The project is implemented as four different sub-projects in four different towns, which are Jyväskylä, Kuopio, Lappeenranta and Rovaniemi. The Keski-Suomen Yhteisöjen Tuki, KYT (The Supporting Association for Third Sector Organisations in Central Finland) in Jyväskylä is the administrator and coordinator of the whole project. Each sub-project has independently made its own plan which is based on local networks, needs and interests. Thus the sub-projects can emphasize, innovate and concentrate on different aspects, but the main objective is common. Target group: - (Long-term) unemployed persons- Young uneducated unemployed persons- Single parents- Immigrants ( in Lappeenranta)- Other groups in poor labour market positionMajor challenges in Kuriiri (in general)- Development of the model. How the DP (development partnership) manages to gather experiences of four different sub-projects in four different towns and on that basis to develop a model for Finnish society. How the different subprojects succeed in cooperation.- Recruitment of the target group (unemployed persons); how to motivate the beneficiaries to participate and make them committed, since they have no obligation to participate the activities.- Coaching & employment process; how to find the right and (cost-)effective activities for creating an individual pathway to work as the target group is heterogeneous.- Cooperation with the local entrepreneurs, SMEs; how to get them involved and committed, how to make them employ. - Networking at three levels: a) local networking (in one housing area), b) national networking (four towns + the administrator KYT), c) transnational networking (transnational partnership).- Internet-based project management tool, Intranet, which has two “rooms” - the other one open for all and the other private one for project managers. Needs & Aims concearning transnational cooperation:We hope that transnational cooperation will bring us added value for beating our challenges (described above) and finding solutions for our problems. Basically we are seeking new ideas for developing housing areas and supporting the employment processes of our beneficiaries. We want to learn from our partners and change experiences.
The project will be implemented in residential areas which have a high unemployment rate. The objective is to support the employment of residents in the area and to prevent exclusion by utilising local resources and cooperation networks.
The project will be implemented in certain residential areas of four towns (Jyväskylä, Kuopio, Lap-peenranta, Rovaniemi). The actions of the different subprojects will be e.g. labour market training, cooperation with enterprises in order to have practical training places and jobs and support after entering working life. The network of every subproject includes the regional town administration, the parish, organisations of the third sector, entrepreneurs and target group representatives.
The aim of the project is to develop a model for residential areas which would be launches as soon as the unemployment rate in the residential area is higher than the average and when social prob-lems begin to accumulate in the area.
The project procuct will be a model whereby the public sector, the third sector and the business sec-tor in cooperation will help the most vulnerable people in the residential areas to gain access to the labour market and to gain empowerment so that they may enter the open labour market. The model can be mainstreamed in the declining areas of in the areas in danger of declining both in Finland and in other Member States.

Kuriiri is a network of four middle-sized towns in Finland. The aim of this networking is to test practices and spread the good ones within the project, and to create a model for suburbs with high employment rate and social problems to increase the employability of the groups in poor labour market position. The final aim of course is to get acceptance to this created model and disseminate it to other towns in Finland. At the local level of four sub-projects the main partners are social welfare office, employment office, local enterprices, local associatios and other relevant local actors. Networking of actors between different sectors (public, private, non-governmental /non-profitable, official-unofficial) is seen to be very important, because the solutions to problems for persons not finding job need cross-sectoral cooperation. The project should create new structures of cooperation.

The partners of 4WORK –partnership are from Jyväskylä (Finland), Trier (Germany), Zaragoza (Spain) and Tortona (Italy). There is no joint budget. The main activities are theme group working, management group working, seminars, study tours of project workers, other experts and beneficiaries (Finnish beneficiaries). Within the transnational partnership called 4WORK there is 3 working groups each concentrating on specified theme (1. Co-operation with SMEs, 2. Training-couching, 3. Integration), which work through the project. Each DP has named 1-2 representatives to each group. The German partner is responsible of the work group 1, the Italian partner of the work group 2 and the Spanish partner of the work group 3. The Secretariat of the partnership 4WORK is the Finnish partner. In the management group there is 1 representative from each country. The work groups’ main target is to examine the methods, problems and solutions concerning their theme and develop new practises. The groups’ first task is to define their objectives, strategy and timetable. It is expected to produce material and share the developed and found best practises (information, knowledge, ideas) to all others in partnership and also to wider audience. Each work group will produce a Best practise Guide. The working groups will meet especially at the beginning, after that it is easier to work through project management tool in Intranet. Groups are expected to present their results in seminars organized once in each country. The Final Conference will be organized in Finland in spring 2005.

Kuriiri on korkean työttömyysasteen asuinalueilla toteutettava projekti. Sen tavoitteena on tukea alueiden asukkaiden työllistymistä ja ehkäistä syrjäytymistä paikallisia voimavaroja ja yhteistyö-verkostoja hyväksikäyttäen ja kehittäen.
Projekti toteutetaan neljän kaupungin (Jyväskylä, Kuopio, Lappeenranta, Rovaniemi) tietyillä asun-alueilla. Osaprojektien toimenpiteitä ovat mm. työvoimapoliittinen koulutus, yhteistyö yrittäjien kanssa harjoittelu- ja työpaikkoja varten sekä tuki työelämään pääsyn jälkeen. Jokaisen osaprojektin verkostoon kuuluu kaupunkien aluehallinto, seurakunta, kolmannen sektorin yhteisöjä, yrittäjiä sekä kohderyhmän edustajia.
Projektin tavoitteena on kehittää sellainen asuinalueilla toteutettava malli, joka käynnistetään aina, mikäli asuinalueen työttömyysaste on keskimääräistä korkeampi ja alueelle alkaa kasautua sosiaali-sia ongelmia .
Projektin tuotteena on malli siitä, miten asuntoalueella julkisen, kolmannen sektorin ja yrityssekto-rin toimijat yhteistyössä pystyvät vaikuttamaan kaikkein heikoimmassa työmarkkina-asemassa ole-vien työllisyyden parantumiseen ja voimavaraistumiseen siten, että heillä on edellytykset siirtyä työelämään avoimille työmarkkinoille. Malli on levityskelpoinen Suomen ja muiden maiden taan-tuville tai taantumisvaarassa oleville asuntoalueille.
