The initiative for the project came from the three cities of Helsinki, Espoo and Vantaa plus the immigrant organisations. These organisations invited the Rehabilitation Foundation to join in the development and planning of the project. The project focuses on employment issues of the immigrant population, the majority of which lives in the Helsinki region.The majority of immigrants have moved to Finland only during the past decade. This means that the integration process to the new country is still at its beginning.There are approximately 145 000 foreign-born inhabitants in Finland, and 98 000 are still foreign citizens. The amount of immigrants is 1.8 % of the total population in Finland. This number is smaller than in any other European Union country. The largest groups of immigrants have come from the former Soviet Union (47 000), former Yugoslavia (4 500), Somalia (4 300) and Iraq (3 200). One third of all immigrants live in the Helsinki region. The unemployment rate of immigrants is manyfold when compared to native Finns. Every third immigrant is unemployed. Reasons for unemployment range from non-correspondence of vocational education, insufficient language skills and weak social networks to negative employer attitudes. During 1990’s the economic recession weakened employment opportunities. Previous ESF-projects have designed tailored pathways to open labour market. Despite succesful beginning of the employment process the realization of further plans has in many cases encountered problems for example due to lack of long-term support and guidance. This may have led to disruption of the otherwise well-started process. The present project aims to join previous experiences and use this knowledge for reaching the rehabilitation and employment goals. By offering job coach services and case management services plus work-related language training services before emplolyment and after the client has got the job the project aims to secure successfull job-finding and job-keeping.
The main aim of the project is to develop innovative ways to promote full social inclusion and empowerment of people whose employment and everyday coping is impeded by cultural and language barriers as well as health and social problems. This goal is reached by developing an empowering rehabilitation and employment services modified according to the special needs of the target group. The services are targeted to immigrants living in the Helsinki region who are in severe risk of social exclusion and are in need for special support. The Development Parntership (DP) addresses EQUAL Pillar 1 “Employability” Theme field A. The main activities of the project are: 1) employment and rehabilitation services, 2) information services, 3) training of employment specialists, and 4) evaluation and dissemination.1) Employment and rehabilitation services are developed and carried out by the cities of Helsinki, Espoo and Vantaa and by the Vocational Adult Education Centre Amiedu, the Ingrian Centre and the Rehabilitation Foundation. The aim is to develop resource-oriented planning of support services, supported (competitive) employment services and resource-oriented guidance and counselling (including work-specific language training and job lab).2) Information services are designed and carried out by the three immigrant organizations - Iran and Iraq Employment Association, the Ingrian Centre and the Finnish Somali League. The aim is to design and organize information campaigns to employers, employer organizations and workplaces in order to promote acceptance of cultural diversity and prevent racism and disseminate information to the immigrant communities about the Finnish labour market practices, employment and rehabilitation opportunities and the project.3) A comprehensive training program in supported employment and resource-oriented case management is organised for the project personnel together with the University of Helsinki. The aim is to support the development of services, and design learning material on special issues in employment of immigrants and multiculturalism in the labour market.4) The monitoring and follow-up of the project focuses on the evaluation of working processes, outcomes and mechanisms. The evaluation also aims to reveal gaps in the supply and demand of employment and other services for immigrants. This part of the project focuses on describing alternative employment models for immigrants as well as good practices in planning and providing employment and rehabilitation services for immigrants who are in severe risk of social exclusion. In addition, information about the project, employment and rehabilitation opportunities are disseminated to employer networks and the immigrant community through Internet and newsletters. The DP consists of nine partners. The cities of Helsinki, Espoo and Vantaa develop and carry out the employment services. Amiedu designs and carries out the language skills testing and work-specific language training. Palmenia Centre for Research and Continuing Education (University of Helsinki) organizes the training course. The immigrant organizations, i.e. the Ingrian Centre, the Finnish Somali League and the Iran and Iraq Employment Association, design and carry out the information campaigns to workplaces, employer networks and the immigrant communities. The Ingrian Centre developes also the activities of the job lab.Rehabilitation Foundation is the Coordinating Partner in the DP. It serves as a specialist consultant for planning and organising the developed services, carries out part of the services, designs the training course, conducts the internal evaluation of the project and the dissemination of its results. In addition, it plans and organises together with the immigrant organizations the dissemination of information to workplaces, employer networks and the immigrant communities.

The transnational network titled NET-WORK-IN aims to develop new and innovative ways of supporting social inclusion and empowerment of marginalized groups. The Rehabilitation Foundation is a versatile institution of the rehabilitation of working-aged people. It maintains a rehabilitation centre and a sheltered workshop. In addition to offering rehabilitation services, the Foundation carries out scientific research, conducts service development projects and training of professionals within the rehabilitation sector. The R & D department is specialised in research concerning rehabilitation and employment of persons with disabilities or otherwise marginalised / disadvantaged groups, such as immigrants. The R & D department is carrying out research and development projects which aim to evaluate the outcome and feasibility of new employment models, e.g. supported employment and tailored individual pathways towards employment.

The Finnish Somali League is a non-govenrmental organization registered in Finland. It is the umbrella of the multifunctional different Somali associations in Finland. The centre provides academic education for adults and implements research and development projects. The centre is an integral unit of Helsinki University and its Centre for Continuing Education. The centre operates in cooperation with university faculties and departments. Our aim is to support the development of individuals, communities and trade. We operate at the regional, national and international levels. The centre is a networked organization consisting of experts from the University of Helsinki and cooperating with other Finnish institutes of higher education and universities in otgher countries. The centre operated in cooperation with business enterprises, adult education centres, organizations, municipalities and state offices. The centre was founde in 1980 and since then has received financial support from the City of Lahti. Approximately 30 000 people take part annually in education arranged by the centre.
