| State Data Agency (Statistics Lithuania) estimates and publishes the number of the unemployed based on an ILO definition of the term “unemployed”. Unemployment counts as presented by the National Employment Service Under the Ministry of Social Security and Labour of the Republic of Lithuania (Employment Service). National description ‘Registered Unemployed’ are persons actively undertaking or keeping a registration in one of the bureaus of the Employment Service in the country. Labour force means the total employed persons and the unemployed. The Lithuanian Employment Service publishes data on registered unemployment, expressed as a ratio of the unemployed registered with the labour exchange to the working-age population. |

18.1. Source data
The sources of quarterly statistical information are the Labour Force Survey and administrative data from the State Social Insurance Fund Board (Sodra) and the Population Register.
18.1.1. Source data - frame population
| Sampling design (scheme; simple random sample, two stage stratified sample, etc.) |
Base used for the sample (sampling frame) |
Last update of the sampling frame (continuously updated or date of the last update) |
Primary sampling unit (PSU) |
Final sampling unit (FSU) |
Date of sample selection |
| The sample is constructed as follows: having selected a simple random sample of the fixed number of persons of the sampling frame, the members of their households are also included. Even in case turned out that according to the address denoted, a part of people or all of them were not included into the list of the sample, all household members actually living there were interviewed. The cluster sample of persons is thus obtained. All the persons living at the address selected belong to the same cluster. The actual composition of the cluster is indicated during the survey. |
The Population register. The Population register has some shortcomings: it suffers from the undercoverage and overcoverage; not all the addresses are included in the frame, part of them are imprecise, and it is impossible to follow the person selected up to his correct address. The Population register for persons of age under the survey coverage with the addresses of residence in towns and at least the name of the village in rural area is used as a sampling frame. This frame is actually used as a frame of addresses. |
The sampling frame is being updated every day. |

Use of dependent interviewing (Y/N)? |
In case of Computer Assisted Methods adoption for data collection, could you please indicate which software is used? |
| At first respondents can answer the LFS questionnaire by themselves on the internet (CAWI). If they choose not to do so, interviews are conducted by face-to-face (CAPI) or telephone (CATI) according to the circumstances. The interview normally takes place during the week immediately following the reference week but never later than five weeks after the reference week. |

18.4. Data validation
Member States shall transmit to the Commission (Eurostat) quarterly and annual datasets with pre-checked microdata that comply with validation rules according to the specification of variables for their coding and filter conditions set out in Annex I of the Regulation 2019/2240. Member States and the Commission shall agree on additional validation rules that shall be fulfilled as a condition for transmitted data to be accepted.
Arithmetic and qualitative controls are used in the validation process, including comparison with other data. Before data dissemination, the internal coherence of the data is checked.

18.5.2. Brief description of the method of calculating the quarterly core weights

Is the sample population in private households expanded to the reference population in private households? (Y/N) |
If No, please explain which population is used as reference population |
Gender is used in weighting (Y/N) |
Which age groups are used in the weighting (e.g., 0-14, 15-19, ..., 70-74, 75+)? |
Which regional breakdown is used in the weighting (e.g. NUTS 3)? |
Other weighting dimensions |
| The weighting method for the Lithuanian LFS is based on the generalised calibration method introduced by Deville and Särndal in 1992. The initial household design weights are adjusted by the use of auxiliary information relating to population data on 60 municipalities and the intersection of 13 age-groups, sex and urban/rural living place. All household members have the same sampling weight |

The EU Labour Force Survey (EU-LFS) is the largest European household sample survey. Its main statistical objective is to classify the population of working age (15 years and over) into three mutually exclusive and exhaustive groups: employed persons, unemployed persons, which together represent the ‘labour force’, and the people outside the labour force.

Unemployed person is a non-working person of an established aged 15–74 who has been actively looking for a job in the last four weeks and is ready to start working in two weeks.
Long-term unemployed person is an unemployed person who has been looking for a job for one year or longer.
Inactive persons – persons who are neither working nor looking for a job and who can be categorised as neither employed nor unemployed.
Employed persons refer to persons doing any kind of work, for which they are remunerated in cash or in kind or have income or profit. In the survey, the employed population is defined as persons aged 15–89 who were doing any kind of work for at least one hour in the reference week for which they have been remunerated in cash or in kind or had profit or income, as well as those who had a job but temporarily were not working.
Labour force refers to the total employed population and the unemployed.
Activity rate is an indicator expressed as a ratio of the labour force of the selected age group to the total population of the same age.
Unemployment rate is an indicator expressed as a ratio of the unemployed to the labour force.
Employment rate is an indicator expressed a ratio of the employed population of a selected age group to the total population of the same age.
The data collection shall be carried out in each Member State for a sample of observation units constituted by private households or by persons belonging to private households who have their usual residence in that Member State.
