3.1. Data description

Croatia applies the new calculation rules.

Data on packaging and packaging waste comes from the Extended Producer Responsibility Scheme (EPR scheme). The Environment Protection and Energy Efficiency Fund (EPEEF), acting as the only producer responsibility organization (PRO), collects data both on put-on-market from producers/importers and processed quantities from recovery/recycling facilities with whom they have contracts. According to the Ordinance that stipulates the management of packaging waste, stakeholders in the packaging and packaging waste management system are required to submit to FZOEU data on quantities and types of packaging placed on the Croatian market, and data on collected and processed packaging waste. 

Data on rotations of reusable packaging came from the survey research generating quantitative data for 2022. The Institute for Environment and Nature conducted the survey. A questionnaire on reusable packaging detailed data was sent to all subjects reporting usage of reusable packaging to the EPR scheme.

Separate collected packaging waste presents rather pure sources and has passed the sorting stage. Data on recovery and recycling is coming directly from the recovery/recycling facilities company. Packaging waste is separated from other types of waste and impurities and as such enters the recycling process. Paper and carton waste data additionally account for moisture content which is deducted.

Responsible for the collection and compilation of data and information about the environment and nature, to ensure and monitor the implementation of environmental and nature policy, sustainable development, and the performance of professional activities related to the protection of the environment and nature.

It is appointed as the central information authority of the Republic of Croatia for coordinating reporting and reporting to the European Commission on the implementation of specific environmental protection regulations, including waste.

Environment Protection and Energy Efficiency Fund (EPEEF)

Responsible for organizing and monitoring systems for the management of special waste categories (one of which is packaging waste). Through an extended producer responsibility (EPR) scheme, acting as the Producer Responsibility Organization (PRO) EPEEF collects detailed data on packaging placed on the Croatian market as well as data on activities of treatment of waste packaging and supervision of the performance of these activities.

  • Repaired wooden packaging will be accounted for in the coming years when sufficient data will be available.
  • The amount of metals in incineration bottom ash (IBA) is not taken into account for the calculation of the targets because that methodology is not currently used for the recovery of Croatian packaging waste.

Only the recovery of energy from wood packaging waste was reported. The calculation of the plant energy efficiency factor for the recovery status R1 was not performed.

The impact of temporary storage on recycled waste was assessed as insignificant, except for Ferrous packaging waste in the year 2022. and 2023. Ferrous packaging waste collected in 2022. in one facility processing iron cans stayed in temporary storage due to technical issues in the year 2022.

6.1. Institutional Mandate - legal acts and other agreements

Environmental Protection Act (Official Gazette 80/13, 153/13, 78/15, 12/18, 118/18) and Waste Management Act (Official Gazette 84/21, 142/23) assigns the responsibility of the Institute for Environment and Nature to be the central information authority of the Republic of Croatia for coordinating reporting to the European Commission on the implementation of specific environmental protection regulations, including waste.

Act on the Environmental Protection and Energy Efficiency Fund (Official Gazette No. 107/03, 144/12) establishes the Fund as an extra-budgetary fund in the capacity of a legal person with public authority. Public authority means the adoption of administrative acts on payment of the fees, keeping the register of persons liable to pay the fees, specifying the requirements to be fulfilled by beneficiaries of the Fund’s financial resources and conditions for granting the funding.

6.2. Institutional Mandate - data sharing

Arrangements and procedures for data exchange and delivery between EPEEF and the MESD are prescribed in the Waste Management Act (Official Gazette 84/21, 142/23) and The Ordinance on packaging and packaging waste (Official Gazette 88/2015, 78/16, 116/17,14/20, 144/20).

Accuracy:

  • Data on recovery/recycling from the EPR system are cross-checked with the data reported in the database The Environmental Pollution Register containing, among data on waste generators and waste collectors, annual data from waste treatment facilities. Data available in the Transboundary Waste Shipment Database (TWSD) containing data from yearly reports on quantities and types of shipped waste are also used for cross-checking.
  • Data on placed on the market are not cross-checked due to a lack of alternative sources and methodology.

 

Completeness:

  • Data collection on Placed on the market data is done by the PRO which carries out certain QC checks (year-to-year comparisons are done, custom duty data are consulted, and random inspections by the Directorate for Inspection conclusions are used). Yet data certainly has not achieved the highest level of completeness. In the lack of alternative data, methodology, or mechanism to determine the share of uncovered data such analysis has not been performed and no adjustments have been applied.
  • MENC validates the annual national data as reported by the Environmental Protection and Efficiency Fund acting as PRO. This includes checks related to consistency, plausibility, and development over time and observations are discussed with the Fund and through the Fund with the legal entities involved in reporting the data.

Coverage issues exist related to POM data (free riders).

To achieve better control of the mandatory enterprises placing packaging on the market EPR Registry is about to be transplanted to The financial agency (FINA) and registration and data collection are to be performed in electronic form.

A survey on waste generation is to be performed in the coming years. 

A simple set of data on reusable packaging is obtained through the EPR scheme. Producers/importers are obligated to report quantities at first time placed on the market and disposal of end-of-life reusable packaging. Detailed data on rotations of reusable packaging are obtained by the survey conducted by the Institute for Environment and Nature. A questionnaire on reusable packaging detailed data was sent to all subjects reporting usage of reusable packaging to the EPR scheme.

The data comes from the EPR system with no additional data corrections performed. Certain analyses are planned in the coming period. Data source on the weight of recycled packaging waste is also the EPR system, with implemented controls on the weight of packaging waste as input to the recycling facility from which impurities are deducted, if necessary. For the above reasons, no additional correction factors were used.

Preliminary raw data from the EPR system are available on the 01st of May of the year succeeding the reference year. Final data are available in the fourth quarter of the year succeeding the reference year.

Packaging waste generated data is based on packaging put on the market (PoM), obtained by the Environmental Protection and Energy Efficiency Fund (Fund), the centralized Producer Responsibility Organization in charge of the extended producer responsibility (EPR) scheme in Croatia.
The Ordinance on packaging and packaging waste (Official Gazette 88/15, 78/16,116/17, 14/20, and 144/20) lays down that upon placing on the market in the Republic of Croatia, the producer/importer/introducer shall pay to the Fund the waste packaging management fee. Costs of collection and treatment of waste packaging in the system managed by the Fund are covered by the mentioned fee. Producers are reporting data quarterly to the Fund that must send yearly data to the Ministry of Economy and Sustainable Development, Institute for Environment and Nature (MESD). Through the survey, MESD has collected data on reuse packaging rotations, which are to be collected by the PRO in the coming years.

Data on recovery/recycling are also coming from the EPR system in which facilities with conducted contracts report the data on collection and recovery/recycling.

Data validation is done by MESD in close cooperation with FZOEU.

The weight of packaging waste generated is considered equal to the amount of packaging placed on the market. The data comes from the EPR system with no additional data corrections performed. Certain analyses are planned in the coming period. Data source on the weight of recycled packaging waste is also the EPR system, with implemented controls on the weight of packaging waste as input to the recycling facility from which impurities are deducted, if necessary. For the above reasons, no additional correction factors were used. ALR is also not applicable because the data comes directly from the recycler facilities. There was no export outside the Union reported within the EPR system.

18.5. Data compilation

Generated waste packaging is calculated by adding up all single-use packaging placed on the market in the referent year and all end-of-life re-use packaging submitted to the recycle companies.
The recovery and recycling rates are calculated in percentage i.e. the total quantity of recycled or recovered packaging waste divided by the quantity of generated waste packaging.
