Definition, aim, call for tenders for consultant organisations

Definition

The peer review programme is a mutual voluntary learning process on the base of systematic exchange of experiences and evaluation of policies, programmes or institutional arrangements presented in the various NAP/inclusion - The programme will begin in 2004.

It is foreseen to have a maximum of eight reviews per year. The proposed maximum number of peer participating countries will be five to six with a minimum of three.

Aim

The aim of the peer review will be to assess the effectiveness of key policies or institutions and encourage the dissemination of good practice input across Member States.

It could serve as a useful tool to Member States to help them in focusing their policies in order to meet the objectives agreed at the Nice Summit and revised at the Copenhagen European Council.

It could also contribute to the dialogue with stakeholders such as social partners and NGOs and where appropriate, people experiencing poverty and social exclusion.

Consultant organisation

A contract has been awarded to The German Institute for Vocational Training, Labour Market and Social Policies (INBAS), and its partners the Netherlands Institute for Care and Welfare (NIZW) and the European Centre for Social Welfare Policy and Research to assist the Commission and the Member States for the organisation, conduct and dissemination of results of the review seminars following a call for tender that was launched in 2003. (Deadline for applications July 2003).
