Education and training of the Romanies requires support and
encouragement. Even Romanies with good education have difficultie in
entering working life beacause of the existing prejudice. Employers have
little experience and knowledge of Romanies as employees.
Romanies should be motivated and supported in seeking their way to the
education and employment by finding examples of success and by reducing
prejudice and attitude through experience. The starting and the success
of Romanies entrepreneurship should be made easier by offering
enterprise training courses and by supporting them also after the
business has taken off. Discrimination comes out in two different ways
within the Romany population as being discriminated by the main
population as well as discrimination by the Romany population.

The DP has four sub-projects with the following objectives and measures:
1. Preventing exclusion on the second level: in addition to being
excluded from the majority of the Finnish population, some Romanies are
excluded from the rest of the Romany population. The essential measures
are to find, support and motivate the excluded Romanies as well as those
in danger of exclusion to join the social intercource.
The Romanies
taking part in the project will take care that this group of
discriminated people will be looked for out of their homes. Then their
motivation to control their life will be raised, for example, with the
help of courses and camps. After this the motivated Romanies will be
guided through parts two, three and four of the project out to work.
2. Raising the level of education
Romanies that have not finished and
received their diploma from the secondary education will be supported
and directed to get this diploma. Those Romanies that have the diploma
of secondary education will be supported in seeking of an occupation and
guided into occupational education, high school or through directive
education into education of apprenticeship.
3. Integrating into
working life
With the help of the project, different ways to the
employment are aimed to be found for those unemployed Romanies that have
a professional qualification. Posts at different places of employment
are sought for the Romanies through the project. With this, the change
in the attitudes of the employers and work communities are aimed to be
started.
The change in attitudes will be attempted to take an
affect by giving the Romanies a chance to show their ability as an
employee and to meet the work community at the personal level. The
Romanies will have a chance of competing for jobs equally with the main
population, when the trust has been reached between the employers, work
communities and the Romany employees. The public sector will be a
special target group during the project. The results of Romany workforce
attained at the public sector could also be spread into private sector
after the prejudice has stepped aside.
4. Supporting
entrepreneurship
In projects connected to entrepreneurship, the main
population and the Romanies often do not have a common language. There
needs to be encouragement and support for the Romanies with enterprising
spirit so they could at least go self-employed using the rules of
Finnish entrepreneurship. The objective is to reduce the obstacles of
Romany entrepreneurship to the same level with that of the main
population.
All sub-projects include information measures with
the main objective being attitude change.

The Romanies are discriminated in the everyday life and the employment
market of the main population. There is also a group of second degree
discriminated people within the Romanies who are discriminated by the
other Romanies as well as the main population. The Romanies taking part
in the project will take care that this group of discriminated people
will be looked for out of their homes for workplace or education.
Some of the Romanies will be employed by the project.
City of
Jyvaskyla Romany Team is participating in planning the project and
giving supervision and assessment.
Romano Missio, the other
applicant and responsible party of the project does the consultation of
the project employees and is responsible on project publicity
Western Finland Province Romany Affairs Advisory Committee does the
consultation of the project employees and publishing the results of the
project.
