Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.4.2 Statistical concepts and definitions used in the statistics disseminated in the National Statistical Institute's website
Population The population in the register is counted on 1 January of year x, counted as known on 15 February of that year x. The population includes all children born in the Netherlands and abroad from parents of whom at least one parent is registered in a Dutch municipal population register plus all persons who intend to stay in the Netherlands for a period of at least four months
Live births

A baby showing some sign of life after birth, regardless of the duration of pregnancy. All children born in the Netherlands and abroad from parents of whom at least one parent is registered in a Dutch municipal population register are counted in the population register.

Deaths Person declared dead by an authorized doctor.
Immigrants People moving to the Netherlands from another country. All persons who enter the Netherlands with the intention of staying in the country for a certain period of time. For people arriving in the Netherlands, registration is obligatory if they stay in the country for at least four months during the first six months following registration
Emigrants People leaving the Netherlands for another country. All persons who leave the Netherlands to live in another country for a certain period of time. People leaving the country are obliged to notify the authorities if they intend to live outside the Netherlands for at least eight months in the first year following this notification.
Acquisitions of citizenship Dutch citizenship can be acquired by right (including adoption), by recognition, through option or through naturalisation (independent or co-naturalisation). A child born out of a Dutch parent (until 1984 out of a Dutch father) is automatically a Dutch citizen, regardless of the location of birth. If neither of the parents is Dutch, the child is not a Dutch citizen, even if born on Dutch soil unless already its grandparents and parents had been residents of the Netherlands. Abandoned children are automatically Dutch citizens.
Loss of citizenship Withdrawing or renounce the Dutch nationality.
Legally induced abortions Data on abortions are not collected by Statistics Netherlands (but by RutgerWPF). Abortions in hospitals are registered in the LMR and published by Statistics Netherlands.
Late foetal deaths

Babies born after a pregnancy lasting at least 24 weeks who showed no sign of life after birth such as breathing, activity of the heart or muscles.

Infant deaths

The number of live-born children who died before their first birthday.

Marriages

Contracted marriages between couples of which at least one partner is recorded in the municipal registers, irrespective of the country where the marriage was performed (registered partnerships are registered separately in the same way).

Divorces

Dissolution of the marriages in which at least one of the partners is recorded in the register of a Dutch municipality pronounced by a judge on the basis of legal grounds. The divorce comes into force once it has been recorded in the municipal population register (Dissolutions due to ending registered partnerships other than by death of the partner are registered separately in the same way).

Population, live births and deaths data are available at national and regional level of geographical detail.

The reference date for population data is the end of the reference period (midnight of 31 December). To be very precise, in the Netherlands the reference date for population data is the beginning of the reference period + 1.
The reference period for vital and dual events data is the calendar year in which the events occurred. The reference period for migration flow data is the calendar year in which the migration occurred.

Overall accuracy and special cases (Inclusion/exclusion of asylum seekers and refugees, persons living on unauthorised or irregular basis, international students, persons who do not register/deregister,...)
Population Quality of the data source and of the statistics is good, no estimates have been made.
Live births Quality of the data source and of the statistics is good, no estimates have been made.
Deaths Quality of the data source and of the statistics is good, no estimates have been made.
Immigrants Quality of the data source and of the statistics is good. Estimates have been made to comply to the definition of immigrants according to  Regulation (EC) No 862/2007. Furthermore in table I01, I06 and I07 estimates have been made to meet the “5 % criterion” (the share of unknown may not exceed 5 % of the total number of immigrants). These estimates were rather straightforward and can be improved in the next years.
Emigrants Quality of the data source and of the statistics is good. Estimates have been made to comply to the definition of emigrants according to Regulation (EC) No 862/2007. Furthermore in table E02, E03, E06 and I07 estimates have been made to meet the “5 % criterion” (the share of unknown may not exceed 5 % of the total number of emigrants). These estimates were rather straightforward and can be improved in the next years.
Acquisitions of citizenship Quality of the data source and of the statistics is good. Estimates have been made to  meet the “5 % criterion” (the share of unknown may not exceed 5 % of the total acquisitions of citizenship). These estimates were rather straightforward and can be improved in the next years.
Loss of citizenship Quality of the data source and of the statistics is good, no estimates have been made.
Legally induced abortions Quality of the data source and of the statistics is good. From 2006 onward figures are partly estimated.
See CBS webiste.
Late foetal deaths Quality of the data source and of the statistics is good, no estimates have been made.
Infant deaths Quality of the data source and of the statistics is good, no estimates have been made.
Marriages Quality of the data source and of the statistics is good, no estimates have been made.
Divorces Quality of the data source and of the statistics is good, no estimates have been made.

Refugees from Ukraine who benefit from temporary protection in the EU are included in International Migration and Demographic Statistics when they are registered in a municipal population register.

Asylum seekers and refugees are included in International Migration and Demographic Statistics when they are registered in a municipal population register. Registration can take place if they receive a residence permit or if they make use of a central reception for asylum seekers/refugees for at least six months, even without a permit. In this case asylum seekers without a residence permit can be registered in International Migration and Demographic Statistics.

Unknown citizenship in population stock and migration flows (tables P03, P04, B05, D05, M03, S02, I01, I02, E02, A00, LC01) occur when immigrants do not have the documents required to be registered in the population register as such. In case an immigrant cannot prove his citizenship by means of official documents local authorities can only register an immigrant with an 'unknown' citizenship. In course of time, when the immigrant has obtained the official documents regarding his citizenship, the information on citizenship will be updated.
In some cases country of birth is not filled out/registered or actually unknown (tables P05, P06, P07, M04, S03, E04).
In case an administrative entry in the population registers is preceded by an emigration, the country of previous residence is unknown (table I05). As from 2010 the fact is that such administrative entrances are considered as immigrations.

Key figures (preliminary data) are disseminated monthly; more detailed and final data are disseminated on an annual basis.

According to Article 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II and related standard reference metadata ( In the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. According to Article 3 (2) of the Commission Regulation (EC) No 862/2007, Statistics on international migration, usually resident population and acquisition of citizenship shall be supplied to the Commission (Eurostat) within 12 months of the end of the reference year.

Statistics are fully comparable between geographical areas.

  Comparability - over time
Population Data are comparable for the period 1995-2023.
Live births Data are comparable for the period 1995-2023. There is however, a break in series of late reports. Up to 2010 reports of events in a certain year received at Statistics Netherlands after 15 February of the following year – the so-called late reports – were ignored. Because of an improvement in the production method, late reports received in the year of publication will be included in the figures for the year of publication.
