The project is based on e.g. on a service needs survey. The survey has pointed out the lack of support services which would facilitate crossing the job threshold (the last step). The project is a compact provincial project which will further develop good practices gained during the past programming period (e.g. supported employment). The objective is to gather a wide-scale provincial partnership.

The project is emphatically based on demand which means that the work must be strongly targeted at enterprises. The intention is to create a true dialogue with enterprises in conjunction with employment and to have them gain positive media publicity (there are experiences of this from the past programming period). The enterprises will be linked to the transnational cooperation through which they will be able to create business contacts abroad. In work placement attention will also be paid to preparing the whole working community when a new employee is hired.

The project is a provincial development project during which five regional resource centres will be developed. During the project, the services created by the resource centres will be targeted to the participants who have mental difficulties in integrating in the working life and who need personal guidance in the workplace. The project can offer new type of service during 3 years to 600 motivated persons.

The general provincial goal is to develop local labour market, to create new jobs and to support people at risk of exclusion in finding employment in the open labour market. The common development theme is to support the ethical and human dimension in order to create a labour market open to all. The enterprises which will be involved in the development work will be getting a positive reputation through the media in showing human dimension in their operations. In order to reach the ambitious goal the project will target the development work intensely to creating cooperation with enterprises. The aim is to develop cooperation with enterprises, anticipation and services which are offered to enterprises.with enterprises

The other goal is to develop new work place practices and integrated support systems in workplaces together with employers by utilising good practices gained during the past programme period.

Hanke perustuu mm. kohderyhmään liittyvä palvelutarpeen kartoitukseen. Kartoituksessa tullut esille työelämäkynnyksen tukipalvelujen puuttuminen (viimeinen askelma). Kyseessä on tiivis maakunnallinen projekti, jossa jatkojalostetaan edellisen ohjelmakauden hyviä kokemuksia (lähinnä tuettu työllistyminen). Tavoitteena on koota laaja maakunnallinen kehittämiskumppanuus ja muodostaa viisi työllistämisen resurssikeskusta.
Hanke korostaa kysyntälähtöisyyttä, minkä johdosta yritysten suuntaan tehtävä työ painottuu. Yritykset pyritään saamaan aitoon keskusteluun työllistämisen yhteydessä ja tuomaan niille hankkeen kautta positiivista mediajulkisuutta (tästä kokemusta edelliseltä ohjelmakaudelta). Yritykset kytketään myös kansainväliseen toimintaan ja sen kautta tuotetaan niille kontakteja ulkomailla vastaavassa toiminnassa mukana oleviin yrityksiin. Työhön sijoittamisessa kiinnitetään huomiota myös työyhteisön valmentamiseen uuden työntekijän tulon yhteydessä.

Projekti on maakunnallinen kehittämishanke, jonka aikana kehitetään viisi seutukunnallista resurssikeskusta. Resurssikeskusten kehittämät palvelut suunnataan projektin aikana niille osallistujille, joilla on mielenterveydellisiä hidasteita työelämään integroitumisessa ja jotka tarvitsevat henkilökohtaista ammatillisen valmentautumisen ohjausta työpaikalla. Uudenlaista palvelua projekti voi tarjota kolmen vuoden aikana 600 motivoituneelle valmentautujalle.

Projektin yleisenä maakunnallisena tavoitteena on Etelä-Pohjanmaan paikallisten työmarkkinoiden kehittäminen, uusien työpaikkojen luominen ja syrjäytymisvaarassa olevien henkilöiden integroitumisen tukeminen avoimille työmarkkinoille. Projektin yhteisenä kehittämisteemana on tukea yritystoiminnan eettistä ja inhimillistä ulottuvuutta kaikille avointen työmarkkinoiden luomiseksi. Kehittämistoimintaan sitoutuneet yritykset tulevat eri tavoin saamaan median kautta mainehyötyä inhimillisen ulottuvuuden osoittamisesta yritystoiminnassaan. Saavuttaakseen kunnianhimoisen kehittämishankkeen yleisen tavoitteen projekti suuntaakin kehittämistyötä voimakkaasti yritysyhteistyöhön. Kehittämisteemamme onkin muotoiltu tästä näkökulmasta: Yritysyhteistyön, ennakoinnin ja yrityksille tarjottavien kumppanuutta vahvistavien palvelujen kehittäminen.

Toisena kehittämisalueena on uusien työpaikkakäytäntöjen ja integroitujen tukijärjestelmien kehittäminen työpaikoille yhdessä työnantajien kanssa hyödyntäen aikaisemman ohjelmakauden hyviä käytäntöjä.
