Joël Decaillon

Joël Decaillon has been Deputy General Secretary of the European Trade Union Confederation (ETUC) since 2009. Elected Confederal Secretary of the ETUC at the Congress of Prague in May 2003, he is responsible for employment, sustainable development, trade and globalisation and lifelong learning.

He has been a member of the Executive Committee of the CGT (Conféderation générale du T ravail), in charge of European and International activities, since 1991, and a member of the ETUC Executive Committee since 1999.

In 2001 he became a member of France’s Economic and Social Committee.

Previously, Mr Decaillon was a member of the European Economic and Social Committee (EESC) from 1989 to 2000, and was Vice-President of the environment section of the EESC from 1992 to 1994.

Mr Decaillon joined the SNCF (French National Railways) in 1969, became Secretary of the Railway Workers’ Union of Soissons in 1975 and Secretary of the Railway Workers’ Federation in 1978. Between 1980 and 1989 he was Deputy Secretary of the Central Works Council and President of the Economic Committee of the SNCF, as well as General Secretary of the Inter-Federation Transport group (including railway transport, equipment workers and seafarers).

Mr Decaillon holds a degree in European law obtained at the University of Paris I, Panthéon-Sorbonne in 1994.
