The Link
A common trait of the Lahti region is the difficult unemployment
situation, especially long-term unemployment. This is the starting point
for the Link -project. The project's target group are long-term
unemployed who have difficulties in returning to the labour market,
unless they are supported in doing so. The goal of the project is to
link the labour force service centre Lyhty to the open labour market.
The objective is to create a new comprehensive approach that helps those
with a weak labour market position. Employment opportunities and life
management will be improved by supporting the return to working life
through a new, subsidised apprenticeship contract -model and an
individual support service. Companies in the region will be subsidised
in employing people with a weak labour market position through
individually tailored training programmes.
The primarily target group of the Link –project are long-term unemployed
persons, living in the Lahti region. They are in a weak labour market
position and often their professional skills are out of date. Several of
them have also other obstacles in their employment opportunities, such
as health problems, substance abuse etc. These people have difficulties
in returning to the open labour market, unless they are supported with
special measures in doing so.
The secondary target group are the companies and other organizations in
Lahti region that participate in the employment procedure. The model,
which will be developed in the Link –project, can be used by the
secondary target group to better allocate their employment actions to
those target areas that need it the most.

The basis of the Link -project is the resent unemployment situation in
the target area. The Link takes in to account the actions that have
already been used in the region as well as the strategies planned. The
aim of the project is to develop further the employment strategies and
actions in co-ordination with different regional actors. The prevailing
objective is to develop a regional cooperation-model in employing the
long-term unemployed to the open labour market. The new model will link
the labour force service centre Lyhty and its supported employment
actions with the open labour market. Part of the development of the
regional model is to clarify the roles of different organizations and
their cooperation, and to improve the functioning of the labour force
service centre Lyhty.
One of the main objectives is to employ people in weak labour market
position and to coach and empower them for getting in to the open labour
market. The Link also aims to increase the willingness of companies to
employ the unemployed who have gone through the employment path. A new,
subsidised apprenticeship contract -model will be developed to bring the
long-term unemployed back in to the working life. The subsidised
apprenticeship contract -model contains an individual support service
both for the apprenticeship student and the company, which makes the
apprenticeship contract. The individual support service for the
apprenticeship student will include personal support in study and work
related aspects, peer group meetings and general lessons for improving
person’s life management –skills.

The Link -project will create a new regional cooperation-model for
employment and a new subsidised apprenticeship contract -model. It will
also offer new type of training programmes for companies and other
employers. The new model includes a support person –service that
increases the employment opportunities of those in a weak labour market
position. The innovativeness of the Link project is based on the
extensive consideration of the special traits and strategies in the
Lahti region.

The target group will participate in the working groups and their
opinions and experiences will be systematically collected and the
functions of the project will be specified accordingly. The experiences
of the target group are very important in planning the new model and in
using it in the future.

The development partnership of the Link includes several organizations
that have a lot of experience in unemployment and the problems involved
in it. Representatives of these organizations will take part in the
working groups of the Link -project and thereby they will participate in
the decision-making.
All the national partners take an active role in the DP. There will be
various working groups with the target to develop the supported
apprenticeship modell further and to involve all the possible actors
from Lahti area to the development work.

The Link project has formed a transnational partnership "On the Road
Again" with partners from UK, Netherlanads and Austria.The DP's involved
into the transnational parnership will study the same common underlying
problems set in the context of different legislative, political and
social situations. The common problems are especially to help the
integration of the target group into the labour market and to increase
the involvement of the employers to employ people with weak labour
market position. The transnational cooperation is seen as a good way to
focus on knowledge transfer an to exchange of experiences.

Hankkeen yleisenä tavoitteena on alueen erityispiirteet huomioon ottaen
kehittää Lahteen / Lahden seudulle uudenlainen alueellisen
yhteistyönmalli pitkäaikaistyöttömien työllistymiseen avoimille
työmarkkinoille. Erityisenä tavoitteena on kehittää Lahdessa toimivan
työvoimapalvelukeskus Lyhdyn toimintaa linkittämällä
työvoimapalvelukeskuksen tuettu työllistämistoiminta ja avoimet
työmarkkinat jatkumoksi. Hankkeessa kokeillaan kokonaisvaltaisen
lähestymistavan avulla menetelmiä heikoimmassa työmarkkina-asemassa
olevien työllistymiseksi avoimille työmarkkinoille. Hankkeen
painopisteenä on alueellisen työllisyysstrategian ja työvoimapalveluiden
toimenpiteiden tukeminen.
Hankkeen kehittämiskumppanuudessa rakennetaan yhdessä työnantajien,
kunnan, työvoimaviranomaisten, koulutusorganisaatioiden ja kohderyhmän
edustajien kanssa alueellinen integroitu tukijärjestelmä, joka helpottaa
heikoimmassa työmarkkina-asemassa olevien henkilöiden pääsyä avoimille
työmarkkinoille ja antaa valmiudet työmarkkinoilla pysymiseen sekä
parantaa yritysten valmiuksia rekrytointeihin. Työllistymistä ja
elämänhallintaa parannetaan hankkeen aikana tukemalla työelämään paluuta
/ työelämään siirtymistä mm. uudenlaisen tuetun oppisopimusmallin ja
tukihenkilöpalveluiden avulla. Hankkeen aikana etsitään aktiivisesti
soveltuvia työpaikkoja työmarkkinoilta ja kehitetään
työnantajayhteistyötä. Yrityksiä tuetaan ottamaan vastaan heikoimmassa
työmarkkina-asemassa olevia henkilöitä yrityksille räätälöidyn
koulutuksen avulla.

LINKKI -hanke pyrkii mahdollisimman laajasti ottamaan huomioon alueella
jo tehtyjä toimenpiteitä sekä suunniteltuja strategioita ja kehittämään
niitä edelleen yhteistyössä eri toimijoiden kanssa.

työmarkkina-asemassa olevia työttömiä henkilöitä sekä voimavaraistaa ja
valmentaa heitä avoimille työmarkkinoille pääsyä varten.
Hankkeen aikana etsitään soveltuvia työpaikkoja avoimilta
työmarkkinoilta pitkäaikaistyöttömien tarpeisiin sekä kartoitetaan
työmarkkinoiden työvoimatarpeita alueella.
Hankkeen tarkoituksena on lisätä työnantajien halukkuutta ja valmiuksia
työllistää työllistämispolun kulkeneita työttömiä.
Hankkeessa myös kehitetään tuetun oppisopimuksen malli
pitkäaikaistyöttömien työelämään saattamiseksi. Tuettu oppisopimus
käsittää tukihenkilön palvelut sekä oppisopimuskoulutuksessa olevalle
henkilölle että yritykselle, joka ottaa vastaan
oppisopimuskoulutettavan. Tässä kehittämistyössä käytetään hyväksi niitä
kokemuksia, joita on saatu jo aiemmin oppisopimuskoulutuksesta,
esimerkiksi erityisesti maahanmuuttajille suunnatusta
oppisopimuskoulutuksesta.

Linkki projekti on solminut kansainvälisen yhteistyösopimuksen "On the
Road Again" englantilaisen, alankomaalaisen ja itävaltalaisen
kehittämiskumppanuuden kanssa. Kaikkien näiden hankkeiden yhteisenä
tavoitteena on tarkastella lähemmin heikossa työmarkkina-asemassa
olevien henkilöiden työllistämisen esteitä eri näkökulmista sekä löytää
yhteisisä ratkaisuja erityisesti kohderyhmän työllistämiseksi avoimille
työmarkkinoille sekä tähän liittyen lisätä työnantajien kiinnostusta
kohderyhmän työllistämiseen. Kansainvälinen yhteistyö nähdään
ensisijaisesti hyvänä keinona vaihtaa kokemuksia ja tietoa, oppia
toisissa maissa tehdyistä ratkaisuista sekä levittää tietoa hyvistä
käytännöistä.
