2.3. Coverage - sector

Formal education in Bosnia and Herzegovina.

Data collection covers all education institutions in each of the education levels, irrespective of ownership (public or private), or the residence area they are established in (urban or rural).

2.4. Statistical concepts and definitions

1. Pre-primary, primary and secondary education:

Pre-school upbringing and education is an activity that includes upbringing and education, care and protection of children from six months of age to entering basic school. It is performed in public and private pre-school institutions. Work with children in pre-school institutions is organised in educational groups. Educational groups are formed based on the age of children.

Pupil/ student is a person enrolled in school with the aim of attending school.

Repeater (a pupil who repeats the grade) is a pupil who enroll to a same grade two or more times.

School, in education statistics, is a group of pupils organized into one school unit with one or more teachers who perform certain kind of teaching by certain educational plan and programme, irrespective of a school being central or independent school, a regional unit or a unit within another type of school. Schools are also considered territorially separated units/regional units within basic schools as well as classes for children with special needs, within regular basic schools.

Class is a group of pupils, who are simultaneously and in the same classroom, taught by one or more teachers successively, during one school year.

Grade is a level of education in which pupils, in a certain time interval but no longer than one school year, attain a certain extent of knowledge in accordance with an educational plan and programme of a certain kind of school.

Secondary school is an institution for performing an activity in the field of secondary education and upbringing. A school performs educational activity by realizing the educational plan and programme. That is an institution where general and vocational knowledge and skills, required for continuing education, are being acquired. School can be established as grammar school, secondary technical or vocational school, religious or art school, school for children with special needs and secondary school for adult education.

 2. Tertiary education:

Higher education institutions are higher education schools and universities.

The name higher education school refers to a higher education institution that realizes at least one study programme from one field of study.

The name university refers to a higher education institution that realises at least five different study

programmes from at least three fields of study and academic levels of all three cycles.

University has organizational units such as faculties, academies or scientific institutes.

Enrolled student is every person enrolled at higher education institution.

A graduate is a person who obtains a diploma on completed higher education school, faculty or art academy.

Master of science is a person who has completed postgraduate studies and defended the master’s thesis.

Master is a person who has completed an academic study of the second cycle, lasting a year or two, valued at 60 ECTS points or 120 ECTS points; the total of points of the first and of the second cycle of studies equals 300 ECTS points.

Specialist is a person who has completed postgraduate studies and defended the specialist’s thesis.

Doctor of science is a person who has defended doctoral dissertation.

2.5. Statistical unit

Statistical units are students (enrolled, new entrants), graduates, personnel and expenditure.

2.6. Statistical population

The UOE data collection collects the data on all students in formal education (ISCED 0-8) as well as graduates from ISCED 2-8 levels and personnel in all ISCED levels.

Data collection methods used to obtain the data entered in the UOE Tables are the eletronic and  paper questionnaires and collection from administrative sources.

For finance education statistics, data collection has been done by e-mail (electronic way) through excel forms for public and private reporting units.

3.4. Data validation

Agency for Statistics of BiH, entity statistical offices as well as the branch office of the Agency in Brčko District perform the data validation. After the collection of reports, control of the coverage, accuracy of data, logical and calculation control are performed in the Federal office of the Federation of BiH, in the Republika Srpska Institute of Statistics and the branch office of the Agency in Brčko District.

The confidentiality of statistical data is regulated by law and the staff carrying out statistical survey has the obligation, according to the same legal basis, to protect confidentiality. The Law on Statistics of Bosnia and Herzegovina (Official Gazette BiH 26/04 and 42/04 - Chapter XI - Articles 23-29) establishes the principle of confidentiality as one of the main principles. Collected data are used solely for statistical purposes and are published in an aggregated form.
