Final results on the main demographic developments in the year of reference.

Data and metadata are transmitted to Eurostat in the framework of the POPSTAT data collection accordance with Regulation (EC) No 862/2007 and Regulation (EU) No 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.4.2 Statistical concepts and definitions used in the statistics disseminated in the National Statistical Institute's website
Population Usual residence’ means the place where a person normally spends the daily period of rest, regardless of temporary absences for purposes of recreation, holidays, visits to friends and relatives, business, medical treatment or religious pilgrimage.
  • those who have lived in their place of usual residence for a continuous period of at least 12 months before the reference time; or
  • those who arrived in their place of usual residence during the 12 months before the reference time.
Live births A live-born child (live birth) is every child who exhibits signs of life at birth, such as breathing, beating of the heart, pulsation of the umbilical cord or definite movements of voluntary muscles.
Deaths A deceased person (death) is every live-born person in whom there is a permanent disappearance of all evidence of life.
Immigrants Immigrants are people arriving from abroad to establish usual residence in a country for a period that is of at least 12 months, having previously been usually residents having previously been usually resident in another Member State or a third country.
Emigrants Еmigration’ means the action by which a person, having previously been usually resident in the territory of a Member State, ceases to have his or her usual residence in that Member State for a period that is, or is expected to be, of at least 12 months.

Late foetal deaths If the child dies soon after the birth, she/he is first registered as live-born and then as deceased. If a child is born, i.e. extracted from the mother’s body with no sign of life, i.e. if she/he does not breath or show any sign of life, such as heart beating or muscle movements, and was carried over 28 weeks (7 lunar months), she/he is considered a stillborn (late foetal death).
Infant deaths The death of a live-born child under 1 year of age.
Marriages Marriage is a legally regulated community of a man and a woman.
Divorces Divorce is a legal act issued by the respective court which declares that marriage is legally divorced, annulled and void.

The reference date for population data is the end of the reference period (midnight of 31December).
The reference period for vital events data is the calendar year in which the events occurred.  
The reference period for migration flow data is the calendar year in which the migration occurred.

Population There are no particular reasons for any unreliability of the data on population except the under-coverage in net migration. Asylum seekers are excluded from the population because their status is resolved mainly within a year, and consequently, do not meet the criterion of usual residence. As soon as they are granted asylum and their stay in the country is for at least a year, they are included in the total population. According to the International and Temporary Protection Act, the final decision on application for international protection has to be made within a period of 6 months after submission of the application.
Live births There are no particular reasons for any unreliability of the data on live births.
Deaths There are no particular reasons for any unreliability of the data on deaths.
Immigrants Return immigration of nationals is not covered when emigration is not reported.
Emigrants Emigration of nationals is not covered if they do not report their departure abroad.

Divorces There are no particular reasons for any unreliability of the data on divorces.

Data accuracy is ensured by working on decreasing sampling and/or non-sampling errors, as well as with additional data comparisons and analysis before dissemination.

Data is collected at unit (person) level.

Units of measure are absolute numbers, rates, percentage points and coeffients.

After verification and possible corrections in consultation with the reporting units, i.e. register offices, completed questionnaires are entered in the regional offices in an application with on-line controls. Missing data are provided by imputation of data, according to the established methodological rules and guidelines for control. Data entered in regional departments are then taken by the subject-matter department in the Central Office, where additional control, processing and tabulation of data is done by using established methodological rules and defined control criteria.

Live births The source of data for this statistical survey is administrative. Data source for births are registers of births kept in registrars’ offices of every particular area.
Deaths The source of data for this statistical survey is administrative. Data source for deaths are registers of deaths kept in registrars’ offices of every particular area.
Immigrants The source of data for this statistical survey is administrative, i.e. the data are obtained on the basis of records / registration of the forms registering or notifying resettlement or removal, which are completed by competent offices in the Ministry of Interior. 
The source of data for this statistical survey is administrative, i.e. the data are obtained from the register of foreigners of the Ministry of Interior.
Emigrants The source of data for this statistical survey is administrative, i.e. the data are obtained on the basis of records / registration of the forms registering or notifying resettlement or removal, which are completed by competent offices in the Ministry of Interior.
