and available only to environmental authorities.

13. Accuracy Top
13.1. Accuracy - overall

Administrative reporting data

Until the system and accounting of reusable packaging is legally regulated, some packaging may be misclassified, i.e., reusable packaging is considered single-use and vice versa. This is especially relevant for wooden, metal and plastic packaging. For the accounting of reusable glass packaging, this problem is not very relevant, since most of them are covered by the deposit-return system.

The accounting of reusable packaging does not yet comply with the requirements of the Commission Implementing Decision (EU) 2019/665. The current system for collecting data on reusable packaging does not include data on packaging placed on the market for the first-time, rotation, reusable packaging systems. The currently ongoing GPAIS (the Unified Product, Packaging and Waste Record Keeping Information System) update project will also include changes to the accounting of reusable packaging, which should solve the problems in question within 1-2 years.

 

Sample survey

The sample survey is carried out by sampling methods using a simple stratified random sampling plan.

The census list of farmers and family farms is compiled on the basis of the Statistical Register of Farms. A stratified simple random sample of size n=4000 is selected from the sampling list. Population elements are divided into non-intersecting parts (layers) according to the standard production of farms. The sample includes the 1,000 largest farms in terms of standard output. Farms are also selected, which, according to the data of the Simplified Direct Payments Information System database, had areas of more than 5 ha in the reporting year where forest felling is carried out or allowed to be carried out.

The census list of agricultural, forestry and fishery enterprises is compiled on the basis of the Statistical Register of Economic Entities. In total, about 30% of all enterprises in the population are selected for the survey. The sampling plan is a simple random stratified sampling. Enterprises are grouped by economic activity at the NACE Rev. 2 grade level (group).

Non-sampling errors do not significantly affect the results. There are not many cases of non-receipt of data from respondents, so the non-response rate is low.

Statistical information is published according to the Official Statistics Calendar. In the event of a delay, users shall be notified in advance, stating the reason and the new date of publication.

  1. The amount of plastic packaging waste generated was calculated using the waste analysis method, previously the PoM method was used.
  2. Percentage of ALRs applied to the amount of plastic packaging exported for recycling, calculated on the basis of data from domestic plastic packaging recyclers.

Full comparability with the statistical information published by the Lithuanian Department of Statistics, all used statistical classifications of Lithuania and Eurostat is ensured.

All calculations are performed according to a common EU methodology; the results are reliable and consistent.

Explanation detailing the causes of the tonnage difference (in relation to which waste streams, sectors or estimates have caused the difference, and what the underlying cause is) for any component of packaging waste generated and recycled which shows greater than a 10 % variation from the data submitted for the previous data year.

Generation. The amount of wooden packaging placed on the market is constantly decreasing because companies are increasingly classifying a larger quantity of single-use packaging as reusable, i.e., according to their true purpose. Due to the complex accounting of reusable packaging and the related tax relief application, many companies tend to declare reusable packaging as single-use. Although this problem is gradually being addressed, the amount of single-use wooden packaging placed on the market is still overestimated.

Recycling. The significant decrease in the recycled amount was determined by the clarification of the intended use of products obtained from wooden packaging waste recycling. Upon discovering that the obtained products were intended for use as fuel, their quantity was not attributed to recycling.

Ferrous metal -11.1 / 1.9 High inflation (8.5-9.5%), the Russia-Ukraine war and uncertainty about the future have led to a more cautious consumer behaviour, resulting in a fall in consumption. There was a decrease in the market supply of all material packaging, but the most mentioned reasons affected the supply of ferrous metal packaging. The decrease was reported by the major supermarkets and canned products manufacturers.

Other 14.2 / 0 Composite and multi-polymer plastic packaging is often mistakenly assigned to this category. If classification errors are detected during the company inspection, the latter are corrected. This leads to small variations in quantities between different years of data.

18.3.1. Description of the methodology and verification of data on packaging waste generated in case waste analysis is used

The waste analysis is applied only to plastic packaging waste generated and does not rely on sampling in different waste streams. The applied method assumes that the available waste management data fully reflect the generated plastic packaging waste.

The amount of generated plastic packaging waste ‘M’ is calculated as follows:

  • M= Mmix + Msortkont + MsortOther + Msep + MsepPET + Mkomb – Mcont – Msortnontarg , where;
  • Mmix – plastic packaging waste content in mixed municipal waste;
  • Msort – packaging waste amount generated by the sorting of waste collected in co-mingled containers;
  • MsortOther – plastic packaging waste amount resulting from the sorting/pre-treatment of non-plastic packaging waste;
  • Msep – plastic packaging waste amount collected separately from households and businesses;
  • MsepPET – PET packaging waste amount collected through the deposit return system;
  • Mkomb – plastic content of composite packaging;
  • Mcont –dirt and moisture content in plastic/composite packaging waste;
  • Msortnontarg – amount of non-targeted waste resulting from the sorting of plastic packaging waste.
18.3.2. Description of the methodology to report on composite packaging

Composite packaging accounts for less than 2 percent of the total packaging. The quantities of materials in the composite packaging are calculated on the basis of the predominant material and the typical percentage of the most common packaging (TetraPack, packaging for coffee, chips or ice cream (made of plastic and aluminum layers), etc.).
Until 2022 (reporting data 2020), data on the composition of composite packaging was obtained from the information system of the State Tax Inspectorate (STI). Since 2023 (reporting data 2021), due to changes in legislation, the STI does not collect such data. Data on the composition of composite packaging will be collected in the information system of the Ministry of the Environment from 2024 (reporting data 2023). Regarding the 2021 data, the choice was made to classify the entire amount of plastic-dominated composite packaging as plastic, while for the paperboard-dominated composite packaging the plastic and metal content estimate is based on the composition of representative packaging of this kind. For packaging with predominance of undefined materials (others), the plastic content was determined by consulting with the largest suppliers of such packaging.

18.3.4. Explanation of the scope and validity of surveys to collect data on the generation and treatment of packaging waste

1. Primary statistical data from agricultural, forestry and fisheries enterprises are collected in the electronic statistical data preparation and transmission system e. Statistika.

The data is presented in the statistical report ATL-01 on the generation and management of waste in agriculture, forestry and fisheries of agricultural companies and enterprises, approved by the Director General of the Lithuanian Statistics Department in 2020. December 17 by order no. DĮ-370.

2. Primary statistical data from farmers and family farms are collected by filling in the form ATLŪ-01 of the statistical survey of the generation and management of waste in agriculture, forestry and fisheries, the statistical survey of farmers and family farms, approved by the Director General of the State Data Agency in 2023. February 8 by order no. DĮ-32, The questionnaire is filled out in the electronic population survey system e.Statistika.gyventojams or by specialists (interviewers) interviewing respondents online or by phone

The statistical report form and the statistical questionnaire are regularly reviewed and improved if necessary (last tested in 2022) in order to reduce the burden of statistical reporting on respondents.

To ensure the quality of statistical data, validation and editing of statistical data is performed. The first step is to check that the data meet the mathematical, logical and boundary control conditions. The statistics are corrected for the nature of the error. Errors to be ignored are corrected according to the cause of the error indicated by the respondent. Mandatory errors are always corrected. The statistics are compared with data from previous studies. Waste management companies reports the following data on waste recycling/recovery (amount in tonnes):
Step 1: input to reprocessor/composting
Step 2: waste generated during processing
Step 3: products/materials generated during processing
Step 4: materials used in processing (if any)
The above-mentioned waste recycling process must be specified for each waste (i.e. for each code of List of Waste) separately.
Non-target wastes and materials (e.g. liquids) generated in Step 2 and 3 are deducted from the amounts reported at the measurement point.

18.5.4.2. Detailed description of how compostable packaging recovered at biowaste treatment plants has been identified and recorded in the data

Biowaste treatment plants operators receive waste from waste management companies (waste collectors, sorting plants, etc.).  Both the sender and the recipient of waste are obliged to report the quantities of sent/received waste according to waste codes of LoW and origin, in addition, the sent quantity and waste code cannot differ from the received one. The received by biowaste treatment plant waste is reported as input to composting, in turn, input to composting is considered as recycling.

18.5.5. Methodology to determine recycled amounts from composite packaging or packaging composed of multiple materials

In 2023, no composite packaging containing plastic was recycled within the country. Only Tetra Pak type packaging with a paper-cardboard, plastic and aluminium content of around, respectively, 76, 20 and 4% was shipped for recycling.
