The objective of the ELWARE (Social Firms Specialising in Electronic Waste Recycling) project is to provide for people who are in disadvantage position on the labour market new job opportunities in social firms, especially in the field of recycling electrical and electronic waste. The aim is to simultaneously develop ecologically sustainable operating models for recycling. The project aims to investigate the starting process of a social firm and its operational preconditions, future challenges, and needs for change. The goal is to design a model for a Finnish social firm based on the data collected within the project. EU directives concerning recycling electric waste will come into force at 2004/2005 in every EU member state. Now it is the time to develop and organise preconditions for social firms and to create a business concept for electric waste recycling. The project aims to develop and to enlargen business activitity which is based on recycling of electronic scrap. The project anticipates the recycling directive coming from the EU which will increase the marketing potential of the industry and to enlargen business activity in this field. The strength of is that the activities of the project are conrete, the project will create real work for the target group.

The project aims to create new employment opportunities for difficult-to-place people in a growth sector, in the recycling of electronic scrap. Social enterprises have an excellent chance to succeed in this industry. The recycling of electronic gadgets in social enterprises has been tried out in Finland for a couple of years but in Europe for a longer time. In order for the social enterprises to really establish themselves in the industry, much more information and experiences are needed from other European countries; it is also essential to try to influence national authorities, decision-makers and the public. The aim of the project is to influence legislation in such a way that it will support the functioning of social enterprises, have an impact on authorities and decision-makers so that they will – by their own decisions and actions – promote the founding of social enterprises in the recycling field and the organising of necessary support measures. The aim is to disseminate information about business activities in this field to the great public and interest groups and to the indirect target group. Through information dissemination the project aims to have a positive effect on the employment opportunities of the indirect target group – immigrants, refugees, handicapped long-term unemployed people and those recovering from mental illness.

The field of electrical and electronic waste recycling provides markets and jobs that are highly suitable for social firms. Recycling is a labour-intensive field. Part of the work is easy to learn either through work experience or brief training. The work is thus suitable for unemployed people, immigrants or disabled people who have little training or whose training is out-of-date. The ELWARE project aims to promote regional processing of electrical and electronic waste so that the preliminary processing of the waste is carried out as close to its place of origin as possible. This will eliminate unnecessary transportation and employ people all over the country.

In each partner organisation the development work is done in co-operation with the secondary target group of the DP, people with disabilities and long-term unemployed. These people take part in planning and organising recycyling of electric waste rectycling together with supervisors of social firms.

DP Elware is based on democratic way of working. The decions are made in the Elware network meetings in which all DP partners take part. All the partners have importan and comprehensive role of the development work. All the partners are involved in transnational co-operation work. The partners have in their responsibility to organise the transnational co-operation work and running workshops.

DP Elware takes part in two transnational DP: SENECA and Mind the Gap.The partners in within the SENECA have nationally the joint attitude to work on and disseminate new opportunities to implement environmental services in employment initiatives. The aim is to create new quality jobs and sustainable employment. Through the transnational learning performance of process, working conditions and skills at the technical and managerial level can be improved.

Mind the Gap is built up between three DP's who are concentrating on the strengthening of social companies in the third sector involved in the areas of reuse and recycle. The aim of the Mind the Gap DP is to promote the integration and reintegration of vulnerable job seekers with the help of strengthening and creating jobs and work opportunities in social economy.

Projektin tavoitteena on luoda uudet työllistymisen mahdollisuudet vaikeasti työllistyville henkilöille kasvavalla toimialalla, elektroniikan ja sähköromun kierrätysalalla. Sosiaalisilla yrityksillä on tällä markkina-alueella erinomaiset mahdollisuudet kehittyä varteenotettaviksi yrityksiksi. Elektroniikka- ja sähkölaitteiden kierrätystä sosiaalisissa yrityksissä on harjoitettu Suomessa muutamia vuosia ja muualla Euroopassa pitempään. Jotta tällä tulevaisuuden alalla sosiaalisilla yrityksillä olisi todelliset toimintaedellytykset, tarvitaan asiasta vielä paljon tietoa ja kokemusta muista Euroopan maista, vaikuttamista kansallisiin viranomaisiin, päätöksentekijöihin ja suureen yleisöön. Projektin tavoitteena on vaikuttaa lainsäädäntöön niin, että se tukee sosiaalisten yritysten toimintaa, vaikuttaa viranomaisiin ja päättäjiin, jotta he omilla päätöksillään ja tietämyksellään edistävät kierrätysalan sosiaalisten yritysten perustamista ja tarvittavien tukitoimien järjestämistä. Tavoitteena on tiedottaa ao. yritystoiminnasta suurelle yleisölle ja oheisryhmille sekä välilliselle kohderyhmälle. Tiedottamisella pyritään myös vaikuttamaan positiivisesti projektin välillisenä kohderyhmä olevien: maahanmuuttajien, pakolaisten, vajakuntoisten pitkäaikaistyöttömien ja mielenterveyskuntoutujien mahdollisuuksiin työelämässä.
