North Karelia, with Joensuu as its capital, is one of the nineteen
regions in Finland. The region of North Karelia comprises nineteen
municipalities. North Karelia is the easternmost region of Finland
sharing a common border of approximately 300 kilometers with Russia.
North Karelia’s life has always been characterized by its clean
environment and extensive waterways.

North Karelia region has 6600 enterprises and
approximately 93% of them are small enterprises with personnel of 1-9.
Enterprises are very important for the local economy, but the area’s
remote location hinders their operating possibilities. Without an input
to improve the skills of entrepreneurs and employees of these SMEs,
their possibilities to succeed in international competition are at
stake. Investments in SMEs’ personnel’s skills are also considered as an
important mean to reduce long-term unemployment in our area.
The
challenge is to ensure the development possibilities for aging
professionals and professionals with outdated skills. In our remote area
the threshold for local SMEs to enter existing development programmes is
very high, therefore the project’s aim is to remarkably lower that
threshold. It is also crucial to ensure the supply of skilled labor in
the future and to find young entrepreneurs to continue within
withdrawing businesses. The project will provide support for skill gap
analyzes within these SMEs as well as educational planning and
purchasing the education needed for the participants.

There are two main objectives in the project:
1. To develop permanent networks (in 3 different areas) of regional
public organizations, authorities, educational institutes and employment
agencies in order to develop and support local SME development. In their
respective areas, the DP’s will form trans organizational teams that
will contribute a joint effort into development process. Local teams
will also be networking among themselves and thus functioning in the
whole region. Construction of this regional network is a key objective
of this project and the project will try to find experiences in similar
activities from its transnational partners
2. To increase the
skills of local SMEs’ personnel. Each SME participating in the project
will have a ‘tailored’ development plan, which will be built in
co-operation with a partner from their local development project.
Development activities will be conducted in co-operation with DP’s in
that respective area. Project will also develop tools for knowledge
management via internet and will aim to implement those tools into daily
activity of its partner’s development projects.

The common interest of all partnerships to improve the competitiveness
of SMEs include these concrete topics:

managerial skills
of the owners and managers of SMEs as well as their employees
- improve the competencies and organisational development of the SMEs
and their
employees
- design and further develop customized advisory and training services
to SMEs and their
employees focusing their specific needs
- include training and further educational measures in the strategies of
the SMEs
- promoting cooperation within and among SMEs both at their respective
regions and at a transnational level
- promote and include new technologies into SMEs for more effectively
usage
To improve the employability of employees in SMEs as well as unemployed
persons the partner commonly aim to:
- develop, test and implement innovative methods and tools to increase
life-long learning
- develop, test and implement innovative informational, advisory and
supporting methods
and tools increase
employment chances of unemployment persons and improve the employability
of
employed people
- develop, test, promote and implement new forms of employment
Competencies and an effective use of information and communication
technologies are identified as an important success factor of SMEs,
their employees as well as unemployed persons who intend to work in
regional SMEs. IT and new technologies therefore are an important common
interest of all participating partnerships:
- further develop and promote the implementation of eLearning
- develop, test and implement innovative IT management tools
- develop and test IT tools and methods for self assessment for SMEs
concerning their current condition as a basis for interventions and
qualification
- train the target groups in professional and effective use of IT
solutions
The five partnerships expect high benefit from this transnational
cooperation for their national projects as similarities allow joint
improvement and differences enables to develop new methods and tools to
reach the projects goal successfully.
The methods used to realise most possible benefit of these synergies are
agreed to be such as:
- transfer of experiences, best practices and products
- realise studying visits of experts as well as beneficiaries
- establish long term relationships between the persons and institutions
involved
in this transnational partnership which exceed the term of funding

The Employment and Economic Development Centre helps to sustain
Business Activities in Finland
The Ministry of Trade and Industry, the Ministry of Agriculture and
Forestry, and the Ministry of Labour have jointly combined their
regional forces in the Employment and Economic Development Centres (T&E
Centre). Fifteen centres countrywide provide a comprehensive range of
advisory and development services for businesses, entrepreneurs, and
private individuals.

in matters concerning employment and economic development. The
comprehensive technological expertise of the National Technology Agency
of Finland (Tekes) is also at your disposal under the same roof. On
matters involving patents and registration, you can likewise turn to the
T&E Centre for assistance.
The Employment and Economic
Development Centre is a significant specialist and contributor of EU
funding. Each Centre also develops EU co-operation in its own area.

WOMEN ENTREPRENEURS IN THE WILD EASTERN BORDER OF EU
Pohjois-Karjalan Karellikeskus – naisten voimavarakeskus Oy sets the
wheels turning with WOMAN POWER. Karelli is a mixture of enthusiasm,
encouragement and joint efforts to boost women entrepreneurship. On the
eastern border women have confidense in the power of co-operation when
justifying their existence and expertise and searching for opportunities
to make their living on the fringes of the country. Karellikeskus
gathers different women from all over North Karelia to an economically
objective-oriented co-operation, which develops women's entrepreneurship

NORTH KARELIA POLYTECHNIC
North Karelia Polytechnic (NCP) is the easternmost polytechnic in
Finland and the European Union. We operate in North Karelia, which is
itself the easternmost province of Finland . Our goal is to produce a
high quality and efficient response to the demands of modern working
life. Maintained by the city of Joensuu, NCP is a higher education
institution that receives its funding from the Ministry of Education.
