The foundation and development of regional self - governemnt and the
membership of CR in EU has strenghtened the new phenomenon of efficiency
and competitiveness of the region as well as the responsibility of HRD
on the regional level. The regional governemnt influences directly and
indirectly the regional labour market and its development. Its success
depends on the quality of the regional strategic management of HRD, the
level of employment, standard of life, and the quality of life generaly
linked to HRD. HRD management creates learning opportunities and
motivation, supports education and development to improve perfomrance
and social integration of all groups, individuals, teams, organisations
and other communities, and it is a way of the implementation of the
concept of lilelong and further education.
However there are barriers preventing an efficient development of HRD,
and its strategic control by the regional governemnt :
- the regional governemnt has not yet an institutional framework for the
strategic decision making in HRD
- the regional governement has not at its disposal the direct and
indirect methodological tools and information resources to implement
strategic HRD management, incl. strategy of the lifelong education
especialy support threatened people at the labour market in Olomouc
region.

1) Create and implement the regional strategy of the increased
employability of the threatened people at the labour market in Olomouc
region
2) develop and verify information, methodical, educational, advisory and
further system tools for the prevention of exclusion of the target
groups from the labour market, for the nees of strategic decision making
and co-ordination of human resources in the region
3) strenghten professional competencies of the region with the aim of
implmenting the state employment policy according to the specific needs
and demands of the region
4) establish Board and Regional centree of the Support of the LLL of the
threatened people in Olomouc region
