The overall objective is to help people suffering from reading and learning difficulties and to prevent their exclusion. The aim is also to create guidance support measures for the target group which take into account the people at risk and the risk factors. The guidance measures eventually help the target group to have access to the labour market or to further training.The project aims to find different organisational models, alternative implementation methods and promote their better functioning in municipalities. The aim is to develop guidance and support services designed for young and adult people with learning difficulties. Dyslexia forms a real problem which is not well known and there are not enough knowledge on how to treat the problem especially among people who have left comprehensive school. Dyslexia will never improve and the person suffering from this problem needs help throughout his/her life. Therefore the target group is very important. One of the strong points of the project is that the problem will be made known throughout the country. The project has a strong preventive approach because its intention is to ensure that also people with dyslexia will be able to train themselves, obtain a profession, enter the labour market and succeed in working life. Without this kind of support there is a great risk that these people will become excluded because they find studies difficult and tend to drop out of training. The project refers to a study which shows that many juvenile delinquents, alcoholics, drug abusers and people with mental problems suffer from learning difficulties more frequently than people on average.
The project aims to find different organisational models, alternative implementation methods and promote their better functioning in municipalities. The aim is to develop guidance and support services designed for young and adult people with learning difficulties.The projects purpose is to create a nation-wide comprehensive support, expert and service network for the target group. Local projects and networks will be activated in municipalities by increasing awareness and by bringing concretely forth what kind of instruments and models will be needed in order to help the target group. Project work will be carried out in schools, libraries, training places, parishes, maternity centres, associations involved with dyslexia as well as in social and employment offices. The method to reach out for the mentioned actors is to arrange a "Workshop" in a each municipality in Finland, which would help to enhance the networking of the actors. Special attention will be paid to the prevention of problems arising from dyslexia. Moreover, project’s basic assumption is that dyslexia forms a high risk factor in increasing exclusion.

Lukibussi -project will collect regional good practicies which involves arranging workshops with actors, and arranging education which is based on information dissemination agenda. We started parallell action 1 to the action 3 (mainstreaming). The most innovative part involves enhancing the multidisciplinary, holistis approach, into dealing with people with learning difficulties by authorities and NGOs.

20-30% of population have learning difficulties. We call them “diverse learners”. Some people learn new things in a different way, because their brain processes information in a different way. Only part of persons with learning difficulties has a neurological reason for the problems and a special diagnosis like ADHD, Asperger, autism, dyslexia etc. Learning difficulties can be manifested as problems in writing or reading, arithmetic, attentional or motoric skills or visuo-spatial orientation. Learning difficulties are not necessarily connected with the IQ. They are a person’s characteristic for a life time and are presumably inheritable. When these difficulties are not attended they are connected often to the fact that these people have low self-confidence. Thus, we encourge people with learning difficulties to step forward and start a change process within themselves. Second, we enhance awareness among actors in the municipalities and higher levels of their organisations to notice and take action inorder to improve the participation possibilities of people who have learning problems. This work is done in the regional and local Workshops among actors and NGO´s. In the decision making level we offer information about the phonomenon of learning difficulties in the role of social exclusion.

As a project we enhance our partner organisations inclusive strategies in thier day to day workavtivities. To acknowledge and recognise those citisens who have learning difficulties would be one of the challanges of our partner organisations. In addition, we engourage the participation of the individuals with learning difficulties. In short, we have also included preventive approach to discussions with the partners.

The transnational co-operation network, called Empower Professionals, aims to import , export and adopt new approaches in learning strategies and methods, motivation techniques, training programmes and existing best practices, to exchange those developments and to mainstream.The common interest is people with learning difficulties of all age. especially to prevent students dropping out from secondary vocational education.The network members are AQUA-Austria, ENE-Portugal, Young Professionals-Netherlands and Lukibussi-Finland.

Lukikysymys on todellinen ongelma, jota ei tunneta eikä sitä osata hoitaa varsinkaan perusopetuksen jälkeisessä koulutuksessa. Lukihäiriö ei parane koskaan, vaan lukihäiriöstä kärsivä henkilö tarvitsee tukea läpi elämänsä. Hankkeen kohderyhmä on siksi hyvin tärkeä. Hankkeen vahvuutena on myös lukihäiriöongelman valtakunnallistaminen. Hanke on vahvasti ennaltaehkäisevä, koska sen tarkoituksena on varmistaa, että myös henkilöt, joilla on lukihäiriö, pystyvät kouluttautumaan ja saamaan itselleen ammatin ja työllistymään sekä menestymään työelämässä. Mikäli näin ei ole, on suuri vaara, että henkilöt syrjäytyvät, koska opinnot tuntuvat vaikeilta ja jäävät kesken. Hakemuksessa on viitattu tutkimuksiin, joiden mukaan nuorisorikollisissa, alkoholisteissa, huumeiden käyttäjissä ja mielenterveysongelmista kärsivissä on keskimääräistä enemmän oppimisvaikeuksisia.
Projektissa luodaan valtakunnan kattava toimintamalli erilaisen oppijan huomioimiseksi. Keskeisenä tavoitteena on luki- ja oppimishäiriöisten auttaminen ja syrjäytymisen ennaltaehkäisy, riskiryhmien ja -tekijöiden sekä kohderyhmän ohjaavat tukitoimet työelämään tai jatkokoulutukseen. Projektin yleisenä tavoitteena on luoda valtakunnallisesti kattava tuki-, asiantuntija- ja palveluverkosto erilaisille oppijoille. Lukibussi tähtää omien paikallisten hankkeiden aloittamiseen ja verkoston aktivoimiseen tuomalla kunnissa konkreettisesti esille, mitä välineitä ja malleja on käytössä erilaisen oppijan huomioimiseksi. Projektityötä tehdään kouluissa, kirjastoissa, kansalais- ja työväenopistoissa, seurakunnissa, neuvoloissa, lukiyhdistyksissä ja sosiaali- ja työvoimatoimistoissa. Projektissa kiinnitetään erityistä huomiota lukivaikeuksista aiheutuvien ongelmien ennaltaehkäisyyn. Yhtenä yleistavoitteena onkin nostaa esille, että puuttumattomana lukivaikeus voi olla suuri syrjäytymistä aiheuttava tekijä. Lukibussi-projektin kautta selvitetään erilaisia organisointimalleja, toteutusvaihtoehtoja ja niiden toimivuutta kunnissa. Tarkoituksena on kehittää ja kokeilla ammatillisessa koulutuksessa olevien nuorten ja aikuisten opiskelijoiden ohjaus- ja tukipalveluja.
