The underlying innovation of the DP is to dissolve the prevailing distorted competition situation by developing a new comprehensive provision system of care services which will turn the care services provisions of the public, business and the third sector into one client-centered system. This system will provide high-quality, certified service products which will utilise a strong trademark and marketing. Besides the role of the third sector, also the roles of the public and the business sector will be modified so that they can easily be linked to the client-centered system.

Main goal
The DP develops a Finnish model of social economy based on a new operational culture
· by developing from the current provision of care services of the third sector a new significant employer - providing both part-time and full time employment; also for the people in the most vulnerable position like women and immigrants in rural areas who have low qualifications
· by turning the jobs in the third sector into permanent contracts of employment
· by developing entrepreneurship-based care service provision in the third sector.

DP:n kantava innovaatio on purkaa vallitseva vääristynyt kilpailutilanne kehittämällä uusi kokonaisvaltainen hoivapalvelujen tuottamisen järjestelmä, joka yhdistää julkisen, yritys- ja kolmannen sektorin hoivapalvelutuotannon yhdeksi asiakaslähtöiseksi järjestelmäksi, joka tuottaa laadukkaita, tuotteistettuja ja sertifioituja palvelua hyödyntäen vahvaa tuotemerkkiä ja markkinointia. Paitsi kolmannen sektorin, myös julkisen ja yritys-sektorin roolit muokataan yhteiseen asiakaslähtöiseen kokonaisuuteen sopiviksi.

Päätavoite
DP kehittää uuteen toimintakulttuuriin perustuvaa yhteisötalouden suomalaista mallia
· kehittämällä nykyistä kolmannen sektorin hoivapalvelutuotantoa merkittäväksi uudeksi osa- ja kokoaikaisen työllisyyden luojaksi – myös vaikeimmassa työmarkkina-asemassa oleville työttömille, kuten maaseudun heikosti koulutetuille naisille ja maahanmuuttajille
· muuttamalla kolmannen sektorin työpaikkoja pysyviksi ns. normaalityösuhteiksi sekä
· kehittämällä yrittäjäpohjaista kolmannen sektorin hoivapalvelutuotantoa.
