The sphere of operations is the province of Ostrobothnia with the city of Vaasa as the center of the area and 17 smaller municipalities and cities. The area reaches along the western coast of Finland about 100 km north and south of Vaasa. A characteristic feature for this region is bilingualism. About 7 percent of the population of Finland are Swedish-speakers, on the sphere of operations the percentage is 53.

The average unemployment rate in the area is about 10 percent but for some reason about 30 percent of them are long-term unemployed. There are several organizations in this area and in Finland in general that serve the interests of the long-term unemployed. Therefore the problem is not the lack of service providers but the scattering of the services. One customer gets service from several different quarters which are unfamiliar with the operations of each other and hence unable to guide the customer to the right service provider. In the worst case it can take years before the customer gets the help s/he needs and is able to enter or re-enter the labour market.

The aim of the Equal Response project is to support a customer in a weak labour market position in getting employed and to prevent exclusion
- by creating a model for a path to employmen; the support for a customer should be more comprehensive and the follow-up longer than in traditional service for the unemployed
- by improving the cooperation between the instances that work with the target groups
- by lowering the target groups' threshold to working llife and promoting equality between different groups

Subprojects help the customer in a weakest position in the labour market not just to get employed but to get her/his whole life under control. Even if the authorities and other service providers offer a customer the services s/he needs every decision is made in cooperation with the customer and s/he is responsible for her/his own life. Some of the project's customers might have been dependent on service providers, like social services for years but the goal is that after the project s/he takes care of her/himself.

The service providers are offered network training. Network training aims to improve cooperation between service providers that work with the target groups. One or two persons from each organisation participate in network training. One part of the network training helps these persons to disseminate new models in their organisations.

The sphere of operations is the province of Ostrobothnia with the city of Vaasa as the center of the area and 17 smaller municipalities and cities. The area reaches along the western coast of Finland about 100 km north and south of Vaasa. A characteristic feature for this region is bilingualism. About 7 percent of the population of Finland are Swedish-speakers, on the sphere of operations the percentage is 53.

The average unemployment rate in the area is about 10 percent but for some reason about 30 percent of them are long-term unemployed. There are several organizations in this area and in Finland in general that serve the interests of the long-term unemployed. Therefore the problem is not the lack of service providers but the scattering of the services. One customer gets service from several different quarters which are unfamiliar with the operations of each other and hence unable to guide the customer to the right service provider. In the worst case it can take years before the customer gets the help s/he needs and is able to enter or re-enter the labour market.

The aim of the Equal Response project is to support a customer in a weak labour market position in getting employed and to prevent exclusion
- by creating a model for a path to employmen; the support for a customer should be more comprehensive and the follow-up longer than in traditional service for the unemployed
- by improving the cooperation between the instances that work with the target groups
- by lowering the target groups' threshold to working llife and promoting equality between different groups
