13.1. Accuracy - overall

The PoM data collected by the PROs is estimated to be reliable. However, it is missing the amounts from producers with turnover below 1 million EURO, free-riders and private imports. These amounts have been estimated using different surveys, and the accuracy might not be very high. The amounts of recycling are reported by the PROs and they are based on weighing the waste, either at calculation point or at the output of the sorting facility. If needed, non-targeted materials are being subtracted using compocition analyses. There  may be some underreporting of recycled waste, especially for business packaging. For example, some metal packaging is recycled together with other metals and not reported to the PRO.

Reuse systems are operated by trade and industry. Data quality is estimated to be of high quality. Data collection is based on the number of rotations for each packaging type, transformed into total weight.

Waste management data is collected by packaging PROs or deposit based systems for beverage containers from their contract operators. Aggregated data is submitted to authorities annually.

Only metal packaging is collected together with other houshold metals. The amount of packagin metals is calculated using waste analysis of collected metals.

The exporter has to apply for a permit from the appropriate authority (Finnish Environment Institute) and fill the obligations considering waste shipments. The PRO has to ensure that the recycling facility meets the requirements for recycling. The PRO has to report to authorities the amounts of packaging waste recycled in each facility.

All PROs have contracts with recycling operators. The operators report the amount of waste at the calculation point to the PROs. For instance, the amount of glass packaging waste entering a recycling process is reported (measurement point). The amount of non-targeted materials for each batch of glass waste is determined at the recycling facility and subtracted from the amount at the measurement point.

All packaging materials recycled are calculated at the calculation point (material recycling). It is obligatory to report the POM data of composite packaging or packaging composed of multiple materials for each material. Only if the share of a material is below 5 %, reporting is voluntary.
