The number of laying hens in Spain is determined, depending of the Region, by several ways:
Administrative Records - REGA (General Registry of livestock holdings) - this database includes all poultry farms of the Regions, so the laying hen farms are selected using the specific criteria
Farm Surveys - The experts from the Regions made surveys in holdings with laying hens, producing eggs for consumption. The information obtained through interviews to the responsible of the holding, either in the farm or by telephone, is the number of laying hens of the last year.
In Spain, there are several methods for obtaining the production of eggs for human consumption, depending of the Region:
Model-based estimates (the eggs production of laying hens is obtained from the multiplication of the census of laying hens by an average yield (eggs per hen per year). This average yield varies depending on the type of farming (free range, organic, cage). The yield per hen is obtained by market experts.
Farm Surveys (the experts from the Regions made surveys in holdings with laying hens, producing eggs for consumption. The information obtained through interviews to the responsible of the holding, either in the farm or by telephone, is the: • Annual rate of egg production per hen per year. • Total number of eggs produced in the previous year • Percentage of eggs produced by each class.)

3.6. Statistical population
The statistical population for the production of eggs for consumption, is the set of laying hen farms that appear in the Directory of Poultry Farms of the registers of the Autonomous Communities of the General Directorates competent in the matter, which will provide information to the REGA, attached to the General Directorate of Livestock of the MAPA.
REGA is the General Registry of Livestock Farms, which includes the basic data of more than 900,000 farms located in Spain, relating to more than one hundred and fifty different species of production animals. The Real Decreto 479/2004, of March 26, establishes andregulates the Registry.

National figures include eggs produced by the whole population of agricultural holdings declaring to REGA having laying hens for production of eggs for consumption.
As the population is obtained from a registry where the information of capacity and census of hens is included, a distinction can be done between the holdings above the threshold set up in the ESS Agreement and the ones under this same threshold.
Data transmitted to Eurostat under the ESS Agreement on Eggs for Consumption include estimations for the holdings above the threshold set up in the ESS Agreement.

This statistic has a census character as it considers 100% of the farms registered in the REGA. Its quality is endorsed by the quality of the administrative registry on which it is based and by its scope of application (the national territory except Ceuta and Melilla). The main institutional user is the Unit in charge of the elaboration of the Economic Acounts for Agriculture. Its needs are in line with the requirements of the Regulation (EC) No. 138/2004.
Among other users of the statistical operation, it is worth highlighting Public Bodies, both from the Central Administration and from the Autonomous Communities, which use the results for their management function of the agricultural sector; Organizations of the European Union; economic agents in the agricultural sector, such as companies and producer associations; researchers and the academic and scientific world; media and individuals.

REGA (General Registry of Livestock Farms), which includes the basic data of more than 900,000 farms located in Spain, relating to more than one hundred and fifty different species of production animals. The Real Decreto 479/2004, of March 26, establishes and regulates the Registry.
The statistical population is defined from the information contained in the updated administrative records: the Livestock Farms Registries that are managed by the Departments of the different Autonomous Communities with competence in the matter, and which serve as the basis for the preparation of the REGA and the Individual Animal Identification Registry (RIIA).
Royal Decree (Real Decreto) 479/2004, of March 26, establishes and regulates the REGA, as well as the data necessary to carry out the inscriptions in it and the characterization of the identification code of each exploitation, in accordance with the provisions of article 38.1 of Law 8/2003, of April 24, on animal health.
Article 4 of Royal Decree 479/2004 refers to the Obligations of exploitation owners to provide the competent authorities, before starting their activity, at least the data necessary for registration that appear in Annex IV.
Likewise, the owner of the exploitation must communicate the changes in the data recorded in the registry to the competent authority within the period determined by the latter, which may not exceed one month from when they occur. Data on farm censuses shall be communicated to the competent authority at least once a year. In this regard, the census will be communicated before March 1 of each year, indicating the average census of the previous year or the census established in the specific regulatory provisions of each sector, in the manner determined by the competent authority.
The production of eggs for human consumption is estimated from the declared hen census in the holding, by the Number of hens, through an Annual Yield measured in eggs/hen.
