The project exists because despite the substantial service provision the current provision does not reach all the people needing support. Those who fall through the net include especially such groups which have become marginalised also within the traditional training and other support services designed for handicapped and disabled people. The people in danger of exclusion have learning and motivation difficulties, mental problems, adaptation problems and they also often have earlier bad experiences of training, working life and authorities. Permanent employment and especially transitional phases on training and employment pathways have proven to be really problematic with regard to handicapped and disabled people.

Objective

The project objectives are:
1) to create to the training system permanent structures and practices which improve employment of people in need of special support; and contribute to the increase in workforce
2) to ensure the success of transitions on training and employment pathways
3) to reach the people who most need help and to target the support measures in the best way as regards their employment
4) to mainstream special teaching and guidance expertise to different organisations and to develop on-the-job guidance models for people in need of special support
5) to enlargen competence through transnational cooperation by making it a part of everyday life of all project actors at all operational levels.

The common interests of the transnational work are development work in the fields of special education, improving access for special groups to the labour market, promoting empowerment and influencing attitudes towards people with special needs in search of job.The methods are research, development, implementation, dissemination, mainstreaming and evaluation.
The transnational thematic work consists of three different working groups:
The research on the guidance steering methods (research, list of instruments, self-steering models for clients)
Training of teachers and trainers (train the trainers, train the teachers, standard models for transition phases)
Supporting activities (networking, dissemination/mainsteaming, evaluation, transnational wo-ordination)

Worth the Work

Rationale

Projekti on olemassa, koska runsaasta palvelutarjonnasta huolimatta nykyinen toiminta ei onnistu kohtaamaan kaikkia tukea tarvitsevia. Väliinputoajia ovat erityisesti sellaiset ryhmät, jotka ovat marginaalisia myös perinteisten vajaakuntoisille ja vammaisille suunnattujen koulutus- ja muiden tukipalvelujen piirissä. Väliinputoajilla on oppimis- ja motivaatiovaikeuksia, mienlenterveyden ongelmia, sopeutumisongelmia ja lisäksi aiempia huonoja kokemuksia koulutuksesta, työelämästä ja viranomaisista. Pysyvä työllistyminen ja erityisesti siirtymävaiheet koulutus- ja työllistymispolulla on todettu vammaisten ja vajaakuntoisten kohdalla ongelmallisiksi.

Objective

Projektin tavoitteena on: (1) Luoda koulutusjärjestelmään kestäviä rakenteita ja käytäntöjä, jotka lisäävät erityistukea tarvitsevien henkilöiden pysyvää työllistymistä ja kartuttavat elinkeinoelämän työllisyysreserviä, (2) Varmistaa onnistuneet siirtymät koulutus- ja työllistymispolulla, (3) Etsiä eniten tukea tarvitsevat ja kohdentaa tukitoimenpiteet työllistymisen kannalta mahdollisimman oikein, (4) Levittää erityisopetuksellista ja ohjauksellista osaamista eri organisaatioihin ja kehittää erityistukea tarvitsevien työpaikkaohjausmalleja, (5) Laajentaa osaamista kansainvälisen yhteistyön kautta tuomalla se osaksi kaikkien projektitoimijoiden arkea kaikilla toimintatasoilla.
