The Swedish official population statistics is based on the Total Population Register, which includes all registered persons in the country. Reference date is 31 December 2023. All persons who are authorized to and intend to stay in the country for at least 12 months shall register. All persons who intend to stay abroad for at least 12 months shall deregister. The Tax Agency is the authority responsible for the administrative register. Almost all public services utilize the administrative register and there is a strong incentive for persons to keep the information updated in order to get information, social benefits, and other types of public services. The administrative register is updated based on information from authorities, healthcare professionals, individual persons, etc.
The Total Population Register is the base when estimating the total usual resident population. The estimation is done by adjusting the population in the Total Population Register for over- and undercoverage and adding the population of asylum seekers, applicants under the Temporary Protection Directive and undocumented migrants. No assessment of the quality of the estimation of the total usual resident population has been carried out. The Total Population Register is the base when estimating the total usual resident population and the overall accuracy of the register is described below.
Data from the Total Population Register have generally good quality. Since population registration data are widely used in society, the chance of finding errors in the data and correcting them increase. Some government agencies are required by ordinance to report errors in the population register. In addition, the birth certificate issued by the Swedish Tax Agency can be seen as an important check on the accuracy of data. The individual submits a request for a birth certificate, which shows the data contained in the population register. A birth certificate is required, for example, when acquiring identity cards, applying for Swedish citizenship or applying for divorce.
Data from the population register that are seldom used in society are likely to have slightly lower accuracy than variables frequently used by many government authorities. This applies to data on adopted persons, for example. Please see 11.1 Quality Assurance for a quality description of the Total Population Register.
