Reference metadata describe statistical concepts and methodologies used for the collection and generation of data. They provide information on data quality and, since they are strongly content-oriented, assist users in interpreting the data. Reference metadata, unlike structural metadata, can be decoupled from the data.
The current regional breakdown of the countries in the regional demographic tables is according to:
1. Regulation (EU) 2016/2066 amending the annexes to Regulation (EC) 1059/2003 of the European Parliament and of the Council on the establishment of a common classification of territorial units for statistics (NUTS). The NUTS classification according to this regulation is shortly named NUTS-2016 classification.
2. Agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.
For more information on the versions in force, please see: Eurostat NUTS.
3.3. Coverage - sector
Time series of population estimates, vital and migration statistics are avaliable, from 1994. The methodology of vital statistics has been harmonized with the methodology applied for the censuses of population, which ensured possible links between the data of population censuses with vital and migration mistatistics.

The State Statistical Office carries out statistical activities in accordance with the Statistical Business Process Model, which is based on the international model - Generic Statistical Business Process Model (GSBPM). The application of this model and international standards in statistical production ensures a high level of accuracy and comparability of data.
12.1. Relevance - User Needs
Demographic data and indicators calculated on the basis of data obtained from the statistical survey on births are of particular interest both for the domestic and the international public (e.g. institutions, universities, media and individuals) for the creation and implementation of scientific and development policies in the society. The data are used directly, but also for calculation of statistical indicators from other sectors.
12.2. Relevance - User Satisfaction
The State Statistical Office conducts the User Satisfaction Survey at the domain level. This Survey is conducted every three years.
12.3. Completeness
In terms of the indicators required by Regulation (EC) No 862/2007 and Regulation (EU) 1260/2013, the SSO provides about 90 % of them.
13.1. Accuracy - overall
Overall accuracy and special cases (Inclusion/exclusion of asylum seekers and refugees, persons living on unauthorised or irregular basis, international students, persons who do not register/deregister,...)
Population
There are no particular reasons for any unreliability of the data on population except the under-coverage in net migration. Asylum seekers are excluded from the population because their status is resolved mainly within a year, and consequently, do not meet the criterion of usual residence. As soon as they are granted asylum and their stay in the country is for at least a year, they are included in the total population. According to the International and Temporary Protection Act, the final decision on application for international protection has to be made within a period of 6 months after submission of the application.
Live births
There are no particular reasons for any unreliability of the data on live births.
Deaths
There are no particular reasons for any unreliability of the data on deaths.
Immigrants
Return immigration of nationals is not covered when emigration is not reported.
Emigrants
Emigration of nationals is not covered if they do not report their departure abroad.

Data are disseminated within the established deadlines in accordance with the Release Calendar.
15.1. Comparability - geographical
Statistics are comparable between geographical areas.
15.2. Comparability - over time
Comparability - over time
Population
Population estimates for the period from 2003 to 2021 (1 January) were calculated on the basis of the 2021 Census, natural change and net migration data.

There is geographical comparability of the released data at national and regional level. With respect to geographical comparability with other EU countries, it is also ensured because data are collected in line with EU regulations.

15.3. Coherence - cross domain
Cross-domain coherence of data is ensured (comparison with data from administrative register of population).
For the calculation of the indicators of different statistical services we used an estimated population in mid-year and this is the reason for diversity data on the estimated number of population on 1 January of the reference year, that is transmitted to Eurostat Population Statistics data collection (POPSTAT).
15.4. Coherence - internal
Cross-domain coherence of data is ensured (comparison with data from administrative register of population).
The calculation of costs is based on material costs for printing and distribution of forms and the value of the number of hours spent by all employees in the work on these surveys as well as costs of maintaining IT equipment.
After carrying out the Census 2021 and the publication of the data, and of course due to the long period of having no census data, it was necessary to revise the series of the total population estimates, accumulated over the period 2002-2021, and create new estimates based on the new census data from 2021, and immediately after that, to make projections of the population of the Republic of North Macedonia for a medium-term period, in this case until 2070.
18.1. Source data
List of data sources
Population
Data sources for Population estimate (yearly) by age and sex at national and regional level, are: 2021 Census of Population, Households and Dwellings, birth, death statistics and migration statistics.
Live births
The source of data for this statistical survey is administrative. Data source for births are registers of births kept in registrars’ offices of every particular area.
Deaths
The source of data for this statistical survey is administrative. Data source for deaths are registers of deaths kept in registrars’ offices of every particular area.
Immigrants
The source of data for this statistical survey is administrative, i.e. the data are obtained on the basis of records / registration of the forms registering or notifying resettlement or removal, which are completed by competent offices in the Ministry of Interior. The source of data for this statistical survey is administrative, i.e. the data are obtained from the register of foreigners of the Ministry of Interior.

Administrative data sources only.
18.2. Frequency of data collection
Data on births, death, marriages and divorces are collected monthly.
Data on migration are collected monthly and (foreigner) quarterly.
18.3. Data collection
Data collection is made by self-enumeration method form reporting units, i.e. register offices. Self-enumeration (about 98 %) is done electronically, while offices without the possibility of electronic data entry complete the paper statistical form (VIT .2) manually. Printed copy of the electronic data entry and completed questionnaires by register offices are delivered to the regional departments of statistics, no later than the 10th of the month for the previous month.
Since 2009, the State Statistical Office monitors the movement and residence of foreigners in the Republic of Macedonia by electronically obtaining data from the records of the Ministry of Interior.
18.4. Data validation
Regional offices are carried out checkingcontingentsand logicalvalidityof survey data.
Basic validations are carried out to check if the codes provided by codebook are possible.
Then, cross validations are carried out to check consistency and accuracy between the different variables.
In order to increase the quality of data for individual characteristics in all demographic surveys, administrative data sources are used.
Data validation is performed with logical control made by the subject-matter department. If there are some inconsistencies, the data are checked by direct contact. Comparison is made with data processed in the previous year, in order to identify possible illogical deviations, and if necessary to take some corrective actions.
18.5. Data compilation
After verification and possible corrections in consultation with the reporting units, i.e. register offices, completed questionnaires are entered in the regional offices in an application with on-line controls. Missing data are provided by imputation of data, according to the established methodological rules and guidelines for control. Data entered in regional departments are then taken by the subject-matter department in the Central Office, where additional control, processing and tabulation of data is done by using established methodological rules and defined control criteria.
